REQUEST: The Public Works Department / Stormwater Division Requests City
Commission authorization to piggyback off Orange County Florida Contract
Number Y8-1108-J2 with Reynolds Inliner, LLC to perform stormwater
piping repairs at the Fairway Oaks pond outfall.
SYNOPSIS:
The Fairway Oaks pond has a 42-inch and 48-inch diameter corrugated metal
outfall pipe that is deteriorating. This agenda item is for authorization for
Reynolds Inliner, LLC to repair the pipe using cured-in-place pipe lining
technology in the amount of $38,711.20 plus a 5% contingency.
CONSIDERATIONS:
This project is needed for the rehabilitation of a total of 189 lineal feet of corrugated metal
pipe at the Fairway Oaks pond outfall. The total of 189 lineal feet is broken down into
179-feet of 42-inch diameter and 10-feet of 48-inch diameter corrugated metal pipe. The
failed pipe is located in a 30-foot wide drainage easement between 1230 and 1232 Royal
Oaks Drive.
The proposed method of repair is relining using cured-in-place pipe (CIPP) lining
technology, a trenchless repair technology that is effective in areas where construction
space is limited or where excavating and removing an existing failed pipe would result in
extensive surface restoration, such as across a road or adjacent to a building foundation.
Instead of excavating and replacing a damaged pipe, relining consists of a felt tube
saturated with resin and coated with waterproof layer inserted into the pipe. The resin in
the tube is then cured by circulating heated air through the tube. Once cured, the material
serves as a barrier between the damaged pipe and the water that flows through it. CIPP
can be designed as a new stand-alone pipe or can rely on the structural integrity of the old
pipe. The cost of rehabilitation includes the cleaning, dewatering, installation of CIPP
lining and final video inspection.

Reynolds Inliner has successfully completed many stormwater and sanitary sewer repairs
by relining over the past several years, including the relining of approximately 215 lineal
feet of 29-inch x 45-inch elliptical stormwater pipe at the Oak Forest Lake outfall in
2010.
The Reynolds Inliner product has a 50-year design life and provides a full capacity equal
to at least 100 percent of the original pipe’s full flow capacity in most instances.
FISCAL IMPACT:
The project cost is $38,711.20 plus a 5% contingency. The funding source is the
Stormwater Operating Fund, line code #3800-65000-30140.

RECOMMENDATION:
Staff recommends that authorization be given to the Public Works Department /
Stormwater Division to piggyback off Orange County Florida Contract Number Y8-1108-J2 with
Reynolds Inliner, LLC to perform stormwater piping repairs at the Fairway Oaks pond outfall in
the amount of $38,711.20 plus a 5% contingency funded by the Stormwater Operating Fund, and
authorize the City Manager and City Attorney to prepare and execute any and all applicable
documents.
