HomeMy WebLinkAbout2011 07 20 Other - Handout by Steven Richart during Agenda Item 600 Regular MeetingDate: July 20, 2011 The attached document was distributed and discussed with the Tuscawilla Lighting and Beautification District Advisory Committee during Regular Agenda Item `600' by Mr. Steven Richart at the July 20, 2011 Regular TLBD Meeting. m Tuscawilla Unit 12/12A Wall Facts: • Wall is nearly 3000 L.F. in length • 90 Homes are located in Tuscawilla Unit 12/12A related to the wall • The wall was installed approximately 26-30 years ago • The wall is located on private property mostly within a 10' utility/landscape easement • Wall/Entrances were intended by the developer to be a common element • No HOA was empowered/recorded to collect funds for maintenance of the wall • The wall is currently in a state of extreme disrepair • The wall is becoming a public safety issue • Tuscawilla has a vested interest in the Unit 12/12A wall • The wall will continue to rapidly deteriorate if nothing is done Known options: 1. Each homeowner pays to repair their section • Cost could be from $500 to $20,000 per section • Repairs not consistent due to varied methods of repair • Entry features would be more costly to repair 2. Create a mandatory Homeowners Association for Unit 12/12A • Practically impossible to get 100% of residents to agree on forming an HOA 3. Utilize TLBD Assessment Program (Proposed as TLBD Phase 3) • Would only affect the 90 homes within the Unit 12/12A Wall Area • TLBD would only act as a facilitator for collecting assessments for wall repairs • Ability to collect assessments thru tax bills without an HOA • Assessment Area already in place —TLBD Ph 1&2 • Wall assessments would be collected annually with existing TLBD Assessments • A Tiered E.R.U. (Equivalent Rate UnitJ based assessment calculated using distance from wall • Economies of scale from the City Facilitating other Special Assessment Programs can be utilized to keep costs low 4. Do nothing • Wall will fail continue to fail and someone may get hurt • Reduced noise/visual abatement for bordering homes • Potential reduced property values in the entire community • Declining community pride in the immediate area due to lack of upkeep m Repair of wall would include: • Tear down and rebuild of areas not structurally sound • Remove old material to landfill • Patch missing grout/joints throughout • Replace missing bricks • Pressure clean and seal entire wall • Requires ongoing maintenance Estimated Cost: $130,000 to $150,000 Assessment between $200 to $300 per year* *Estimate based on 20 yr�nancing @ 5% P&1 plus Maintenance & Admin Costs with a tiered ERU over 90 units. Maintenance costs would become a permanent assessment and may vary. Replacement of wall would include: • Tear down and rebuild all areas including footer • Remove old material to landfill • Build new wall • Pattern would be solid (no see thru holes as current) • Clean and seal entire wall • Requires less ongoing maintenance than repair Estimated Cost: $630,000 to $700,000 Assessment between $575 to $725 per year* *Estimate based on 20 yr financing @ 590 P&1 plus Maintenance & Admin Costs with a tiered ERU over 90 units. Maintenance costs would become a permanent assessment and may vary. Potential Equivalent Rate Unit (ERU) Tiers: • 1.0 = Furthest from wall • 1.5 = Midway from wall • 2.0 = Closest to or bordering wall TUSCAWILLA WALL - LITTLE SPARROW TO WHITE DOVE Proposed TLBD PHASE 3 ASSESSMENT AREA Tuscawilia Unit 12 & 12A ESTIMATES Process: TLBD makes recommendation at next Advisory Board Meeting ^ Also Renew Covenants / Deed Restriction Discussion TLBD Chair/Staff Present CC Item Regular (City Attorney Present - Questions) ^ Present all options / repair or replace wall costs ^ Methodology - Traber, Legal.
