REQUEST:
Public Works Department is advising the City Commission of the status of the Cross
Seminole Trail permit for the CSX rail crossing.
SYNOPSIS:
Staff wishes to inform the City Commission that CSX has provided a letter to the Mayor
dated November 7, 2011 notifying us they are officially approving the Cross Seminole Trial
crossing of the CSX railroad right of way west of State Road 419 and Wade Street.
CONSIDERATIONS:
The Cross Seminole Trail has a missing link from Layer Elementary to the west end of Old
Sanford /Oviedo Road. Seminole County made application to CSX on July 23, 2010 for an
at grade trail crossing of the railroad. Since that time the application has stood in limbo
pending multiple internal reviews by CSX.
Largely due to the efforts Mayor Lacey and assistance from Congressman Mica, CSX has
finally provided the attached letter notifying the City of the approval of the at -grade
pedestrian crossing of the Cross Seminole Trail. This approval will allow completion of the
Preliminary Engineering Agreement between Seminole county and CSX which will
commence the design of the crossing. Seminole county has already completed the design of
the "missing link" which is anticipated to occur concurrently with the construction of the at-
grade crossing.
In addition, City and County staff will be pursuing with the State the land swap which is
needed for the trial to be built and for the City to construct Magnolia Park. The State has
been understandably unwilling to proceed with the land swap until the trail crossing was

approved. Staff will be providing this letter to the State to determine if this letter is
sufficient assurance for the State to proceed.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, eAlert/eCitizen Recipients, Media/Press
Representatives who have requested Agendas /Agenda Item information, Homeowner's
Associations/Representatives on file with the City, and all individuals who have requested
such information. This information has also been posted outside City Hall, posted inside
City Hall with additional copies available for the General Public, and posted at five (5)
different locations around the City. Furthermore, this information is also available to any
individual requestors. City Staff is always willing to discuss this Agenda Item or any
Agenda Item with any interested individuals.
RECOMMENDATION:
Staff requests the City Commission receive and review the information provided in this
Agenda Item.

The purpose of this letter is to provide with you with a status update on MCP s review of the
requested Winter Springs pedestrian crossing for the Cross Seminole Trail.
After thoroughly reviewing the information submitted, we're pleased to inform you that CSXT is
able to approve your request for the instillation of the at-grade pedestrian crossing.
We understand the economic and environmental benefits of the trail system in Seminole County
and are pleased we're able to accommodate this request. A Preliminary Engineering Agreement
will be forthcoming from my office.
