PUBLICLY ANNOUNCE THE REQUEST
REQUEST: The City Manager is requesting that the City Commission hold a Public
Hearing relative to the approval of Resolution No. 2011-39, which establishes the Tentative
Operating Millage Rate for Fiscal Year 2011-2012 for the City of Winter Springs at 2.4500
mills which is 6.25% less than the rolled-back rate of 2.6133 mills and the Tentative Voted
Debt Service Millage Rate for Fiscal Year 2011-2012 for the City of Winter Springs at
0.1100 mills.
SYNOPSIS:
The purpose of this agenda item is to have the Commission approve Resolution
No. 2011-39, otherwise known as the Tentative Millage Rates for Fiscal Year 2011-2012 and
related advertising.
CONSIDERATIONS:
On July 25, 2011, the Commission established the 2011-2012 proposed operating millage
rate (millage cap) at 2.4500 mills and the proposed voted debt service millage rate at 0.1100
mills. The proposed operating millage rate of 2.4500 as submitted on the DR-420 is 6.25%
less than the rolled-back rate of 2.6133 mills. Resolution No. 2011-39 will establish the
2011-2012 tentative millage rates. It is recommended that the tentative millage rates not vary
from the proposed millage rates that were previously established.
The operating millage for the current fiscal year 2010-2011 is 2.4714 mills. The voted debt
service millage for the current fiscal year 2010-2011 is 0.1100 mills.
The FY 2011-2012 Proposed Budget as transmitted by the City Manager on July 1, 2011
incorporated an operating millage rate of 2.4500 mills and a voted debt service rate of 0.1100
mills.
Any subsequent revisions by the City Commission to the tentative millage rates and/or the
tentative budget will be reflected in the Final Millage and Final Budget Hearings scheduled
the tentative millage rates that are
for September 26, 2011 at 5:15 p.m. However,
established tonight can not be exceeded at the final hearing.
As such, it is recommended
that the Commission set the tentative operating millage rate equivalent to the proposed

operating millage cap of 2.4500 mills. The Commission may reduce the operating millage
rate at the final hearing.
FISCAL IMPACT:
The decision to levy an operating millage rate of 2.4500 mills as opposed to the rolled-back rate
of 2.6133 mills results in reduced ad valorem General Fund revenues of approximately $250,000.
The decision to maintain the voted debt service millage rate at 0.1100 mills required a subsidy
from the General Fund to the Central Winds Debt Service Fund in the amount of $55,500.

This Agenda Item Has Been Electronically Forwarded To The Mayor And City Commission,
City Attorney/Staff, And Is Available On The City’s Website, LaserFiche, And The City’s
Server. Additionally, Portions Of This Agenda Item Are Typed Verbatim On The Respective
Meeting Agenda Which Has Also Been Electronically Forwarded To The Individuals Noted
Above, And Which Is Also Available On The City’s Website, LaserFiche, And The City’s
Server; Has Been Sent To Applicable City Staff, eAlert/eCitizen Recipients, Media/Press
Representatives Who Have Requested Agendas/Agenda Item Information, Homeowner’s
Associations/Representatives On File With The City, And All Individuals Who Have Requested
Such Information.
This Information Has Also Been Posted Outside City Hall, Posted Inside City Hall With
Additional Copies Available For The General Public, And Posted At Five (5) Different
Locations Around The City. Furthermore, This Information Is Also Available To Any
Individual Requestors. City Staff Is Always Willing To Discuss This Agenda Item Or Any
Agenda Item With Any Interested Individuals.
Upon approval and adoption of Resolution No. 2011-39, the appropriate advertising will run in
the Orlando Sentinel on September 22, 2011 which will reflect the tentative millage rates for
Fiscal Year 2011-2012 and announce the final Public Hearing on September 26, 2011 at 5:15
p.m.

RECOMMENDATION:
Recommend that the Commission adopt Resolution No. 2011-39 establishing the tentative
operating millage rate at 2.4500 mills and tentative voted debt service millage rate at 0.1100
mills for fiscal year 2011-2012.
Recommend that the Commission adopt Resolution No. 2011-39 authorizing the City to
advertise the City’s intent to hold public hearings to adopt final millage rates and final budget
in a newspaper of general circulation in compliance with Florida Statute 200.065.

THE ROLLED-BACK RATE; PROVIDING FOR REPEAL OF
PRIOR INCONSISTENT RESOLUTIONS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS
, the City Commission of the City of Winter Springs has held a public
hearing on the tentative millage rate pursuant to Florida Statute 200.065, Subparagraph (c);
WHEREAS
, the City Commission of Winter Springs desires to adopt the tentative
operating millage rate and publicly announce the percentage change by which the tentative
proposed operating millage rate is less than the rolled-back rate, and adopt the tentative voted
debt service rate; and
WHEREAS
, the City Commission of the City of Winter Springs deems that this
Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1.Incorporation of Recitals
. The foregoing recitals are deemed true and correct
and are hereby fully incorporated by this reference.
Section 2.
The City Commission adopts its tentative operating millage rate of 2.4500 mills
and its tentative voted debt service millage rate of 0.1100 mills for the fiscal year commencing
October 1, 2011 and ending September 30, 2012.
Section 3.
The tentative operating millage rate of 2.4500 mills is less than the computed
rolled-back rate of 2.6133 by 6.25%.
Section 4.
Within fifteen (15) days of the date of this Resolution, the City Clerk shall
advertise in a newspaper of general circulation its intent to finally adopt the millage rates and
budget and shall hold a public hearing to adopt the millage rates and finalize the budget not less
than two (2) days or more than five (5) days after the date the advertisement is first published.

Section 5.Repeal of Prior Inconsistent Resolutions.
All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6.Severability.
If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
Section 7.Effective Date.
This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.
