REQUEST:
The Police Department requests approval of utilization of $9,450.00 in Federal Law
Enforcement Trust Fund monies as follows: to fund (2) employees to attend the
Certified Public Manager Program at the Valencia College Criminal Justice Institute, in
partnership with Florida State University, in the total amount of $8,000.00, and to fund
software maintenance costs of the live scan finger print machine in the amount of
$1,450.00.
SYNOPSIS:
The Police Department has identified the Certified Public Managers program as a way
to support the strategic planning goals relating to the development of future management
level personnel for the police department. Providing this type of management training
for our employees allows the police department to prepare and plan for future
management succession and to continue operating as efficiently as possible for years to
come.
The software maintenance cost for the live scan finger print system is for the remainder of
the 2012 fiscal year. This system is utilized by the Police Department to fingerprint all new
city employees during the hiring and background process. This system also serves as the
primary means of finger printing service often requested by citizens for job applications,
background checks, and other sensitive assignments for which they may be applying and
complies with Federal Bureau of Investigation electronic finger print submittal requirements.
CONSIDERATIONS:
The Certified Public Manager program is a nationally recognized, comprehensive training

and development program for public sector managers at all levels of state and local
government. The Certified Public Managers program incorporates state-of-the-art theory
with practical applications. The curriculum covers the full spectrum of management,
beginning with individual performance and gradually expanding to broader organizational
issues and public policy.
The program is offered in eight, four-day training sessions. These sessions are offered
every month, which allows the employee to attend very comprehensive management
training and still maintain their job related responsibilities.
The software maintenance cost for the live scan finger print system is necessary to maintain
the ability to upload finger print information to the FBI and FDLE. They have recently
mandated that the pre-employment finger print cards have to be digitally uploaded and can
no longer be printed and mailed in a hard copy format.
FISCAL IMPACT:
Funding for this employee development and software maintenance will come from the
Federal Law Enforcement Trust Fund in the amount of $9,450.00. Currently, there is
a balance of $48,944.41 in the Federal Law Enforcement Trust Fund. There will be no
impact to the General Fund budget for this purchase.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends approval of the expenditure from the Federal Law Enforcement Trust
Fund as follows:
$8,000 for two (2) employees of the police department to attend the Certified
Public Managers Program at Valencia College.
$1,450 for the remainder of the 2012 software maintenance costs for the live scan
finger print system.
