REQUEST
: The Police Department requests the Commission to approve the
expenditure of $22,752 of 2011 Edward Byrne Justice Assistance Grant funds for law
enforcement programs as outlined below.

SYNOPSIS
: The Florida Department of Law Enforcement has set aside $182,023 in
grant funds for use by all units of government within Seminole County. Use of these
funds requires a consensus on how the funds will be spent. Of the $182,023 grant, the
city’s portion is $22,752. The Police Department requests the Commission to approve the
division and expenditure of 2011 Edward Byrne Justice Assistance Grant funds for law
enforcement programs within Seminole County in the following manner:
Currently, the police departments and Sheriff’s Office use a common field
reporting system known as the CAFÉ (Computer Aided Forms Entry) system.
This program is used in our entire day-to-day field reporting operations, evidence
submission, Homeland Security information, data sharing, and the arrest of
suspects we encounter. The program is an ever-changing component that requires
an extensive personnel allocation at the Sheriff’s Office to maintain and service.
The version currently in use is undergoing a full rewrite to become more web-
based and customizable. We realize tremendous information sharing benefits from
using this program and the Sheriff’s Office has requested consent among all of the
agencies in the county to approve the expenditure of the Byrne Grant funds for the
purposes of allowing the Sheriff’s Office to allocate contract computer services to
help them complete the rewrite in timely fashion. The project is expected to take
approximately two years but could be cut to eighteen months with the use of these
funds. All of the other respective departments affected by this funding have agreed
to this project.
CONSIDERATIONS
: The CAFÉ program reporting system is an invaluable tool that
has become a mainstay for the police department and our employees. This program has

the ability to permit real-time data sharing between agencies that is readily accessible by
our officers from their vehicles. The CAFÉ system has allowed officers to access jail
information to identify suspects on the street who are not carrying identification, which
has lead to numerous arrests. Use of this system also allows us to complete reports and
correspondence from the street, allowing us to keep our officers in the field for longer
periods of time. Additionally, CAFÉ is the official records management program for our
department, archiving all of our reports and data available to the public when they make
requests for official correspondence. We are fortunate to be able to participate in this
grant process to allow us to maintain levels of service we have become accustomed to
providing to our residents. We ask that you permit this distribution and expenditure of
2011 Edward Byrne Justice Assistance Grant funds for the mutual benefit of the law
enforcement community in Seminole County.
FISCAL IMPACT:
The city’s portion of this grant equates to $22,752. Our requested
expenditure is equal to that amount, therefore, there is no fiscal impact associated with
approval of this item on the city budget.
COMMUNICATIONS EFFORTS:
This Agenda item has been electronically forwarded
to the Mayor and City Commission, City Manager, City Attorney/Staff, and all e-alert/e-
citizen recipients and is available on the City’s website, Laserfiche, and the City’s server.
Additionally, portions of this Agenda item are typed verbatim on the respective meeting
agenda which has also been electronically forwarded to the individuals noted above; and
which is also available on the city’s website, Laserfiche, and the City’s server; has been
sent to City staff, media/press representatives who have requested Agendas or Agenda
item information, Homeowner’s Associations/Representatives on file with the City, and all
individuals who have requested such information; and has been posted outside City Hall;
posted inside City Hall with additional copies available for the general public, and posted
at five (5) different locations around the city. This Agenda item is also available to any
new individual requestors. City Staff is always willing to discuss this or any Agenda item
with any interested individuals.
RECOMMENDATIONS
Approve the expenditure of $22,752 from the 2011 Edward
Byrne Justice Assistance Grant and allow the Mayor to execute any and all documents
related to this agenda.
