REQUEST:
The Police Department requests Commission approval to retire K-9 "Rico" after his many
years of dedicated service to the city and its residents. We also request consent
to transfer ownership to his handler, Cpl. Robert Fugate. The department requests the
Commission approve the City Manager and City Attorney to execute any and all documents
related to this item.
SYNOPSIS:
The Police Chief and City Manager recommend K-9 "Rico" be retired and allowed to
remain in his home with Cpl. Fugate his long time handler.
CONSIDERATIONS:
K-9 Rico has been working as a police K-9 for nearly ten years and his serviceable life as a
working animal has reached a meaningful and honorable end. K-9 Rico as been responsible
for countless seizures of illegal narcotics which have resulted in dozens of arrest. In
addition, K-9 Rico has been responsible for the recovery of missing persons and trace
evidence. In police work, it is customary for retired service animals to remain with their
handler and his/her family for the duration of their lives. K-9 Rico has made his home
with his handler since his time in police service. We are requesting the Commission
approve the transfer of ownership of K-9 Rico to his handler Corporal Robert Fugate.
Additional considerations relative to this request are that both of our new K-9 teams have
completed their certification training and have successfully been certified as professional K-
9 teams by the Florida Department of Law Enforcement.

FISCAL IMPACT:
There will be no fiscal impact on the city for allowing the K-9 to retire with his handler as
the handler has agreed and will assume responsibility of all care and feeding of K-9 Rico
going forward.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Police Department recommends the Commission approve the retirement and transfer of
ownership of canine "Rico" to Corporal Fugate and authorize the City Manager to execute
and approve all documents associated with this item.
