REQUEST:
The Parks and Recreation Department is requesting the City Commission to authorize the
City Attorney to prepare a one year agreement with options for renewals and the City
Manager to execute the agreement between the City of Winter Springs and Lynx for senior
transportation services, and provide direction on the potential charging of a new passenger
fee.
SYNOPSIS:
Parks and Recreation Department is requesting the City Commission to authorize the City
Attorney to prepare a one year agreement with options for renewals and the City Manager
to execute the agreement between the City of Winter Springs and Lynx for senior
transportation services. Additionally, staff is seeking Commission input and direction on
the potential charging of a new passenger fee to cover a portion of the costs of these
services.
CONSIDERATIONS:
The MV Transportation Agreement for Senior Center Transportation was originally
approved on March 24, 2003. We have used MV Transportation for 10 years and are
currently paying $29,674 annually for this service.
MV Transportation informed the Parks and Recreation department that they would be
increasing their hourly fee by 40%; from $85/hr to $119/hr, therefore, we looked for
alternatives
Parks and Recreation staff has reviewed the ridership and determined that all users
need this service because they have no other means of transportation.
The Senior Transportation Program brought between 10-20 Winter Springs seniors to

and from the Senior Center twice a week.
The new agreement with Lynx would be a cost decrease to the City of $4,588
annually and provide a similar level of service; the only difference is that seniors will
have to call ahead and schedule a pick up time with Lynx, and Lynx is committed to
be there at their house within their service window for pick up.
Should the Senior Center need transportation more than 2 days per week, the cost per
hour would not change per agreement.
OPTIONAL CONSIDERATION: Lynx has provided an option to apply a Passenger
Fee to the riders of the bus daily. This would be a $1-$4 (to be determined) per one-
way fare as listed on the attached chart. This would also reduce the annual agreement
price for the City as listed based on the passenger fee selected.
FISCAL IMPACT:
Option 1
Under this option, the City would pay the $25,086 contractual amount to Lynx annually to
provide senior transportation, with no passenger fee. This amount represents a $4,588 cost
savings over the prior year amount. Funds for this purpose are budgeted in FY 2012, Parks
& Rec Account 7250-53188.
Option 2
This option includes passing on a portion of the transportation costs to passengers. Under
one way
this option, the City pays the above annual cost, reduced by funds generated by a
passenger fee
established to use senior transportation, with the resultant City cost as
follows.
$1 fee = $22,534
$2 fee = $19,982
$3 fee = $17,430
$4 fee = $14,878
Lynx would handle all fee collections. If the Passenger Fee (Option 2) is chosen, staff will
bring back a Resolution to moralize this fee.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.

RECOMMENDATION:
The Parks and Recreation Department is requesting the City Commission to authorize the
City Attorney to prepare a one year agreement and the City Manager to execute the
agreement between the City of Winter Springs and Lynx for senior transportation services
selecting either Option 1 or Option 2, as follows:
Option 1
City pays the $25,086 annually to provide senior transportation with no passenger fee.
Option 2

City pays the above annual cost, reduced by the a established to use
senior transportation with the resultant City cost as follows:

Senior Center Shuttle
The City of Winter Springs is currently contracting with MV Transportation to
provide transportation services for eleven seniors from their residences to the
Winter Springs Senior Center two days per week and the last Sunday of each
month. The current hourly contract rate is $85.27 per revenue hour. MV
invoices for three revenue hours each day service is provided. There is currently
no passenger fare associated with the trips.
The City of Winter Springs officials indicated that they may be interested in
adding a passenger fare to subsidize the service.
Transportation to indicate which participants will be traveling by no later than
5pm the day prior to service provision. MV Transportation will schedule the trips
on one to two vehicles to most efficiently provide the service. Services can only
be provided as a group trip with origins and destinations with the City of Winter
Springs and to/from the same location (i.e., from individual homes to one
common facility or from one common facility to individual homes).
LYNX will -
passenger trip basis, less fares collected (if the City chooses to charge a fare).
LYNX will provide sufficient back-up to show trips provided and fares collected.
