DESIRED OUTCOME:
1. Ad Hoc committee will develop all possible options:
2. Committee will choose the PRACTICAL options:
3. Committee will choose the top 2/3 practical options
4. Committee will request staff to:
o Develop viable bidders list for the top 2/3 options
o Write comprehensive statement of work for the top 2/3 options
o Issue RFQs soliciting competitive bids for each of the top 2/3 options
o Receive no less than 3 responsive bids for the top 2/3 options
5. Evaluate and develop the bid prices for the top 2/3 options
6. Staff will present the prices/details of the bid prices to the committee:
7. Committee will understand/evaluate the bid price of each option
8. Committee will then choose the top 2/3 options to fully price
9. Committee will then request staff to develop the total price of top 2/3 options:

10. Committee members will be allowed to ask any questions they may have on the details of
the bids/options presented.
11. Committee members should then take time needed to evaluate:
o Evaluate the presented option's costs vs. benefit's
o Then make their decision on which option to recommend to the Commission
This desired outcome will enable the Ad Hoc committee to utilize
a metrics of responsive bids & definitive costs to identify and
evaluate the most optimal solution for our entire community.
