FEBRUARY 2, 2012
CALL TO ORDER
The Workshop Meeting of Thursday, February 2, 2012 of the Tuscawilla Lighting and
Beautification District Advisory Committee was called to Order by Chairperson Mary
Brook at 6:01 p.m. in the Commission Chambers of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

600. Tuscawilla Lighting And Beautification District Advisory Committee
Discussion Of Committee's Role And Accomplishments To Bring Before The City
Commission.
Advisory Committee Member Donald Gilmore noted, "I have given you three (3) sheets
of paper; the first one is Resolution `855' dated July 1998 — given you Article II Section
2.02. (Creation of Advisory Committees). The reason that I have given you those two (2)
sheets of paper is that Resolution `855' is the document by which the Tuscawilla Lighting
And Beautification Taxing District was created. This was created by Ordinance; it was
not created by the (City) Commission. If you read Section 2.02. you will see the legal
aspects of Resolution `855'.

I think that you will notice in (Resolution) `855', the purpose is to provide the City with
Advisory recommendations related to the planning, design, operations and management
of the District as provided. In other words, this group is charged with looking at all of
these aspects; the design, the operation, the maintenance and the financial issues.
Then, I have given you a synopsis that was put together by me and Jim Matthews. Jim
Matthews goes back to the creation of the TLBD[AC] (Tuscawilla Lighting and
Beautification District [Advisory Committee]) and so do I. This is our opinion of what
occurred when the TLBD started up. We need to go down and just look at that; that this
was created at the initiation of Members of Tuscawilla, primarily it came through the
THOA (Tuscawilla Homeowners Association)."
Continuing, Advisory Committee Member Gilmore noted, "I think that will give you a
little background of where we came from and the boundaries were very well established
at the time."
Further discussion ensued on the maintenance responsibility for the front median and
entrances to Tuscawilla and the history of Tuscawilla.
Discussion followed on the subject of speaking before City Commission.
Advisory Committee Member Gilmore stated, "I think that it is important that we list our
accomplishments. We need to have it all listed which is one of the things that I wanted to
do tonight."
A document was distributed to the Committee Members from Vice Chairperson Helen
Baker referencing her comments related to the Committee's accomplishments.
Further discussion ensued.
Continuing, Advisory Committee Member Gilmore noted, "I would start out listing the
accomplishments which was `following the design and construction of the Main
Entrance, and the Fountains' ."
Advisory Committee Member Gilmore added, "I think that it would suffice to say that we
oversaw the design and construction of the front entrances, fountains and all of the
entrances. The second thing that we did was to oversee the design and construction for
the secondary entrances. Then I think that it is safe to say that we helped work with
landscape people to specify the plantings in the median of Winter Springs Boulevard, and
how we wanted those maintained."
Further discussion continued on the Tuscawilla Lighting and Beautification District
Advisory Committee's role, accomplishments, concerns, needs, monitoring the Fund
Balance and making recommendations.

Advisory Committee Member Luci Coker agreed to put together a PowerPoint
presentation to bring to City Commission on March 12, 2012.

ADJOURNMENT
Chairperson Brook adjourned the Workshop at 7:13 p.m.
