REQUEST: The Community Development Department - Planning Division requests the Planning &
Zoning Board hold a Public Hearing to consider the Aesthetic Review for 15 townhome buildings in
Tuscawilla Greens, a 60 -unit townhome development located on the south side of Winter Springs
Boulevard, east of the Tuscawilla Country Club.
PURPOSE: The applicant is requesting an Aesthetic Review for 15 townhome buildings in the
Tuscawilla Greens townhome development. The project is located in the Tuscawilla Planned Unit
Development (PUD) on the south side of Winter Springs Boulevard, east of the Tuscawilla Country
Club. The purpose of the Aesthetic Review is to encourage creative, effective, and flexible
architectural standards and cohesive community development consistent with the intent and purpose
of Article XI - Minimum Community Appearance and Aesthetic Review Standards.

Records of Seminole County, Florida.

• Conceptual approval for 60 residential condominium units (15 buildings), with the 4 garages
in each building opening onto an internal courtyard, and on- street parking was approved by
the City Commission on September 10, 2007, subject to conditions.
• Third Amendment to Settlement Agreement approved by the City Commission October 2,
2007 and recorded December 5, 2007 in the Public Records of Seminole County.
• September 8, 2008 - City Commission Approval of Preliminary /Final Engineering Plan for
60 condominium units on the subj ect property.
• September 8, 2008 — Fourth Amendment to the Settlement Agreement approved by the City
Commission.
• Early 2009 - Site construction commenced.
• January 26, 2009 - Aesthetic Review Approval for condominium buildings.
• July 13, 2009 - Aesthetic Review modification for condominium buildings to remove faux
chimneys.
• Late 2009- Site construction ceased.
CONSIDERATIONS:
The attached Aesthetic Review package is for the 15 buildings of the Tuscawilla Greens townhome
development. The project was approved in 2008 for 60 condominium units. The condominium units
were never built, and the new developer desires to construct 60 townhome units on the subject
property.
The submittal requirements for aesthetic review are set forth in Section 9 -600 through 9 -607 and
include the following. (a) a site plan; (b) elevations illustrating all sides of structures facing public
streets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the
indication of height and their associated materials; (d) elevation of proposed exterior permanent
signs or other constructed elements other than habitable space, if any; (e) illustrations of materials,
texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other
architectural and engineering data as maybe required. The procedures for review and approval are
set forth in Section 9 -603.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and

cultural character of the community.
The project is located in the Tuscawilla PUD, specifically on the south side of Winter Springs
Boulevard, east of the Tuscawilla Country Club. The 15 proposed townhome buildings are
two -story structures designed in a Mediterranean architectural style with tile roofs. All 15
townhome buildings will consist of four, 2 story units, with the two end units having 2 car
garages, and the two middle units having 1 car garages. The proposed buildings are
coordinated in a harmonious manner with similar styling and architecture, and include a good
balance of textures and colors which exemplifies quality residential development. The
architecture of the townhome buildings are coordinated in a harmonious manner relevant to
the surrounding developments in the area and the cultural character of the community.
(2) The plans for the proposed project are in harmony with any future development which has been
formally approved by the City within the surrounding area.
The proposed elevations are in harmony with the architecture exhibited within the
surrounding area.
(3) The plans for the proposed proj ect are not excessively similar or dissimilar to any other building,
structure or sign which is either fully constructed, permitted but not fully constructed, or included on
the same permit application, and facing upon the same or intersecting street within five hundred
(500) feet of the proposed site, with respect to one or more of the following features of exterior
design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line, hardscape
improvements, and height or design elements.
The proposed buildings do not appear excessively similar or dissimilar to the other structures
in the immediate area. While other structures within 500 feet do have stucco finishes, they do
not have textured stucco and tile roofs.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the established
character of other buildings, structures or signs in the surrounding area with respect to architectural
specifications and design features deemed significant based upon commonly accepted architectural
principles of the local community.
The proposed project does enhance the character and overall aesthetics of the surrounding
area. The local community is composed of different architectural styles and, therefore, the
proposed project represents a positive addition to this area.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article, the
Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Town Center
guidelines, SR 434 design specifications) and other applicable federal state or local laws.

The proposed project is consistent and compatible with the Comprehensive Plan and other
applicable design guidelines. The final architectural plans will be reviewed for compliance
with all building code criteria.
(6) The proposed project has incorporated significant architectural enhancements such as concrete
masonry units with stucco, marble, termite - resistant wood, wrought iron, brick, columns and piers,
porches, arches, fountains, planting areas, display windows, and other distinctive design detailing
and promoting the character of the community.
The project has incorporated a number of these features in the architecture of the buildings
and the Preliminary /Final Engineering plan. Arches are proposed over garages on the two
middle units, and as accents over windows. Additionally, multi -level roof lines, and accent
shutters have been incorporated into the building faVades. Specialty pavers accent the project
entrance and the two cul -de -sacs. The applicant indicates the driveways of the units will be
finished with pavers.
FINDINGS:
1. The proposed building elevations are consistent with the Aesthetic Review requirements
prescribed in the City Code of Ordinances.
2. The building elevations include detailing and attention adding to their appearance and the
quality of the development.
3. The townhome buildings will complete a development which has completed site
infrastructure and has sat vacant for almost 2 years. The construction of the townhome units
will be an asset to the surrounding area and to the City of Winter Springs by allowing the
development of the community to reach build -out.
4. The proposed buildings utilize colors and materials that complement the adjacent existing
structures and the developments in the surrounding area.
5. The proposed development is located within the City of Winter Springs: it has a Medium
Density Residential Future Land Use designation and is located within a Planned Unit
Development (PUD) zoning district.
COMMUNICATION EFFORTS:
The Meeting Agenda and this Agenda Item have been forwarded to the Planning and Zoning Board
members and are available on the City's Website, LaserFiche, and the City's Server. The Agenda
has been forwarded to the Mayor and City Commission; City Manager; and City Attorney /Staff.
Additionally, the Meeting Agenda has been sent to media /press representatives, all Homeowner's
Associations on file with the City, all individuals who have requested Agenda information,
Department Directors; and also posted outside City Hall; posted inside City Hall with additional
copies available for the general public.
STAFF RECOMMENDATION:
Staff recommends that the Planning & Zoning Commission forward a recommendation of approval
to the City Commission for the aesthetic review package for the Tuscawilla Greens townhome
development.
