The attached documents were provided to the Committee
Members during the Regular Agenda Item "600" at the
September 6, 2012 Tuscawilla Unit 12/12A Wall Ad Hoc
Advisory Committee Meeting.
Hybrid Repair and maintenance of existing
wall
Capital expense to repair all walls and establish the
assessment program
The capital expense would repair any columns and missing bricks inside and
out, tuck point the exterior side of the wall and rebuild entrances
demolished by the city.
The tuck pointing of the interior side would be the
responsibility of the individual property owner.
• This could be done without the blanket removal of the landscaping
thereby saving the individual homeowner the cost of replacing the
landscaping.
• This would also not burden the all the homeowners with the cost of
removing the existing landscaping along with any future
landscaping that a wall homeowner may install along the wall which
would increase the cost to tuck point.
• Once the initial tuck pointing is completed there is minimal tuck
pointed needed annually if any.
• This tuck pointing while labor intensive is not rocket science.
Materials are cheap so your looking at basically Labor cost.
• A specification can be developed for the home owners use.
• This could be done by a homeowner that is somewhat handy, or they
can hire a handyman that is familiar with this type of work.
What would it cost the individual on the wall
homeowner to Tuck point the interior wall?
Each case is different. In our case we have a solid hedge that covers
the wall. When we move into our home in 1998 I noticed the wall was in
need of some tuck pointing. It took about 10 man hours to do the tuck
pointing on any loose motor joints roughly both sides of 105' of wall.
In looking at the wall now 14 years later the tuck pointing we did is
still in good shape however the is some additional tuck pointing that
needs to be done, maybe 4 man hours worth.
Shared Capital and maintenance costs
While the benefit/detriment to living on the wall can be debated. By
having the individual homeowner maintain the interior side of the wall
there should be no question that the capital cost and maintenance of the
exterior wall be spread across all 90 homeowners equally instead of a
tiered assessment.
Pros
• Lower capital costs
• Equally shared costs among all home owners
• The majority of Landscaping is saved
• Home owners on the wall save the cost of re-landscaping .
• Home owners not on the wall do not have to pay removal of
landscaping, or going forward removal or additional cost created
by individual homeowners adding back additional landscaping
against the wall
Cons
• This would rely on the individual home owners to do tuck pointing
on their portion of the interior wall.
I do believe that the homeowners along the wall take pride in the there
appearance of their homes and will tuck point the wall with some
guidance on what needs to be done.
A supervised Volunteer neighborhood workforce could be put together to
help with elderly retirees that are not able to or could not afford to
have the work done.
