Roll Call: Chairman William H. Poe, present Vice Chairperson Rosanne Karr, present Board Member Howard Casman, present Board Member Bart Phillips, present Board Member Helga Schwarz, absent Attorney Kimberly Romano Kopp, present A moment of silence preceded the Pledge of Allegiance. Office Of The City Clerk Requesting Approval Of The June 1, 2011 Planning And Zoning Board/Local Planning Agency Regular Meeting Minutes. "I MOVE THAT WE APPROVE THE MINUTES AS CIRCULATED; THE MINUTES FROM THE JUNE 1, 2011 REGULAR MEETING OF THE PLANNING AND ZONING BOARD(/LOCAL PLANNING AGENCY)." MOTION BY VICE CHAIRPERSON KARR. SECONDED BY BOARD MEMBER CASMAN. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD /LOCAL PLANNING AGENCY REGULAR MEETING - JULY 6, 2011 PAGE 2 OF 6 2. REPORTS No Reports were given. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Community Development Department — Planning Division Requests That The Planning And Zoning Board Hold A Public Hearing And Make A Recommendation Of Adoption For Ordinance 2011 -08, Which Revises The Regulatory Language For Home Occupations And Home Offices, In The City's Code Of Ordinances. Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development Department presented this Agenda Item and stated, "Item `500' is a new portion of the Code (of Ordinances) that — we are proposing as well as a rewrite of the definition. Currently, home occupations are listed in the definition Section of 20 -1. This Ordinance which is 2011 -08 will revise that definition and make it more of a definition than a regulatory description with the regulatory language added to a different Section of Chapter 20." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD /LOCAL PLANNING AGENCY REGULAR MEETING - JULY 6, 2011 PAGE 3 OF 6 Chairman Poe stated, "On Page 3 of 6, `Sec. 20 -142. Uses permitted.' under 2 subparagraph (2) — last line — where it says, `three- fourths of an acre upon recommendation by the board of adjustment', the word `board of adjustment' needs to be replaced because — they are no longer in existence." Ms. Sahlstrom replied, "Actually, that is existing Code and that should have been already fixed — Kim (Attorney Kopp) if you could check that and see — it's possible that the language that was extracted from the codified version was older language and did not include that update that we did. Good point — we will make sure that is corrected." Discussion. Chairman Poe opened the "Public Input" portion of this Agenda Item. No one spoke. Chairman Poe closed the "Public Input" portion of this Agenda Item. "I RECOMMEND THAT THE COMMUNITY DEVELOPMENT DEPARTMENT PLANNING DIVISION AND THE PLANNING AND ZONING BOARD AFTER THIS PUBLIC HEARING RECOMMENDS THE ADOPTION FOR ORDINANCE 2011 -08 WHICH REVISES THE REGULATORY LANGUAGE FOR HOME OCCUPATIONS AND HOME OFFICES IN THE CITY'S CODE OF ORDINANCES." Community Development Department — Planning Division Requests That The Planning And Zoning Board Postpone The Public Hearing And Recommendation On Ordinance 2011 -07, Which Revises The Definition Section �7 Included In Section 20 -1. Of The Zoning Chapter Of The City's Code Of Ordinances To August 3, 2011, Preserving The Original Advertising. (This Item Was Previously Postponed From The June 1, 2011 P And Z [Planning And Zoning Board] Meeting To Date Certain For July 6, 2011.) Ms. Sahlstrom presented this Agenda Item and stated, "We preserved the advertising for this Item back at our June 1 (2011) meeting — to date certain for tonight July 6, 2011 — this is for Ordinance 2011 -07 revising the definition section of Section 20 -1. of the Zoning Code. This is a comprehensive rewrite and the Ordinance is still being drafted; so, we would like to ask that you postpone to date certain again with the date certain being August the 3 2011 to preserve the original advertising." Public Works Department Requests The Planning And Zoning Board Review The Final Engineering/Site Plan And Aesthetic Review For The Lake Jesup Reclaimed Water Augmentation Facility Located At The Northwest Corner Of Central Winds Park Near The Shore Of Lake C7 Jesup. Mr. Brian Fields, P.E., City Engineer, Public Works Department addressed the Board Members on this Agenda Item and presented the Final Engineering and Aesthetic Review for the Lake Jesup Reclaimed Water Augmentation Facility. Aerial photographs and Site Plan of the property were shown as well as color renderings of the stucco finish of the building. Costs of Reclaimed Water were discussed. Mr. Kip Lockcuff, P.E., Director, Public Works/Utility Department stated, "We expect it to go up and the reason — as we replace Potable irrigation with Reclaimed, we can't afford that lost revenue." Mr. Lockcuff then commented, "Right now we are subsidizing Reclaimed rates with our Water and Sewer rates. So, the Water and Sewer that you pay, discounts the Reclaimed — so, we want to get to a point where it is actually paying for itself." Discussion. Board Member Howard Casman asked, "Could I assume that this is not going to have any adverse affect on Lake Jesup ?" Mr. Lockcuff responded, "That is correct." "MOTION TO APPROVE ITEM `600' AS PRESENTED BY STAFF TO FORWARD TO THE CITY COMMISSION FOR THEIR APPROVAL." MOTION BY CHAIRMAN POE. SECONDED BY BOARD MEMBER CASMAN. DISCUSSION. VOTE: BOARD MEMBER PHILLIPS: AYE VICE CHAIRPERSON KARR: AYE CHAIRMAN POE: AYE BOARD MEMBER CASMAN: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD /LOCAL PLANNING AGENCY REGULAR MEETING — JULY 6, 2011 PAGE 6 OF 6 Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department addressed the Board Members and stated, "On August 1 (2011), there is a Workshop with the City Commission relative to the Town Center and the Town Center Code and possible revisions to that." Mr. Stevenson then added, "We certainly welcome you — to come and be briefed at the same time." Continuing, Mr. Stevenson noted that the Workshop would commence at 6:00 p.m. 7 ADJOURNMENT Chairman Poe adjourned the Regular Meeting at 7:34 p.m. RESPECTFULLY SUBMITTED: JOAN L.
