City Manager requesting the Commission make its appointment to the Public Schools
Facilities Planning Committee (PSFPC) in accordance with the Interlocal Agreement for
Public Schools Facility Planning and School Concurrency.
SYNOPSIS:
In accordance with the Interlocal Agreement for Public Schools Facility Planning and
School Concurrency, an appointment of an elected official of the City of Winter Springs to
the Public Schools Facilities Planning Committee (PSFPC) is required. This agenda item is
presented for that purpose.
CONSIDERATIONS:
The Interlocal Agreement creates the PSFPC, which is comprised of one elected official, or
their designee, from each of the seven (7) cities within Seminole County, Seminole County,
and the Seminole County School Board. The PSFPC is responsible for the oversight of the
school concurrency program established under the Agreement, hears recommendations from
the Planning Technical Advisory Committee (PTAC), also created under the interlocal
agreement, and may make recommendations to the school board on a variety of issues
identified in the Agreement. The PSFPC is required to meet semi - annually in mid -
September and mid - March. The School Board is responsible for coordinating and
convening the semi - annual meetings of the PSFPC.
The PSFPC is also required to meet annually in a joint School Board workshop to evaluate
and discuss the School Board Educational Facilities Work Plan, which is required to be
submitted to the Department of Education. The joint workshop is also intended to "provide

the opportunity for the parties to hear reports, discuss policy, set direction, and reach
understandings concerning issues of mutual concern regarding coordination of land use and
school facilities planning, including population and student growth, development trends,
school needs, off -site improvements, joint use opportunities, and school Concurrency."
Furthermore, the PSFPC shall review recommendations from PTAC regarding the impacts
of school renovations and closures of existing schools.
FISCAL IMPACT:
There is no fiscal impact associate with this appointment.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The City Manager recommends that the City Commission appoint the Mayor or a
Commissioner to the Public Schools Facilities Planning Committee ( PSFPC), in accordance
with the Interlocal Agreement for Public Schools Facility Planning and School Concurrency.
