REQUEST: The Community Development Department - Planning Division requests the Planning &
Zoning Board hold a Public Hearing to consider Aesthetic Review of the entry signage for a proposed
single-family development located on Dovera Drive, north of Red Bug Lake Road, within the Oviedo
Marketplace PUD (and Development of Regional Impact).
PURPOSE: The applicant is requesting an Aesthetic Review for the entry signage for the proposed Parcel
14B — Oviedo Marketplace project. The 36 unit single-family residential project is located on Dovera
Drive,north of Red Bug Lake Road,within the Oviedo Marketplace PUD(and Development of Regional
Impact). The purpose of the Aesthetic Review is to encourage creative, effective, and flexible
architectural standards and cohesive community development consistent with the intent and purpose of
Article XI- Minimum Community Appearance and Aesthetic Review Standards.

CONSIDERATIONS:
The attached Aesthetic Review package is for the entry signage for the proposed 36 single-family
residential development. The submittal requirements for aesthetic review are set forth in Section 9-600
through 9-607 and include the following: (a)a site plan; (b) elevations illustrating all sides of structures
facing public streets or spaces;(c)illustrations of all walls,fences,and other accessory structures and the
indication of height and their associated materials;(d)elevation of proposed exterior permanent signs or
other constructed elements other than habitable space,if any; (e)illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and
engineering data as may be required. The procedures for review and approval are set forth in Section 9-
603.
The City Commission may approve, approve with conditions, or disapprove the application only after

consideration of whether the following criteria have been satisfied:
(1)The plans and specifications of the proposed project indicate that the setting,landscaping,proportions,
materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a
harmonious manner relevant to the particular proposal, surrounding area and cultural character of the
community.
The project is located in the Oviedo Marketplace PUD,specifically on Dovera Drive,north of Red
Bug Lake Road. The entry signage and free standing columns for this project shall be solid
masonry construction and shall be finished with materials noted within the Parcel 14B - Entry
Signage Aesthetic Review Package (see Attachment A).
(2) The plans for the proposed project are in harmony with any future development which has been
formally approved by the City within the surrounding area.
The proposed entry signage elevations are in harmony with the architecture exhibited within the
surrounding area.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other building,
structure or sign which is either fully constructed,permitted but not fully constructed,or included on the
same permit application,and facing upon the same or intersecting street within five hundred(500)feet of
the proposed site,with respect to one or more of the following features of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street,including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line, hardscape
improvements, and height or design elements.
The proposed entry signage doesn't appear excessively similar or dissimilar to the other structures
in the immediate area.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the established
character of other buildings, structures or signs in the surrounding area with respect to architectural
specifications and design features deemed significant based upon commonly accepted architectural
principles of the local community.
The proposed entry signage enhances the character and overall aesthetics of the surrounding area.
The local community is composed of an existing two(2) story office building (Inwood) to the east
and natural wetlands to the north and west. Therefore,the proposed project represents a positive
addition to this area.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article, the
Comprehensive Plan for Winter Springs,design criteria adopted by the city(e.g.Town Center guidelines,
SR 434 design specifications) and other applicable federal state or local laws.
The proposed project is consistent and compatible with the Comprehensive Plan and other
applicable design guidelines. The final architectural plans will be reviewed for compliance with
all building code criteria.

(6) The proposed project has incorporated significant architectural enhancements such as concrete
masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers,
porches, arches, fountains,planting areas, display windows, and other distinctive design detailing and
promoting the character of the community.
The entry signage and free standing columns for this project shall be solid masonry construction
and shall be finished with materials noted within the Parcel 14B-Entry Signage Aesthetic Review
Package (see Attachment A).
FINDINGS:
1. The proposed entry signage is consistent with the Aesthetic Review requirements prescribed in
the City Code of Ordinances.
2. The entry signage elevations include detailing and attention adding to their appearance and the
quality of the development.
3. The proposed entry signage utilizes colors and materials that complement the adjacent office
building and the developments in the surrounding area.
4. The proposed development is located within the City of Winter Springs: it has a Mixed Use
Future Land Use designation and is located within a Planned Unit Development(PUD) zoning
district.
COMMUNICATION EFFORTS:
The Meeting Agenda and this Agenda Item have been forwarded to the Planning and Zoning Board
members and are available on the City's Website, LaserFiche, and the City's Server. The Agenda has
been forwarded to the Mayor and City Commission; City Manager; and City Attorney/Staff.
Additionally, the Meeting Agenda has been sent to media/press representatives, all Homeowner's
Associations on file with the City, all individuals who have requested Agenda information,Department
Directors; and also posted outside City Hall;posted inside City Hall with additional copies available for
the general public.
A yellow sign noting the date and time of the public hearing has been erected on the property.
STAFF RECOMMENDATION:
Staff recommends that the Planning&Zoning Commission forward a recommendation of approval to the
City Commission for the for the Viera Parcel 14B Entry Signage Aesthetic Review Package as presented.

Identification of Materials Thematic Design
The entry signage and free standing columns for this project shall be solid masonry
construction and shall be finished with the following materials:
• All caps and trim to be a smooth sanded hard-coat finish.
• Column finial and top of cap to be painted with Modern Masters mix (50%
blackened bronze (#me238), 50% black pearl (#me700)). Apply per
manufacturer's specifications. Top and finial to be sealed with Masterclear
high gloss sealer (#me667). Modern Masters tel: 800.942.3166 base of cap
color: buff, similar to Sherwin Williams "blonde" sw6128. Final color to be
approved by landscape architect
• Trim, wall cap and sill to be color: buff, similar to Sherwin Williams "blonde"
sw6128. Final color to be approved by landscape architect
• Base of wall (front only), and bases of columns to be 2" 'new haven,
limestone' stone veneer by Eldorado stone
• All grout joints to be 1/2"wide x 3/4" deep brushed grout joints. Color: buff,
similar to Sherwin Williams "blonde" sw6128. Final color to be approved by
landscape architect
• Back of sign wall and faces of columns to be 5/8" sanded stucco finish, color:
buff, similar to Sherwin Williams "Roycroft vellum" sw2833. Final color to be
approved by landscape architect
• Front face of primary column on sign wall and east primary freestanding
column to receive 24" sq. Metal garland grill 24sg-017, antique bronze, by
Pineapple grove. See hardscape plan for location.
• Molded Styrofoam plaque with routed lettering. Font shown, euro-roman,
color for lettering to be charcoal, similar to Sherwin Williams "black fox"
sw7020. Final font to be approved by owner. Plaque and interior letter color
to be selected by landscape architect.
