REQUEST:
The Parks and Recreation Department is requesting that the City Commission consider the
request from the Tuscawilla Homeowners Association (THOA) to donate to the City an
amount of $ 2,000. for the purchase and installation of one (1) park bench to be placed in
Sam Smith Park.
SYNOPSIS:
The purpose of this agenda item is for the City Commission to consider a request of the
Tuscawilla Homeowners Association (THOA) to provide funding for the purchase and
installation of one (1) park bench to be placed in Sam Smith Park.
CONSIDERATIONS:
• There is currently an old bench in this area at Sam Smith Park that needs to be
replaced. There is no concrete pad under current bench and area is worn and holds
water when it rains.
• The park has (4) other City purchased park benches and would maintain the
additional bench along with the others with minimal impact on operations.
• In January 2010, our City Commission approved the THOA donation of $6000 for
installation of (3) benches in the Tuscawilla subdivision.
• Staff met with Ms. Pam Carroll and Mr. Ted Johnson, representatives of THOA to
thoroughly review the request, discussed issues and determined the agreed upon
location.
• The Bench and surfacing will compliment the current benches in the park. Cost of the
bench, including shipping is $595.
• A concrete pad will be needed for installation and best practices for bench location.

Mayor Charles Lacey
Winter Springs Commissioners
1126 East S. R. 434
Winter Springs, FL 32708
Dear Mayor Lacey and City Commissioners:
The Tuscawilla Homeowners Association's Board of Directors voted to make a donation to the City of
Winter Springs to be used for the installation of a replacement bench for Sam Smith Park. This bench
will take the place of the existing bench that is in disrepair.
We are requesting that this bench match the three existing benches donated by the THOA in 2009.
Given the proximity of the Sam Smith Park bench location near Winter Springs Boulevard, it would be
appropriate that this bench be consistent in style and design with the others. The other benches were
Ipe construction with recycled plastic slats with cast iron supports. Detailed information has been
provided to the Department of Parks and Recreation.
The THOA is prepared to donate an amount not to exceed $2,000 (two thousand dollars) for the
purchase and installation of the bench and concrete pad.
Our intention is to continue to provide enhancements to the Tuscawilla Community and promote the
beautification of our parks.
Sincerely,
Ted Johnson
President
Tuscawilla Homeowners' Association
