REQUEST: The Public Works Department providing the City Commission information
regarding the completion of The Ranchlands Paving Program and the
evaluation and establishment of posted speed limits in The Ranchlands
SYNOPSIS:
The Ranchlands Paving Program was completed in June 2011 and consisted of the
installation of asphalt paving on approximately five miles of existing dirt roads in
The Ranchlands. The newly paved streets were designed as low-speed rural
residential streets. Speed data was collected by the Winter Springs Police
Department and City Engineering Staff at various locations after completion of
the paving. The speed data collected supports the goal of maintaining low vehicle
speeds in The Ranchlands, and speed limit signs will be posted accordingly.
CONSIDERATIONS:
The Ranchlands Paving Program was completed in June 2011 and consisted of the installation of
asphalt paving on approximately five miles of the following dirt roads in two construction phases
(see map attached):
Phase I – Completed June 2010:
Bahama Road – from Moss Road to Shore Road
Moss Road – from Panama Road to Tradewinds Road
Hayes Road – from Bahama Road to Tradewinds Road
Tradewinds Road from Edgemon Avenue to Hayes Road
Phase II – Completed June 2011:
Tradewinds Road – Hayes to Fisher
Sunrise Avenue
Arnold Lane

The total cost of the completed project, including design, permitting, and construction, was
approximately $1.9 million, which came in under the originally estimated cost of $2.0 million.
The project was funded entirely by the Road Improvement Fund (One-Cent Sales Tax). The
design engineer for the project was CPH Engineers, Inc., and both phases of construction were
completed by Central Florida Environmental (CFE) Corporation. The asphalt paving
subcontractor was The Middlesex Corporation.
The Ranchlands Paving Program had an extensive public outreach component throughout the
planning, design, and construction phases of the project, including the following activities:
Conducting a public information meeting at the beginning of the project to collect input
and identify important issues
Conducting a Non-Binding Straw Ballot for all Ranchlands property owners
Distributing preliminary design plans to all residents on a block-by-block basis for review
and comment
Meeting individually with property owners to field review specific design issues
Distributing final design plans to residents to verify that all issues have been addressed
Keeping residents informed about the project status and notifying them about any
upcoming Commission meetings related to the project
Working closely with residents during construction regarding items such as: driveway
design and construction, drainage concerns, property restoration, tree protection, mailbox
relocation, and irrigation repairs
City Staff and the The Ranchlands residents used a variety of methods to communicate with each
other throughout the project, including e-mail, telephone, direct mailings, text messaging, and
onsite meetings. The onsite meetings were particularly effective for both Staff and the residents.
The public response to the completed paving project has been overwhelmingly positive to date.
Traffic Speed Evaluation and Setting of Speed Limits:
Based on input from the Ranchlands residents and Staff’s evaluation, The Ranchlands paved
streets were designed as low-speed rural residential streets, with a pavement width of 18-feet on
all streets except Stoner Road. On Stoner Road, the pavement width was reduced to 14-feet
based on the low traffic volume, existing dirt road width (approximately 14-feet), and the
residents’ strong desire to preserve the existing tree canopy.
After all paving was complete, speed data was collected at various locations by the Winter
Springs Police Department (WSPD) and City Engineering Staff. The WSPD data was collected
using the SMART trailer with the LED display turned off. City Engineering Staff collected a
additional speed data using a hand-held radar gun. Table 1 on the following page summarizes
the speed data collected. The following definitions are provided to assist with understanding
the data.

Overall, the average and 85 percentiles are relatively low and are consistent with the design
intent to maintain low-speed residential streets in The Ranchlands. Based on Staff’s review of
the speed data collected, and in consultation with the Winter Springs Police Department and the
applicable standards, Staff is proceeding with posting of the following speed limits in The
Ranchlands:
Shore Road from Sailfish to Panama: 25 mph (no change)
Panama Road: 25 mph (no change)
Hayes Road from Bahama to Tradewinds: 20 mph (no change)
Tradewinds Road from Edgemon to Hayes: 20 mph (currently posted at 25 mph)
Tradewinds Road from Hayes to Fisher: 20 mph (no change)
Moss Road: 25 mph (no change)
Bahama Road: 25 mph (no change)
Sunrise Ave: 20 mph (currently not posted)
Arnold Lane: 20 mph (currently not posted)
