Your Meetings, along with other City Meetings are recorded, so should you ever need a copy of
the audio from a previous meeting, please just advise us.
Related to Minutes from your Meetings and all Winter Springs' City Commission and Advisory
Committee Meetings—all Minutes are styled similar to what the City Commission has agreed on
receiving, and are summary based, and are not typed verbatim. Minutes are just supposed to be a
summary of the general discussion. We usually do not include what everyone suggests or
comments on, as that is just discussion; however if a number of you agree on an item and
Consensus is shown, we would include that.
Winter Springs generally follows Roberts Rules of Order which states that "In an ordinary
society, unless the minutes are to be published, they should contain mainly a record of what was
done at the meeting, not what was said by the members."
As a Committee, decisions/Motions/directives are made pursuant to what the majority of a body
asks for, and not based on individual preferences. It is through Consensus or a Vote of a
Committee showing that the majority agrees, that any particular actions going forward would be
noted; so, if you have something that you would like to suggest be considered, by all means,
bring that up at any Meeting and with Consensus or a Vote that passes, the Consensus or Vote
will be noted, etc.
Typically, a good Motion is something like the following:
"I would like to make a Motion to ask that Staff bring us back information on..."
or
"I make a Motion to ask that we agree to name our community
Once a Motion is Seconded, then there can be discussion and then a Vote. If there is no Second
to a Motion, then the Motion is considered to have Died and no further discussion or action is
taken on that particular Motion.
Motions that do not pass, can be reworded and resubmitted for consideration. Motions should
help Staff/others understand what a Committee is asking for, or what the majority are agreeing
to, or if a Vote does not pass, not agreeing to.
The City Commission has asked that there be two Public Input sections on each Agenda
(somewhere in the middle, and at the end of any Meeting or Workshop). As you know, they care
very much what their constituents comment on, and have asked that the same be carried across
the board, with all of their Advisory Boards and Committees.
All Meeting Agendas are typically styled similar to City Commission Meetings, as are the
Minutes. We will do our best to provide you with Agendas and Minutes as early as possible.
