HomeMy WebLinkAbout2012 01 18 Tuscawilla Lighting and Beautification District Advisory Committee Regular Minutes CITY OF WINTER SPRINGS, FLORIDA OFFICIAL MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING JANUARY 18, 2012 CALL TO ORDER The Regular Meeting of Wednesday, January 18, 2012 of the Tuscawilla Lighting and Beautification District Advisory Committee was called to Order by Chairperson Mary Brook at 7:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Mary Brook, present Vice Chairperson Helen Baker,present Committee Member Luci Coker, present Committee Member Donald Gilmore, present Committee Member Carolyn Wolf, present Assistant to the City Clerk Carol A. Lallathin, present A moment of silence was followed by the Pledge of Allegiance. REGULAR AGENDA- PART I REGULAR 600. Office Of The City Clerk Requesting An Election Of Chairperson Be Held For 2012. "I NOMINATE MARY BROOK FOR CHAIRPERSON." MOTION BY ADVISORY COMMITTEE MEMBER WOLF. SECONDED BY ADVISORY COMMITTEE MEMBER COKER. DISCUSSION. Not Used CONSENT AGENDA CONSENT 200. Office Of The City Clerk Requesting Approval Of The October 19, 2011 Tuscawilla Lighting And Beautification District Advisory Committee Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE THE MINUTES FROM THE OCTOBER (19, 2011) MEETING." MOTION BY ADVISORY COMMITTEE MEMBER COKER. MOTION DIED FOR LACK OF A SECOND. Advisory Committee Member Donald Gilmore referenced the Regular Meeting Minutes of October 19, 2011 and commented about making a change in the second paragraph - under"Public Input", changing the word "members"to "member". • Assistant to the City Clerk Carol Lallathin asked, "Does the Committee wish for it to be changed?" Hearing no objections, Assistant to the City Clerk Lallathin stated, "I will take them back and listen to the Minutes and re-do them and bring them back for your Approval at the next meeting." CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING—JANUARY 18,2012 PAGE 3 OF 6 Chairperson Brook noted, "Thank you." Vice Chairperson Helen Baker stated, "Thank you." There were no objections stated. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used 400. REPORTS Assistant to the City Clerk Lallathin referred to an email dated January 18, 2012 that was sent to Chairperson Brook from City Clerk Andrea Lorenzo-Luaces regarding attending a City Commission meeting to personally address the City Commission on the Committee's accomplishments. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department noted, "Could they maybe email in to us and let us know a Consensus after they check their calendars?" Assistant to the City Clerk Lallathin remarked, "Yes, that would be fine; you could email us." Next, Mr. Richart suggested, "We can always vet some of those issues tonight while we are here, if you would like." Committee Member Gilmore suggested that everyone be familiar with how the Assessment District and the related Advisory Committee began and the applicable history. Discussion followed on possibly having another Meeting or Workshop to consider what could be discussed with the City Commission. Assistant to the City Clerk Lallathin noted, "February 2nd, (2012) is open." Advisory Committee Member Gilmore commented, "February 2nd, (2012) is okay with me; anytime before February 8th, (2012). Assistant to the City Clerk Lallathin suggested, "Monday, February 6th, (2012). Based on the comments, the dates that the Committee Members agreed to consider for a Workshop were Thursday, February 2, 2012 or Monday, February 6, 2012. Chairperson Brook remarked, "Let's everyone check their calendars and email Carol (Lallathin) what day they can make it." PUBLIC INPUT No one spoke. Community Development Department — Urban Beautification Services Division Budget Review. Mr. Richart presented this Agenda Item and distributed information related to the Maintenance Fund for consideration by the Committee Members. Discussion ensued on some lighting issues. REGULAR 603. Community Development Department — Urban Beautification Services Division Review Of Maintenance Items And Progress Report. This Agenda Item was introduced by Mr. Richart who stated, "Eastwood (Tuff Turf of Central Florida) seems to be doing well on their Maintenance." Further comments followed on surges, mulching, irrigation, that the chemical service seems to be going well, some updates made to the lighting, fountain motors, more plant replacements will be forthcoming, and donated trees. Mr. Richart then mentioned, "On the 30th (January 2012) we have our public meeting for the wall issue that we have been talking about. Everybody is invited to attend that." Continuing, Mr. Richart noted that some of the Christmas decorations may need to be replaced. Mr. Richart then commented, "We have a healthy amount left in our Landscaping Line Code." Regarding the Fund Balance, Mr. Richart added, "I would say that we try to do a good job and put in the plants we need to, but really be cautious - if we can make it work and last a little longer." Mr. Richart remarked, "We don't want to deplete that Fund Balance." Discussion followed that all aspects of the Fund Balance information was not clear. Mr. Richart mentioned, "If you would like me to send you that, I can, but I would need to explain it in the email, so you don't think we have more than we really do." Further comments ensued. Regarding plants in the medians, Mr. Richart said he had not received any complaints and thought that perhaps in March they might go around in a small car and check the heights of some of the plants to make sure they were not too tall. CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING—JANUARY 18,2012 PAGE 5 OF 6 Mr. Richart asked the Committee members to inform him if anyone knew of any problems, and then advised the Committee Members that they were having lots of problems with"Walter's Viburnum", and that many were dying. REGULAR 604. Community Development Department — Urban Beautification Services Division Update For Tuscawilla Unit 12/12A Wall And Proposed Tuscawilla Lighting And Beautification District Phase 3. Commenting on this Agenda Item, Mr. Richart spoke about the upcoming City Commission Workshop scheduled for Monday, January 30, 2012 which will address this issue. Discussion ensued regarding where the Wall is situated and Easements. Tape 1/Side B Comments followed on ownership issues, Deed Restrictions, properties in this subdivision as shown in the applicable Plat book, Assessment District tiers, and ownership of the Wall. In other City business, discussion ensued on Christmas decorations and that this Committee could consider extending an offer to the Homeowner's Association to partner on purchasing new decorations. Committee Member Gilmore suggested, "Would you give it to me. I am a Board member of the THOA (Tuscawilla Homeowner's Association); I will take it to the Board." Mr. Richart then said, "It would be nice to have about five thousand dollars ($5,000.00) to buy decorations." Continuing, Mr. Richart added, "It would be up to you all to make the request, and I could put it into a letter." With further comments, Mr. Richart mentioned that the decorations may last one (1) or two (2) more years. PUBLIC INPUT No one addressed the Committee at this time.
