Providing The Parks And Recreation Advisory Committee With An Update =me On Vandalism In City Parks. Mr. Chris Caldwell, Director, Parks and Recreation Department stated, "Before I give you an update, I would like to thank every one of you for your service on our board for the first year of our board." At this time, Mr. Caldwell introduced Mr. Mike Hesselbart, Program Coordinator — Sports Division, Parks and Recreation Department to the Committee Members. Mr. Caldwell presented this Agenda Item and commented, "As you know we have a lot of Park users and work closely with our Police Department to address issues of vandalism in our Parks. Our most common is vandalism to our restrooms and our playgrounds. Every time we have an issue where property is damaged, we contact the Police Department and we have filed reports. They then keep track of that and help us to keep the Parks safe and are looking at opportunities to put either cameras in the Parks or some kind of a monitoring system. They have done an extensive review of our Parks and have given us an assessment of our Parks. So, we need to consider methods as a board and as a Department; we need to look at ways that we can keep our Parks safe and protect not only the people that come to the Parks but also the neighbors. That is our goal. We are doing our best to keep our Parks safe and clean." Further discussion ensued about various issues at City Parks; as well as vandalism and how to best deal with this. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used 400. REPORTS Chairperson Nussbaum stated that on March 26, 2012, the Parks and Recreation Advisory Committee will be addressing the City Commission on the Committee's role, challenges and achievements. Discussion followed on planning this presentation and it was agreed that the Committee Members should email the Office of the City Clerk and Mr. Caldwell regarding any of suggestions for this presentation. Chairperson Nussbaum offered to put together a synopsis of what the Parks and Recreation Advisory Committee has accomplished in the past. Mr. Caldwell noted that each Committee Member does not have to speak and added that he would put together a list of topics and email those to the Office of the City Clerk as well as the Committee Members for consideration. CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING—FEBRUARY 7,2012 PAGE S OF 12 PUBLIC INPUT Mr. Tim Johnson, 1109 Gator Lane, Winter Springs, Florida: addressed the Committee Members as a representative of an International Organization called "Compassionate Friends" (whose members are families who have suffered with the death of a child; and commented, "One of the things that it does is replace benches in Parks. I think that you might like to know that you have four (4) benches out there that represent seventy-two (72) families. And we are going to place two (2) more. We will have a dedication ceremony on March 24, 2012 at 11:00 a.m. — you all are officially invited. We are honored to have this here." Discussion. Mr. Ted Johnson, 1107 Pheasant Circle, Winter Springs, Florida: spoke to the Committee Members on behalf of the Tuscawilla Homeowner's Association who has authorized the funding of a new bench to replace a bench at Sam Smith Park. Mr. Johnson also addressed vandalism and safety issues in City Parks. Tape 1/Side B Mr. Caldwell stated, "I appreciate not only Ted (Johnson) but Pam (Vice Chairperson Carroll) also for sharing about that bench in Sam Smith (Park). We are aware of that; we are working on it. It is scheduled to go to the Commission on February 27th, (2012) as an Agenda Item. We are addressing other safety issues in our Parks." Mr. Caldwell added, "We appreciate the THOA (Tuscawilla Homeowner's Association) and their donation." With additional comments, Mr. Caldwell further commented that they have been working with the Police Department to address the issue of security camera installations in City Parks. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Parks and Recreation Department Requesting The Parks And Recreation Advisory Committee Review An Agenda Item Originally Submitted To The City Commission On Monday, January 23, 2012 Agenda Item Via Public Hearings Agenda Item "501" Which Involved A Discussion On Ordinance Number 2012-02, And Provide Staff With Any Comments They May Have Relative To Ordinance Number 2012-02. Referencing this Agenda Item, Mr. Caldwell explained, "This is a Parks Ordinance. The City has never had a Parks Ordinance that is enforceable by the Police Department. CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 7,2012 PAGE 6 OF 12 What we have had is Administrative Rules which is what the Parks and Recreation Department posts on signs that say `Don't Litter', `Don't do Skateboards on Sidewalks', and so on. Those are called Administrative Rules —the Police Department does not have gy„oi an ability to enforce them or cite tickets or do anything like that." Further discussion ensued regarding the Ordinance and Mr. Caldwell commented that the f majority of the Ordinance information came from our City Attorney with input from the Chief of Police and Mr. Caldwell. Mr. Caldwell then pointed out, "Our goal again is to have safe, clean Parks and to manage and regulate the users who come to our Parks so that everyone could have a safe and enjoyable time. That was the intent of the Ordinance." Continuing, Mr. Caldwell remarked, "We went through each of the items. Each of you received this Parks Ordinance in an email. As you know, it was a twenty-two (22) page item and it was very extensive; it had some excellent descriptions of activities specific enough for us as a Parks and Recreation Department to make sure that our guests that come into our Parks are clearly informed and educated into the proper and intended uses of specific areas. Our goal is to educate and inform; the Police Departments role is then to enforce. As Park Rangers and as a Parks and Recreation Department, we do not enforce." Mr. Caldwell added, "These are general Ordinances. We cannot put every Ordinance onto a sign." Discussion. Further comments ensued on the Ordinance Number 2012-02 regarding signage. Advisory Committee Member Arsenio Calle inquired about documenting pedophile regulations. Mr. Caldwell noted, "We can ask that question; I am not sure that we can put that kind of verbiage on a sign but I will certainly ask that question." Committee Member Yvonne Froscher mentioned the "Cross Seminole Trail" and inquired, "Is it the City's intent that that will be closed at dusk as well? And does the Trail that extends along (State Road) 434, is that the Cross Seminole Trail?" Mr. Caldwell commented, "It is my understanding that the Trail is not a facility that we close. When we talk about the Trails in there, those are the Trailheads that we open and close; those are the facilities that have a restroom in them. We do not manage those Trails, those are Seminole County's property, the Trails itself" CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 7,2012 PAGE 7 OF 12 Vice Chairperson Pam Carroll commented, "I wanted to commend your Park Rangers. They do challenge people." Continuing, Vice Chairperson Carroll remarked, "On a �* different note, on Section 17-103 Sec. 17-103. Pollution and litter., I wonder if this c:641 Polution and Litter' Section could be added to—on leaving litter at the basketball courts, or the tennis courts, or other Parks facilities. I think that that one could be enhanced." Mr. Caldwell commented, "Absolutely. We had actually talked about that right before the meeting." Then, Committee Member Joseph Bonura noted, "Item number one (1) (Sec. 17-101. — Hours of operation and general use.) that you have on your list; I understand `dawn', I think `dusk' is going to be a tough thing for you. It is going to be tough for the residents. I think that there is roughly an hour and a half; an hour after dusk before you have nightfall and — a place like Trotwood (Park) or some of the many other Parks that are around the area and you will see that a lot of that usage is right during that time. It is just my suggestion that — people use that time from sundown to dark to use the facility. Baseball, football practices that comes under something that was approved by the City?" Mr. Caldwell replied, "That is correct. The hours and—those activities, if there is stated hours for the Park, could be different than `dawn' to `dusk'. If it is a specific regulated— a permitted activity such as baseball or soccer then they are given specific hours until 8:00 p.m." Committee Member Bonura stated, "Whenever I go to Central Winds Park, I feel that the most dangerous thing is watching a hundred and twenty (120) mile an hour remote control plane fly over a practice field. It has always been a big question of mine how do we let that happen?" Mr. Caldwell explained, "It is a Permitted Use— it is a `Club' activity and we permit it at a specific time and we do not schedule any other activities that are organized practices in that same area. They are permitted to be there at non-peak hours; they are scheduled." Committee Member Bonura suggested, "I think that you might want to re-visit that, as the years go by, their equipment, their technology gets better and I think their range is going beyond where you thought it was. They are about to fly out of sight." Mr. Caldwell noted, "They do have a designated area which they are to fly; in that `Fly zone'. So, we have tried to put some parameters in, some safety guidelines for that area but I appreciate that input." CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 7,2012 PAGE 8 OF 12 Next, Committee Member Arthur Gallo referenced, Sec. 7-105. — Fireworks; destructive devices; weapons; other potentially dangerous uses., — the RC (Remote control) Clubs, —I was coming at it from a different direction and I am very familiar with itnme those — because typically when I am out painting the lacrosse fields; they are out there flying and I have never had a problem with those folks; they are really good. I found them to be very careful. Basically, my question here was, I was hoping that this Ordinance was not going to exclude these people or organizations from flying as long as they are coordinated with the Park." Mr. Hesselbart remarked, "As Chris (Caldwell) said, "They have permits to fly; they have parameters; they are insured. They are backed by Model Airplane Clubs and they are all funded and they pay us a quarterly Fee to use the fields as well as anybody else." Committee Member Gallo continued, "Second point, what if you just have a model rocket, is that permitted at the Park?" Mr. Hesselbart responded, "That is not permitted." Discussion then ensued on Sec. 17-106. — Hunting/wildlife preservation and conservation. Next, Committee Member Gallo referred to Sec. 17-108. —Alcoholic beverages/tobacco products; Gambling. and commented on where the tobacco free non-smoking areas are. Mr. Caldwell noted, "Away from the kids. We are going to designate areas away from the kids and away from the playing areas; wherever kids gather." Continuing, Mr. Caldwell added, "We are going to tell people where we do not want them to smoke." Committee Member Gallo then remarked about Sec. 17-112. - Noise and other conduct. (c) and stated, 'Golf clubs' is mentioned and I am assuming that what you mean is if somebody is trying to hit the ball that is prohibited." Mr. Caldwell replied, "Yes, that is correct." Discussion continued on Sec. 17-112. - Noise and other conduct. (d), and regarding `rubbish, refuse, garbage or other waste' being brought into the Parks. Committee Member Gallo noted, "On the noise part, you are not prohibiting use of whistles for sports that involves Safety?" Mr. Caldwell stated, "No, not prohibited, the key on that one, it creates a nuisance or a disturbance in a City Park." Then, Committee Member Gallo remarked about Sec. 17-116. — Glass Containers. and said, `glass containers', does that include the bleachers and the sidelines?" Mr. Caldwell commented, "We are going to tell you that we do not want glass containers into the Parks." CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 7,2012 PAGE 9 OF 12 Committee Member Gallo referenced Sec. 17-119. — Horseback Riding. and said �...� "`Horseback riding', now the Trail is the (Seminole) County; I thought they allowed horseback riding on the Trail?" Mr. Caldwell said, "They do." Committee Member Gallo then added, "But you cannot do it in the Parks?" Mr. Caldwell commented, "That is correct. We only want you to go to designated areas, which are the Trails. We do not have any designated Trails in our Parks." Committee Member Froscher commented on it being unlawful to leave any animal in a City Park and would like to see verbiage about non-native species to Florida be placed in the Ordinance, and then asked if there were still official horse bridal paths on Hayes Road? Committee Member Bonura stated, "When they re-did Hayes Road, and the City paving projects of Bahama (Road), Panama (Road), Trade Winds (Road), apparently the City — the Ranchlands HOA (Homeowner's Association) asked that there would not be concrete sidewalks on the road but a horse trail. I think the answer to your question is `Yes'. There is a place you can ride your horse; however, now you are going to have to ride over the concrete driveways as you are doing it. But I do not think it has to do with Parks and Recreation(Department) but it would be through the Public Works Department." Committee Member Geoffrey Kendrick asked, "In the past has there ever been a reason to grant anyone the ability to camp or sleep at the Parks?" Mr. Caldwell replied, "Yes, we had one (1) or two (2) occasions but they are always attached to a `Permitted' event; like the (Scottish) Highland Games." Further discussion continued regarding Ordinance 2012-02 with the subjects of `Bow fishing' and `Dogs' being allowed in the Parks. Mr. Caldwell remarked, "If you would just give us an opportunity to make some of these changes and additions, possibly re-word this, spend some time on it and then bring this back to our next meeting, we can still have some discussion on it. I think that we have made some good progress on some specifics." Committee Member Gallo commented, "Do you really have to bring it back to us?" Chairperson Nussbaum agreed and said, "Right." There were no objections voiced. Mr. Caldwell noted, "It is not necessary, especially if the board is happy with the comments that they were able to give." Vice Chairperson Carroll asked, "Are you planning to take our comments on Sections that we wanted to see clarified or be added to and present it to the Commission?" CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING—FEBRUARY 7,2012 PAGE 10 OF 12 Mr. Caldwell stated, "Only if it had significant changes. Nothing that we have mentioned here is unreasonable or out of the ordinary with respect to the current Parks Ordinance. Nothing that was commented across this board was outside of the Parks Ordinance; those can all be added to a sign. I do not see that it needs to go back before the Commission. I will make the Commission aware of the additions and changes when I present the final wording of the signs that we bring into the Parks." REGULAR AGENDA- PART II REGULAR 602. Parks And Recreation Department Presenting Information About The Parks And Recreation Department "Employee Of The Month" Award, Which Was Voted On By Their Peers In The Parks And Recreation Department And Subsequently Announced And Presented At The Monday, January 23, 2012 City Commission Regular Meeting. (Only Monthly Winners Were Eligible For Consideration To Be Awarded The "Employee Of The Year"). Mr. Mike Barclay, Superintendent, Parks and Recreation Department presented this Agenda Item and stated, "During the Year 2011, we as a Parks and Recreation Department put into place an `Employee of the Month' Award. It is an Award that we would use to acknowledge the work that our employees do. One word that we should bring—out is `Teamwork'. We are a Team and we work together as a Team." Continuing, Mr. Barclay added, "That one person, if they do not do their part can affect the team but also you have outstanding teammates that can affect the team in a very positive way and that is what this Award is -this was taken to the Commission." Tape 2/Side A Mr. Barclay then presented photographs of the `Employees of the Month' and the "Team" and stated, "The best thing about the Award is that it is all Voted on by the peers — by the teammates. Teammates would nominate teammates for `Employee of the Month'. Now with the `Employee of the Month' each person that was recognized was put in at the end of year to figure out who our `Employee of the Year' is." Mr. Barclay added, "Again, Voted by the peers for `Employee of the Year'." Discussion continued. CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 7,2012 PAGE 11 OF 12 REGULAR 603. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Review An Agenda C=0 Item Originally Submitted To The City Commission On Monday, January 23, 2012 a•= Via Their Consent Agenda Item "200" Which Involved Information On The 1st Annual Spring Family Festival, Including Preliminary Plans And Budget Details. The Parks And Recreation Advisory Committee Is Requested To Provide Staff With Any Comments They May Have. This Agenda Item was introduced by Mr. Barclay who stated, "The `Spring Family Festival' is a new Event that we are looking to start on March 10th, (2012) this year. The Commission brought forth that they wanted a new Spring Event because we have a `Fourth of July', `Hometown Harvest' and a `Christmas Event'. In the Spring time, there really was not a big event for the community. So, the spring time was an open time of the year. It is an event similar to the `Hometown Harvest' event; it is at the Winter Springs Town Center." With further discussion, Mr. Barclay described the highlights of the "Spring Family Festival" and said that there would be games, crafts, a variety of foods, vendors, and live entertainment for this event. Further comments ensued on public safety in relation to the "Spring Family Festival" event. REGULAR 604. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To The Tuscawilla Homeowners Association Offer To Donate A Bench To Sam Smith Park As A Replacement Bench. The Tuscawilla Homeowners Association Is Offering To Purchase The Bench And Cover Installation Costs; With The City Of Winter Springs Providing Maintenance For This And All Benches In Sam Smith Park. Mr. Caldwell spoke about the replacement bench for Sam Smith Park and thanked all those responsible for the donation. Discussion. CITY OF WINTER SPRINGS,FLORIDA OFFICIAL MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING—FEBRUARY 7,2012 PAGE 12 OF 12 REGULAR 605. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee To Review An Agenda Item Originally Submitted To The City Commission On Monday, January 23, 2012 Via Their Consent Agenda Item "201" Which Involved Contracts For Chemical Services For Neighborhood Parks And Central Winds Park, With A One (1) Year Extension For Power Exterminators To Continue Current Services. The Parks And Recreation Advisory Committee Is Requested To Provide Staff With Any Remarks „- They May Have. Mr. Caldwell introduced this Agenda Item and commented, "We are very pleased with our Exterminators and the service that they provide. Just wanted to make the City aware that we renewed the Contract with them. They have played an essential part in our program." Discussion. REGULAR 606. Parks And Recreation Department Would Like To Invite The Parks And Recreation Advisory Committee To The Winter Springs Babe Ruth Baseball/Softball Opening Day Ceremony Scheduled For Saturday, February 18, 2012 At 11:00 A.M., At Central Winds Park. Mr. Hesselbart presented this Agenda Item and invited all of the Committee Members to attend. PUBLIC INPUT No one addressed the Committee.
