REQUEST:
The Utility Department is requesting authorization to procure the services of Reynolds
Inliner, LLC to perform Sanitary Sewer Line Rehab Work by Piggybacking off of the City
of Orlando Contract for Cured-in-Place Pipe rehabilitation.
SYNOPSIS:
The purpose of this Agenda Item is to request authorization to piggyback off of the City of
Orlando Contract No. BI09-2570 with Reynolds Inliner, LLC for relining of sanitary sewer
lines at a cost of $189,155.00.
CONSIDERATIONS:
This project is needed for the on-going maintenance and rehabilitation of the City's sanitary
sewer collection system. The Utility Department budgets annually for sewer line
rehabilitation. The Cured-in-Place process, a trenchless technology, is the preferred method
of rehabilitating the sewer lines by the City.
The Cured-in-Place process is a folded high-density polyethylene pipe that is pulled through
the existing sewer line and expanded and cured in place. No excavating, digging or
restoration is required which minimizes any inconvenience to our residents.
The amount of sanitary sewer mains we intend to rehab at this time is as follows: 2,883’ of
8”, 955’ of 12” and 450” of 15”. The cost for lining per lineal foot is $35.00 for 8”, $50.00
per lineal foot for 12” and $90.00 per lineal foot for 15”.
The total cost for this sanitary sewer rehabilitation project will be $189,155.00. The
locations are on Murphy Road, David Street, South Devon Ave, and Northern Way (Howell
Creek Drive to the bridge). These pipes and structures average 35 years old.

FISCAL IMPACT:
The Utility Department has budgeted $200,000 in the Renewal and Replacement Fund for
sewer and manhole relining for FY 2012. The project cost of $189,155.00 will be paid from
this fund. Funds will be expended over the next 120 days.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, eAlert/eCitizen Recipients, Media/Press
Representatives who have requested Agendas/Agenda Item information, Homeowner’s
Associations/Representatives on file with the City, and all individuals who have requested
such information. This information has also been posted outside City Hall, posted inside
City Hall with additional copies available for the General Public, and posted at five (5)
different locations around the City. Furthermore, this information is also available to any
individual requestors. City Staff is always willing to discuss this Agenda Item or any
Agenda Item with any interested individuals.
In addition, residents in the affected areas will be notified prior to the work being performed.
RECOMMENDATION:
It is recommended that authorization be granted to piggyback off of the City of Orlando
Contract No. BI09-2570 with Reynolds Inliner, LLC for the rehabilitation of sanitary sewer
lines and manhole reconstruction at a cost of $189,155.00 plus a 5% contingency payable
from the Utility Renewal and Replacement line code (3610-65000-30030).
