REQUEST: The Public Works Department requesting authorization to enter into a
contract agreement with Cloud 9 Services, Inc. for the Tuscawilla Unit 17
Pond Improvements (ITB# 012-11-BF) in the amount of $57,710
SYNOPSIS:
The Tuscawilla Unit 17 Pond Improvements project consists of the removal and
replacement of failing outfall structures at two wet detention ponds located
adjacent to holes 12 and 13 of the Tuscawilla Country Club golf course. These
two ponds are part of the Glen Eagle public stormwater system and are under the
City’s maintenance responsibility. Staff recommends awarding a construction
contract to the low bidder, Cloud 9 Services, Inc., in the amount of $57,710 plus a
10% contingency.
CONSIDERATIONS:
The Tuscawilla Unit 17 (Glen Eagle) stormwater system includes two wet detention
ponds located adjacent to holes 12 and 13 on the Tuscawilla Country Club golf course
(see Exhibit A). At each pond, the circular corrugated metal outfall structures have
failed. These two circular outfall structures, which were built in the early 1990’s, are
known as “vertical volume recovery” structures (or “VVRs”) that use sand media filters
to treat stormwater. The VVR structures are difficult to maintain and they do not meet
current stormwater design standards. The City’s stormwater system has five remaining
ponds that utilize VVRs, and these are all scheduled to be replaced over the next several
years. The VVR structure at the O’Day Drive pond in Oak Forest was replaced last year,
and this project will replace two more failing VVR structures.
The Tuscawilla Unit 17 Pond Improvements project consists of the removal of the failing
structures at each pond and replacement with a new control structure and outfall piping
meeting current stormwater design standards. At the pond adjacent to golf course hole
#12, the inlet structure will also be modified to improve pond circulation. At both ponds,
this project will restore the stormwater treatment and flood control function in accordance
with the previously permitted design, and it will improve the appearance of the area.

At the golf course hole # 13 pond, input from the Country Club and nearby Glen Eagle
residents indicated a desire to raise the water level to improve the pond’s appearance.
Staff and the design consultant, CPH Engineers, examined this in detail and determined
that the current normal water level is approximately 1-foot lower than the design normal
water level due to the failing VVR structure. This 1-foot elevation difference will be
corrected with this VVR replacement project. CPH also examined the possibility of
raising the normal water level by more than 1-foot. However, it was determined that
based on the pond bank elevations there was not enough pond volume available to raise
the normal water level and still meet the permitted design requirements for flood control
and stormwater treatment. As an additional enhancement to the hole #13 pond, the
project includes the excavation of sediments that have accumulated at the pond bottom
and using the excavated material to restore, re-grade, and re-sod the pond side slopes.
The project was advertised for bidding in the Orlando Sentinel on Sunday, September 18,
2011 (see Exhibit B). Bids were received and opened on October 13, 2011 with the
results as follows:

Staff has reviewed the bids and recommends that the bid be awarded to the low bidder,
Cloud 9 Services, Inc. in the amount of $57,710 plus a 10% contingency. Cloud 9 has
performed utility construction services for the City in the past and Staff has verified that
Cloud 9 has sufficient experience, equipment, and personnel to perform the work.
Construction is expected to begin in November 2011 and is scheduled to be complete in
January 2012.
FISCAL IMPACT:
The project cost is $57,710 plus a 10% contingency, for a total of $63,481. The project
budget is $60,000 funded by the Stormwater Fund (line code #3800-65000). The additional
$3,481 of contingency funds, if needed, would be funded by a supplemental appropriation from
the Stormwater Fund balance.

RECOMMENDATION:
Staff recommends that the City Commission approve Cloud 9 Services, Inc. for the
Tuscawilla Unit 17 Pond Improvements in the amount of $57,710 plus 10% contingency, funded
from the Stormwater Fund, and authorize the City Manager and City Attorney to prepare and
execute any and all applicable documents.
