PUBLICLY ANNOUNCE THE REQUEST
REQUEST:The City Manager is requesting that the City Commission hold a Public Hearing
relative to the approval of Resolution No. 2011-41, which establishes the Final Operating Millage
Rate and the Final Voted Debt Service Millage Rate for Fiscal Year 2011-2012 for the City of
Winter Springs.
SYNOPSIS:
The purpose of this agenda item is to have the Commission consider approval of
Resolution No. 2011-41, otherwise known as the Final Millage Rates for Fiscal Year 2011-2012.
CONSIDERATIONS:
On September 12, 2011, the Commission adopted a tentative operating millage rate of 2.4500 mills and a
tentative voted debt service millage rate of 0.1100 mills for a total tentative millage rate of 2.5600 mills.
Tonight the Commission will set the final millage rates which cannot exceed the tentative millage rates.
The vote to adopt a tentative operating millage rate of 2.4500 only requires a simple majority as it is less
than the majority vote maximum millage rate as calculated on the Maximum Millage Levy Calculation
Preliminary Disclosure Form (DR-420MM-P).
FISCAL IMPACT:
The decision to levy an operating millage rate of 2.4500 mills as opposed to the rolled-back rate of 2.6133
mills results in reduced ad valorem General Fund revenues of approximately $250,000. The decision to
maintain the voted debt service millage rate at 0.1100 mills requires a subsidy from the General Fund to
the Central Winds Debt Service Fund in the amount of $55,500.

This Information Has Also Been Posted Outside City Hall, Posted Inside City Hall With Additional
Copies Available For The General Public, And Posted At Five (5) Different Locations Around The City.
Furthermore, This Information Is Also Available To Any Individual Requestors. City Staff Is Always
Willing To Discuss This Agenda Item Or Any Agenda Item With Any Interested Individuals.
Upon approval and adoption of Resolution No. 2011-41, the millage rates for fiscal year 2011-2012 will
be communicated to the Seminole County Property Appraiser and the Seminole County Tax Collector as
the millage rates to be levied by the City of Winter Springs for the 2011 tax year (Fiscal Year 2011-2012).
RECOMMENDATION:
It is recommended that the Commission adopt Resolution No. 2011-41 establishing the final operating
millage rate at whatever rate the Commission deems necessary for fiscal year 2011-2012 (not to exceed
2.45 mills), the final voted debt service millage rate at 0.1100 mills for fiscal year 2011-2012 and publicly
announce the percentage by which the final operating millage rate is less than the rolled-back rate.
A ‘sample’ motion follows which includes the necessary elements for statutory compliance:
I make the motion that the City of Winter Springs adopt Resolution No. 2011-41 establishing the final
operating millage rate at 2.4500 mills, establishing the voted debt service millage rate at 0.1100 mills and
publicly announcing that the final operating millage rate is 6.25% less than the computed rolled-back
rate of 2.6133 mills.

WHEREAS

, the gross taxable value for operating purposes not exempt from
taxation within Seminole County has been certified by the Seminole CountyProperty
Appraiser to the City of Winter Springsas $1,595,763,002;
WHEREAS
, the City Commission of Winter Springs desires to adopt the final
operating millage rate and publicly announce the percent, if any, by which the final
operating millage rate is more than or less thanthe rolled-back rate, and adopt the final
voted debt service rate;and
WHEREAS
, the City Commission of Winter Springs deems that this Resolution
is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS
FOLLOWS:
Section 1.Incorporation of Recitals

correct and are hereby fully incorporated by this reference.
Section 2.
The City Commission adopts its final operating millage rate of 2.4500
and
mills its final voted debt service millage rate of 0.1100mills for the fiscal year
commencing October 1, 2011and ending September 30, 2012.

Section 4.
Within three (3)days of the date of this Resolution, the Finance Director
shall forward the Resolution adopting the final millage ratesto the Seminole County
Property Appraiser and the Seminole County Tax Collector.
Section 5.
Within thirty (30) days of the date of this Resolution, the Finance Director
shall certify compliance with Chapter 200, Florida Statutes by causing the Certification
of Compliance, along with all necessary documentation, tobe sent to the PropertyTax
Administration of the Department of Revenue.
Section 6.Repeal of Prior Inconsistent Resolutions.
All prior resolutions or parts
of resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 7.Severability.
If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by any court
of competent jurisdiction, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the validity of the remaining
portion hereto.
Section 8.Effective Date.
This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.
