Please contact members of this House committee and urge them to oppose the strike -all
amendment that will delete the local share of red light camera fines.
The Mark Wandall Traffic Safety Act authorizes local governments to use electronic traffic infraction
detectors to ticket red light runners. The installation and use of red light cameras (RLC) have proven
to reduce intersection collisions by 40 %.
What does the amendment do?
Currently, local governments are allowed to retain $75 from each red Tight camera ticket. This money
is primarily used to pay for other local public safety initiatives and for the operating costs of the
camera programs. The state gets the remaining $83; $70 of which goes into general revenue. The
strike -all amendment deletes the local share of red Tight camera fines and instead sends all $145 to
the State's General Revenue.
Why does the League oppose the amendment?
Much like the state, cities throughout Florida have been forced to make drastic cuts in the last few
years. Many essential services provided to residents have been either reduced or deleted. Red Tight
camera revenues help pay for a program that has proven to make the streets of Florida safer for both
drivers and pedestrians. Removing this funding source is simply an attempt to disable local
governments from having the ability to operate red light camera programs.
What do cities do with red light camera revenues?
• Pay for the operating costs of the RLC programs
• Purchase new police cars or upgrade older models for police officers
• Upgrade outdated equipment for ambulances

• Upgrade broadband capabilities for quicker, easier access to information when officers
are responding to a call for help
This amendment is nothing more than an attempt to discourage cities from operating red light camera
programs by taking away the program's funding source. Please urge members of the House
Transportation and Economic Development Appropriations Committee to vote "NO" on the strike all
amendment to HB 343.

Attached is a talk sheet relating to the strike -all amendment by Representative Nehr, deleting the local share of
the red light camera fines and instead sending ALL $145 to the State's General Revenue. This amendment /bill is
scheduled to be heard in the Transportation and Economic Development Appropriations Committee tomorrow
(2/14/12) at 11:3o am.
WE NEED YOUR HELP in defeating this amendment! Please contact Representative Mike Horner and /or
Representative Jason Brodeur and other committeee members whom you may know and ask them to vote "NO"
on this amendment. Please share with them your story including:
1. Operating costs for your RLC program
2. If your city has a positive revenue stream, please share how you are using the revenue. (i.e. public safety
initiatives, etc.)
3. If your program is new, please share why you are installing RLC at dangerous intersections.

RESOLUTION NO. 893
A RESOLUTION OF THE CITY OF LAKE MARY, FLORIDA, SUPPORTING
ANTI - STALKING LEGISLATION INCLUDING SENATE BILL 950 AND HOUSE BILL
1099; ENCOURAGING SEMINOLE COUNTY LEGISLATIVE DELEGATION TO
SUPPORT SENATE BILL 950 AND HOUSE BILL 1099 AND OTHER ANTI - STALKING
LEGISLATION; DIRECTING THE CITY CLERK TO PROVIDE COPIES OF THIS
RESOLUTION; PROVIDING AN EFFECTIVE DATE.
WHEREAS, under the laws of all fifty states, the District of Columbia, and federal government,
stalking is a crime; and
WHEREAS, 3.4 million people over the age of 18 are stalked each year in the United States, and
nearly 75% of victims are stalked by someone they know; and
WHEREAS, three out of four women killed by an intimate partner had been stalked by that
intimate partner, and
WHEREAS, many stalking victims lose time from work and experience serious psychological
distress and lost productivity at a much higher rate than the general population; and
WHEREAS, many stalking victims are forced to protect themselves by relocating, changing their
identities, changing jobs, and obtaining protection orders; and
WHEREAS, many stalkers use increasingly sophisticated devices —such as global positioning
systems, cameras, and computer spyware—to track their victims; and
WHEREAS, there is a need for great public awareness about the nature, criminality, and potential
lethality of stalking; and
WHEREAS, criminal justice systems can enhance their responses to stalking by regular training
of law enforcement officers and aggressive investigation and prosecution of the crime; and
WHEREAS, laws and public policies must be continually adapted to keep pace with new tactics
used by stalkers; and
WHEREAS, communities can better combat stalking by adopting multidisciplinary responses by
teams of local agencies and organizations and by providing more and better victim services.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Lake Mary,
Florida:
Section 1. The City Commission of the City of Lake Mary hereby supports anti - stalking legislation
including Senate Bill 950 and House Bill 1099.
Section 2. The City Commission also requests the Seminole County Legislative Delegation
support Senate Bill 950 and House Bill 1099 and other anti - stalking legislation.
Section 3. The City Clerk shall provide copies of this Resolution to the President of the Florida
Senate, the Speaker of the Florida House of Representatives, and each member of the Seminole County
Legislative Delegation as well as the Governor of the State of Florida.

Section 4. This Resolution shall become effective upon passage and adoption.
