Carpenter in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson William B. Carpenter, present Vice Chairperson Larry Hartman, absent Committee Member Gary Brook, present Committee Member Kok Wan Mah, present Committee Member Lance Stephan, absent A moment of silence preceded the Pledge of Allegiance. Next, Chairperson Carpenter asked if there were any Agenda changes. None were noted. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used CONSENT AGENDA CONSENT 200. Office Of The City Clerk Requesting Approval Of The June 15, 2011 Bicycle And Pedestrian Advisory Committee Regular Meeting Minutes. Chairperson Carpenter asked for a Motion of Approval for the June 15, 2011 Minutes. "SO MOVED." MOTION BY ADVISORY COMMITTEE MEMBER BROOK. SECONDED BY ADVISORY COMMITTEE MEMBER MAH. DISCUSSION. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used 400. REPORTS No Reports were given. PUBLIC INPUT No one addressed the Committee. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used REGULAR AGENDA REGULAR 600. Public Works Department Providing The Bicycle And Pedestrian Advisory Committee The Concept Plan For Proposed Intersection Improvements At S.R. (State Road) 434 And Tuskawilla Road (Market Square) And Requesting Any Comments Or Other Input. Mr. Brian Fields, P.E., City Engineer, Public Works Department introduced this Agenda Item for discussion and stated, "This is an Item that we spoke about at the last meeting - improvements to Market Square and the intersection of (State Road) 434 and Tuskawilla Road." Mr. Fields then added, "We hired a transportation expert who helped us with a plan for this intersection; really a fairly substantial change — a Master Plan that we can implement going forward both either as a City project or as development occurs in this intersection." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 3 OF 10 With further discussion, Mr. Fields commented "I am just briefly going over that both `Before' and `After'. We are going to post — the eighty -seven (87) slide presentations on our Website for anybody to look at." Continuing, Mr. Fields presented an aerial photo and noted, "These are the existing conditions — d the existing intersection to summarize, is not meeting driver expectations and has a number of issues that are operationally just problematic both from a traffic and pedestrian standpoint, as well as just how the intersection relates to the businesses in the area. There is poor visibility — of seeing the retail frontage from a business standpoint, there is no linkage to the business activity and Market Square." Further discussion of the existing conditions continued and Mr. Fields added, "But again to make the area more accessible for patrons of the Town Center; more pedestrian friendly, I am going to post the complete summary of those improvements on our Website for this board and the general public to look at." Advisory Committee Member Gary Brook stated, "I would like to understand a `raised crosswalk'; can you describe that for me please ?" Mr. Fields replied, "It is somewhat similar to a `Speed bump'; more of a `Speed table'. Think of a table probably about twelve feet (12') wide across the top of the table for the crosswalk and a slight ramp up; go twelve feet (12'); ramp down. So, a design speed would be fifteen (15) miles per hour. Not bumps like you see in a Mall or an apartment complex." Advisory Committee Member Kok Wan Mah commented, "As somebody who looks at traffic operations, the split phase of the north and south movement was probably the biggest concern because the tracking of the left turns did overlap, so shifting the north leg to the east would alleviate that. My question is, how far would it have to shift and how would that impact the right -of -way at the McDonald's?" Continuing, Mr. Fields remarked, "Good questions, both of them; I will answer the second one first; we could build the travel lanes and stay within existing right -of -way. We would probably rebuild the travel lanes and a sidewalk now, and once McDonald's redeveloped or if McDonald's participated, we would need the additional right -of -way to put the configuration as shown — with parking and then sidewalk. We would probably opt now, if we had no right -of -way from McDonald's to just do travel lanes and sidewalk and hold the parking off until they redeveloped. So, you can shift the lanes and make this work without land from McDonald's with at least a five foot (5') sidewalk. The first question, `How far over does it need to shift'; I believe the total shift is in the range of ten feet (10'). The good news is that we have submitted for funding to MetroPlan and we were the number one (1) priority on the new prioritized projects list for design for up to a hundred fifty thousand dollars ($150,000.00) to actually engineer this which would define — an objective to meet that when we get into the design." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 4 OF 10 Advisory Committee Member Mah asked, "Did he come up with a recommendation as to how b large of a radius on that northwest corner ?" Mr. Fields stated, "I think it is twenty -five (25') [feet] or thirty (30') [feet]." Next, Mr. Fields commented, "To summarize, the next step for this is that funding for design could hit as early as the next DOT's (Department of Transportation's) next fiscal year which would start next June. In the meantime, this is a template for a Master Plan for us as development occurs." REGULAR 601. Public Works Department Providing The Bicycle And Pedestrian Advisory Committee Information Regarding The Existing Sidewalk Gaps Along City Collector Roads. Mr. Fields introduced this Agenda Item and displayed an `Inventory of Public Sidewalks Gaps and Proximity to Pedestrian Attractors' map; and then addressed the "Collector Street Sidewalk Inventory Summary Report." Further discussion ensued. Chairperson Carpenter asked, "Could we at our next meeting prioritize this list as to which ones (sidewalks) need to be done ?" Hearing no objections, Mr. Fields stated, "Sure." Chairperson Carpenter inquired, "Is this going to be available online ?" Mr. Fields stated, "It is part of this Agenda Item, which all Agenda Items are online. I can email it to the group so that you do not have to hunt for it specifically." Continuing, Mr. Fields noted, "If the board wants to — investigate these and come back to us with some areas where they feel like there is a demand, we would rather hear that from you than have us tell you `These are what we think'." Chairperson Carpenter commented, "I would like to go back to neighborhood folks and find out which ones are important and then we can provide that feedback." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 5 OF 10 REGULAR 602. Community Development Department — Planning Division b Providing The Bicycle And Pedestrian Advisory Committee (BAPAC) Information Regarding Wayfinding Signs In The City Of Winter Springs And Is Requesting The BAPAC (Bicycle And Pedestrian Advisory Committee) Identify Major Attractions In The City Where Wayfinding Signage Can Be Beneficial. Mr. Bobby Howell, AICP, Planner, Community Development Department, presented this Agenda Item regarding Wayfinding Signage and commented, "At the last meeting, there was a Regular Agenda Item provided that in depth links to Wayfinding Signage. Wayfinding Signage helps people find public places and serves as a frame of reference." Wayfinding Signage examples were then displayed. Continuing, Mr. Howell noted, "As a result of the last meeting (Advisory Committee Member), Mr. Kok Wan Mah provided a list of destinations that would be good for Wayfinding Signage. What we are asking this board to do is to provide a little more information with a list of major attractions that you would like to see compiled into Wayfinding Signage." Advisory Committee Member Brook stated, "First of all, I want to express my appreciation to (Advisory Committee Member) Kok Wan's (Mah) initial list, but I would like to add to that." Advisory Committee Member Brook commented, "I am going to read it to the Board and then I will give my list to the Clerk. I would include the Choices in Learning School; the Winter Springs Police Department; the Winter Springs Senior Center; the Tuscawilla Country Club." Furthermore, Advisory Committee Member Brook noted that he was going to include a list of Parks for the Signage list of destinations and mentioned, "Bear Creek Natural Trail; Fruitwood Park; Moss Park; Ranchlands Park; Sam Smith Park; Sunshine Park; Torcaso Park; Winding Hollow Park, and the one (1) in the County, the Soldiers Creek Park which is 315 acres." Mr. Howell noted, "We will compile a Master list; any other issues or questions ?" Further discussion ensued about the Wayfinding Signage locations to which Advisory Committee Member Brook stated, "Another suggestion that I had — is Wayfinding Signage for the Cross Seminole Trail. Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department remarked, "Obviously you know the Trail is maintained primarily by the County; however we do a lot of the maintenance in our City and I think if you look at certain sections of our Trail versus some of the other sections you will see we do a pretty good job." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 6 OF 10 Mr. Stevenson added, "This is something I will take up with Steve Richart, (Urban Beautification Services Division Manager, Community Development Department) and our Urban Beautification [Services Division] people, and I would agree with you that would be a great enhancement on the Trail from mile markers to sponsored signs; things of this nature that we could move forward with. I wanted to add to the Wayfinding Signage — goes from very broad to more fine grained as we get into places like the Town Center and Village Walk. We have even talked internally with Staff and will begin to talk to the project management over there about locations for these signs and would certainly welcome your input." Discussion. Mr. Fields remarked about implementation and stated, "We have talked about different options; I think it is something that we will take — to discuss internally, take it to the City Manager and say we have input, we have some ideas. How and when do we want to bring this either for budgeting and for the City Commission's consideration? We need to go to the implementation phase or set aside." Further discussion. Mr. Stevenson commented, "We would certainly welcome your input on any particular routes that you would think that would be advisable." Chairperson Carpenter remarked, "We already put together a bicycle map. We need to talk about how we are going to link east and west Winter Springs." Mr. Stevenson noted, "One other thing — I am already discussing with our Parks and Recreation Director — about having a standardized sign for each park that is cohesive; a standard design that can announce the entrance to most of our parks including Central Winds as a place marker, but also use that same motif maybe in our Wayfinding Signage, such when you see that you identify that readily as an entrance to a park." Advisory Committee Member Mah stated, "I want to echo what Randy (Stevenson) just said, and in a lot of the projects that we have done, the Wayfinding Signage is very important to provide a unified look. It establishes character; something simple where if you are a visitor coming into an area you know what to look for once you see the first one. The second point is more of a question. If any of the Wayfinding Signs are going to be incorporated onto (State Road) 434, we have encountered varying degrees of resistance from DOT (Department of Transportation) and I want to at least get your opinion or comment. At what part of the process are we going to approach them and present them ?" CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 7 OF 10 Mr. Fields replied, "We have not approached them. I think we want to take the input of the b Board and decide what type of program to implement. But we do need to get their input because there are going to be points where we are going to need to use the DOT (Department of C Transportation) right -of- way." a< Mr. Fields added, "So, I would say early on if we get internal direction that this is something the City Manager or City Commission want to do, we will get their input and see what constraints there are and adapt the program around that. A follow up question in return, with your experiences, order of magnitude of cost to come up with a baseline design and a first phase of some of the key points. What kind of expenditure are we looking at ?" Advisory Committee Member Mah noted, "It really depends. We have done Wayfinding for scenic highways; for the City of Bartow and Haines City; and it all varies. Design includes the development of your motif; field survey to identify potential locations that you would want the signs and what destinations you would want on there; and we have had contracts anywhere from fifteen [thousand] ($15,000.00) to seventy -five thousand ($75,000.00)." Mr. Fields stated, "I think that the key for us right now is that the Commission is very interested in Economic Development and to link the benefits of bike ped[estrian] to an Economic Development component is a key component for us right now." Mr. Stevenson commented, "One of the questions that I had — what is the potential of linking some of our Wayfinding Signage now that we are getting a number of bus shelters that are already in the right -of -way. Maybe even linking some of those as strategic points where there would be a dual purpose." Advisory Committee Member Mah stated, "There have been a number of projects; - Bartow where the City has worked with the local transit agency in developing — maps. There are shelters that still meet with the motif that you see with the other Wayfinding Signs and it points to `You are here', this is a five (5) minute or ten (10) minute walking radius." Discussion. Mr. Howell remarked, "One other point that I wanted to add on is that the East Central Florida Regional Planning Council is actually going to be conducting surveys of the business owners in the Town Center to determine the percentage of their customer base that comes from bicyclists coming off the Trail. So, they will be doing that later on in October." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 8 OF 10�'� REGULAR ro 603.Community Development Department — Planning Division Providing The Bicycle And Pedestrian Advisory Committee Information Regarding Complete Streets In The City of Winter Springs And Is Requesting Any Comments Or Other Input. Mr. Howell introduced this Agenda Item and displayed slides of `Complete Streets'. Further discussion. Tape 1 /Side B Discussion ensued regarding the Town Center noting that it is intended to be a pedestrian and bicycle oriented area. Mr. Howell noted, "The Code is known as a Street Base Code in its current configuration because all the Development is intended to front a certain street type. So, if you go through the Code you are going to see State Road 434 you will develop like this, etc. The Code is broken down by street types and building standards are tied to those street types." Discussion continued regarding crash locations and the Town Center. Mr. Howell noted, "Basically in the Transect, the categorized settlement patterns are in Zones noted T1 through T6 ranging from very rural to very urban." Note: The meaning of the Transect Codes referenced above are as follows: Ti (Rural Preserve), T2 (Rural Reserve), T3 (Suburban), T4 (General Urban), T5 (Urban Center), T6 (Urban Core). Further discussion ensued regarding `Complete Streets', crash sites, City Code, sidewalks, and bike lanes. Mr. Fields commented, "As far as getting input from the Board, if there is a particular area or particular street that you see that is deficient — to target that as far as on the retro -fits and prioritize those that will help." Mr. Stevenson spoke about the GreeneWay Interchange District and stated, "We are working on a plan which does incorporate `Complete Streets' and is intended to be fairly walkable for this G.I.D. (GreeneWay Interchange District), but at the same time — the Town Center, this is a little more "coarsely grained" but it still has those multi - purpose buildings although most of them are, in this case, limited retail, mostly offices and larger corporate buildings but in a campus setting." Continuing, Mr. Stevenson remarked, "We are looking at what I will call `Plan B' for this at this point — but one of the things that Staff began to be interested in was the significant development potential." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING REGULAR MEETING - SEPTEMBER 21, 2011 PAGE 9 OF 10 Mr. Stevenson added, "I would solicit from you maybe by our next meeting to get some of your "d ideas out there that we can meld with ours at the Staff level and we could use those to incorporate in the Master Plan and as we move forward with thinking about transportation alternatives on the eastern end of the City — if you recall the Gap Map — we would like to change that not only with the design of the G.I.D. (GreeneWay Interchange District) but also with some type of linkage between what we hope will be a residential feeder and that would be the Town Center and maybe even down into the Tuscawilla PUD (Planned Unit Development)." Further discussion. Mr. Stevenson added, "I would appreciate your thoughts on the potential linkages; and how we could link up the G.I.D. (GreeneWay Interchange District) with the Town Center and across the street." Chairperson Carpenter discussed the idea of making State Road 434 more `Main Street' friendly and asked, "Have we ever considered the idea of asking FDOT (Florida Department of Transportation) to relocate (State Road) 434 away from Winter Springs? And we take over, or the County takes over as a street ?" Mr. Fields stated, "I do not think that the City would be interested in taking that. Some things that have happened - one (1) is the City opposes the widening of (State Road) 434 from four (4) to six (6) lanes in Winter Springs; our goal would be to not see it get any wider." Discussion. PUBLIC INPUT Mr. Barry Campbell, 231 Oak Road, Winter Springs, Florida: spoke to the Committee Members about the sidewalk gaps in the Ranchlands and suggested having sidewalks on at least one (1) side of the street.
