Federal regulations require recipients of financial assistance from the Office of Justice Programs (OJP), its component agencies, and the
Office of Community Oriented Policing Services (COPS) to prepare, maintain on file, submit to OJP for review, and implement an Equal
Employment Opportunity Plan (EEOP) in accordance with 28 C.F.R §§ 42.301 -.308. The regulations exempt some recipients from all of
the EEOP requirements. Other recipients, according to the regulations, must prepare, maintain on file and implement an EEOP, but they
do not need to submit the EEOP to OJP for review. Recipients that claim a complete exemption from the EEOP requirement must
complete Section A below. Recipients that claim the limited exemption from the submission requirement, must complete Section B
below. A recipient should complete either Section A or Section B, not both. If a recipient receives multiple OJP or COPS grants,
please complete a form for each grant, ensuring that any EEOP recipient certifies as completed and on file (if applicable) has been
prepared within two years of the latest grant. Please send the completed form(s) to the Office for Civil Rights, Office of Justice Programs,

General Project Information
Project Title: EVIDENCE DOCUMENTATION AND CASE ENHANCEMENT

Problem Identification
The Winter Springs Police Department has noticed a need to capture and photograph evidence in
many areas. As we work with less and downsize we are required to do more to continue the same
level of service to our citizens. Photographing field events (Traffic Crashes, Domestic Violence,
Use of Force, Graffiti to name a few) will limit challenges to what the officer saw and allow the
State Attorney to close cases faster.
This project will require the purchasing of digital cameras and memory cards for all the officers out
in the field.
Project Summary (Scope of Work)
The Digital Cameras will be issued to the Operations Bureau (Patrol, Motors, School Resource,
K9 -unit, Bicycle, and the SWAT Scribe). The Cameras will be used to document the following:
Simple Burglaries, Battery, Domestic Violence, Chronic Missing /Runaway Children, Alzheimer?s
/Special Needs individuals, Baker Acts, Traffic Crashes, Defensive Action Reports (Use of Force),
Graffiti / Vandalism, Gang Member(s), Prowlers, Concealed Weapons, Recovered Property that
can be returned where a photograph will suffice in court, and Document the Crime Scene before
things get moved (before FD arrives for example). They will also be available to assist the other
bureaus within the department.
We will utilize these grant funds to purchase the equipment to provide
documentation /photographs of incidents to enhance the cases.
