REQUEST:
The Community Development Department, Urban Beautification Division, is requesting
that the City Commission establish a workshop date to explore the issue of a brick wall
which, over time, has fallen into a state of disrepair. This wall is located in Units 12/12A
within the Tuscawilla Subdivision and runs along Winter Springs Boulevard and Northern
Way.
SYNOPSIS:
A brick wall (approx. 3000' in length) bordering Tuscawilla Units 12/12A is currently in a
state of extreme disrepair and is failing in multiple locations. The wall was constructed
approximately 26 years ago within a 10' utility /landscape easement by a developer who
ceased operations prior to establishing a viable homeowners association to care for various
common elements of the community; including the subject wall. Residents of the
subdivision have recently voiced concerns over the condition of the wall to the Tuscawilla
Lighting and Beautification District Advisory Board and the City Manager at a meeting
held on July 20, 2011. During this meeting, the Advisory Board discussed several options
to fund remediation and maintenance of the wall including an assessment program
consisting of 90 homes within Units 12/12A. The Advisory Board later voted to have staff
refer this concern to the City Commission for consideration, recommending that public
meetings be held so residents would have the opportunity to become informed about the
wall issue. The requested workshop is intended to provide adequate time for the City
Commission to engage the public and explore the wall issue in an open forum outside of a
regular meeting.
CONSIDERATIONS:
Potential topics of discussion for the Tuscawilla Units 12/12A Wall Workshop:

1. Location and condition of the wall.
2. Ownership and maintenance of the wall.
3. Options to repair or replace the wall.
4. Cost and funding of repairs or replacement of the wall.
5. Methods of obtaining community input.
FISCAL IMPACT:
There is no fiscal impact associated with having a workshop to discuss the Tuscawilla Units
12/12A Wall.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, eAlert/eCitizen Recipients, Media/Press
Representatives who have requested Agendas /Agenda Item information, Homeowner's
Associations/Representatives on file with the City, and all individuals who have requested
such information. This information has also been posted outside City Hall, posted inside
City Hall with additional copies available for the General Public, and posted at five (5)
different locations around the City. Furthermore, this information is also available to any
individual requestors. City Staff is always willing to discuss this Agenda Item or any
Agenda Item with any interested individuals.
RECOMMENDATION:
Staff is recommending that the City Commission establish a date in January/February 2012
for a workshop to discuss the wall situation at Tuscawilla Units 12/12A. The workshop
should last approximately 1 -2 hours dependant upon the level of public input.
