Carpenter in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson William B. Not Used CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - MARCH 21, 2012 PAGE 4 OF 8 REGULAR AGENDA - PART II REGULAR 602. Community Development Department — Planning Division Providing The Bicycle And Pedestrian Advisory Committee (BAPAC) Updated Information Regarding The Draft Of The Wayfinding Design Manual. Mr. Randy Woodruff, AICP, Senior Planner, Community Development Department presented this Agenda Item and commented, "Tonight we are going to give the board an update in regards to where we are — with the draft Wayfinding Design Manual. Again, this has been a process we started back in November 2011, as you can see we do have a ways to go, but we are making progress. Throughout some of the diagrams, you may have noticed there is a `Draft' logo that has been put on some of the signs. Just understand that is a `Draft' at this point." An attachment to this Agenda Item of the draft Wayfinding Design Manual was shown to all those in attendance. Mr. Woodruff stated, "The goal is to create a document which will provide effective signage throughout the City highlighting the `Key Destinations' which we brought to you last meeting on January 25 (2012)." Further discussion ensued on the "Signage" being available as a link for the citizens to determine what direction they wish to go and the utilization of a QR (Quick Response) code to give information to where someone wants to go; that this QR (Quick Response) code may be scanned and the scan will take one directly to the City of Winter Springs' Website and a `Wayfinding' page; and that the Mayor, City Commission, and the City Manager will also have a QR (Quick Response) code. Mr. Woodruff noted information on the three (3) "Tier" process; that "Tier 1" is the gateway monument signage and column signage, "Tier 2" is vehicular signage and "Tier 3" is pedestrian signage. Further, it was noted that the Community Development Department will be setting a date and time to work with the Florida Department of Transportation regarding the planned signage. Discussion continued regarding the presentation of the draft Wayfinding Design Manual and spoke about kiosks being installed at certain locations throughout the City of Winter Springs. Advisory Committee Member Kok Wan Mah suggested, "On `Tier 1', could we possibly separate out the gateway versus the column signage? Typically the gateways announce where you are and I think it would be great to highlight that very bottom part of the monument sign where it says `Welcome to Winter Springs'. As a resident, I would like it to announce here - `You are coming into Winter Springs' before we get to where each of the destinations are." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - MARCH 21, 2012 PAGE 5 OF 8 Further discussion. As the presentation continued, Mr. Woodruff remarked, "Here we identify the `Key Destinations' — we are going to make some tweaks to this. For example what we are going to do is small things like `Winter Springs High' to `Winter Springs High School'; again give a little bit more clarity to what these destinations are." Advisory Committee Member Mah commented, "The destination like the `Tuscawilla Country Club', DOT (Department of Transportation) is going to ask for criteria on how these destinations are being chosen. For a destination like a Country Club, how would that be differentiated from let's say `Gold's Gym' or `Family Fitness Center', asking to be on one of these signs? They are both privately owned — entities where you have to pay for membership." Mr. Woodruff stated, "Normally what we would do is create that kind of criteria and put it in the design manual itself." Advisory Committee Member Mah replied, "Yes, as long as there is criteria and the City is consistent with that criteria. DOT (Department of Transportation) generally will not have an issue with it." Chairperson Carpenter stated, "Where do we include a group? Part of my vision for this includes bicycling — with bike routes directing people from there to other parts of the City. Should we identify that as a destination ?" Mr. Woodruff believed, "It would be more of an extension of the "Tier 3" signage, whereby we could create a section where it would be like `Scenic routes' or `Bike paths' which would include a separate map — of where those routes would be. We could do it a couple of different ways — could be broken down into separate pages and also note where the signage is located." Further discussion continued with the Advisory Committee about attaching names to certain bicycle routes and /or distinguishing that the routes are city trails, followed by comments on creating standards for bicycle paths. Advisory Committee Member Mah suggested, "Those paths or routes are public facilities and for public facilities you generally do not need to." Chairperson Carpenter noted, "We probably should advertise what we are doing for Public Input." Vice Chairperson Gary Brook stated, "The Homeowners Association is a good input source." Further comments ensued on signage placement in the "Trails" system and modifications relating to identifying more `Key Destinations'. CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING — MARCH 21, 2012 PAGE 6 OF 8 Mr. Woodruff pointed out specific data, and discussion followed on the vehicular map pattern flow, that the pedestrian map had different layers. Mr. Woodruff noted that there will be a way to identify the bike routes. Much discussion followed regarding signage, maps, wall placards, and funding opportunities for the signage program. Additionally, Mr. Woodruff suggested, "For the next meeting, identify potential additional layers for "Tier 3" on the pedestrian signage as it relates to bike routes or if there is any type of other trail routes that are throughout the City that we want to identify. If there are any tweaks in addition to the `Key Destinations'. If you think of any additional things to identify, bring those up." Discussion ensued about indicating the distance to a destination in miles on the signs, and to also include the amount of time to walk or bicycle to that destination. Vice Chairperson Brook suggested, "On `Pedestrian Signage' — I would like to see when we create the signs that you think in terms of not just miles — also in time it actually takes to walk." Chairperson Carpenter added, "Could do the same for bikes." Also related to the Wayfinding Signage, Mr. Woodruff remarked, "At our last meeting, the item of `Park and Ride' was brought up for the Staff to take a look into that. I just wanted to bring to the board's attention tonight that we have not been able to fully research this matter; we are still looking into it. So, we would like to bring that back at the next meeting and have a little more time to do the research." Chairperson Carpenter commented, "One of the key elements of that is the idea that helps Winter Springs residents connect to SunRail." Chairperson Carpenter added that he had attended some SunRail coordination meetings for Seminole County and some of the attendees are from LYNX. Chairperson Carpenter noted, "There are a lot of things discussed, mainly about stations and what they are doing about support for transit." Tape 1 /Side B Next, Chairperson Carpenter discussed that he made a request two years ago to Seminole County for a Trail link from Northern Way to Tuscawilla Trace Subdivision which would link the Tuscawilla residents to the commercial area" (Oviedo Mall etc.). Chairperson Carpenter then mentioned that Seminole County has not done anything and "One of the things I was thinking is if we have some kind of a Resolution from BAPAC (Bicycle and Pedestrian Advisory Committee), it might give them more incentive to do something about it." Chairperson Carpenter also asked if there was any information about the completion of the Cross Seminole Trail beyond Layer Elementary School, then being connected to the northbound part of the Trail? Mr. Woodruff responded, "I know that they are working on the design and they have the Approval. It is a matter of time." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - MARCH 21, 2012 PAGE 7 OF 8 Vice Chairperson Brook commented that Seminole County Commissioner John Horan also lives in Winter Springs. Vice Chairperson Brook noted that he thought the Resolution was a good idea and hoped that Seminole County Commissioner John Horan could possibly help. Discussion. "I WOULD LIKE TO MOVE THAT WE RESOLVE TO ENDORSE A CONNECTION BETWEEN NORTHERN WAY AND THE TUSKAWILLA TRACE SUBDIVISION - ABOUT 200 FEET (200') OR LESS BETWEEN THE TWO (2). IT WOULD BE ON PRIVATE PROPERTY THAT IS ENCUMBERED BY A POWER LINE EASEMENT AND ON TUSKA TRACE COMMUNITY PROPERTY, WHICH IS ALSO ENCUMBERED BY A POWER LINE EASEMENT. SO, THERE SHOULD NOT BE ANY RESISTANCE TO GRANTING THAT. IT HAS BEEN WITH SEMINOLE COUNTY FOR SOME TIME AND I THINK THERE IS A LACK OF INTEREST AND OF COURSE A LACK OF FUNDING, SO IT DOESN'T GET PRIORITIZED AND I THOUGHT MAYBE IF WE COULD SEND THEM SOMETHING ENDORSING THAT, THAT WOULD HELP." MOTION BY CHAIRPERSON CARPENTER. SECONDED BY VICE CHAIRPERSON BROOK. DISCUSSION. ADVISORY COMMITTEE MEMBER MAH QUESTIONED, "SO, IT IS OUTSIDE THE CITY LIMITS ?" CHAIRPERSON CARPENTER STATED, "IT IS IN THE CITY LIMITS FOR THE FIRST HALF AND OUTSIDE THE CITY LIMITS FOR THE SECOND HALF WHICH IS WHY WE HAVE TO GET SEMINOLE COUNTY TO ENDORSE IT. ONCE YOU CONNECT TO THOSE RESIDENTIAL STREETS IN TUSKA TRACE, THEY ARE TWENTY -FIVE MILES PER HOUR (25 MPH) JUST LIKE WE HAVE AND YOU CAN JUST RIDE DOWN THROUGH THOSE." FURTHER DISCUSSION. VOTE: COMMITTEE MEMBER STEPHAN: AYE COMMITTEE MEMBER MAH: AYE VICE CHAIRPERSON BROOK: AYE CHAIRPERSON CARPENTER: AYE COMMITTEE MEMBER HARTMAN: AYE MOTION CARRIED. Chairperson Carpenter asked, "Do you want to take that to Seminole County and see what they say first ?" Mr. Woodruff replied, "Let us take a look at it, contact the County and see what requirements are involved with that, and get back to you next meeting."
