REQUEST
: The Police Department requests the City Commission review and approve
Resolution 2011-31 recognizing the retirement of Police Department employee Capt.
Joseph A. Riddick.

SYNOPSIS
: The City Commission is very appreciative of all of the employees who
faithfully serve the citizens and City Commission of Winter Springs. For long-serving
employees, the City Commission has expressed their interest in presenting these employees
with a Resolution at a City Commission meeting. In such cases, a Resolution is submitted
to the City commission on the Consent Agenda for approval. Upon approval by the City
Commission, the applicable employee is either presented with the Resolution at the time
same City Commission meeting during the Awards and Presentations or they attend a
future City Commission meeting to receive their Resolution.
CONSIDERATIONS
: Captain Joseph A. Riddick began his career with the Winter
Springs Police Department on March 5, 1987. During his employment as a police officer,
Joe has faithfully and diligently served in many different facets of the police department
including Patrol squad supervisor, and criminal investigator. Eventually, Joe was
promoted through the ranks attaining the positions of Sergeant in 1995, Lieutenant in
1997, and eventually to Captain in 2003 where he currently serves. Additionally, Capt.
Riddick was instrumental in the initial accreditation of the police department where he
received awards for his work, development and training of the Hostage Negotiation Team
and the police department’s first ever ATV Unit. Over the years, Capt. Riddick has been a
friend and dedicated member of the Winter Springs Police Department. His retirement
caps a total of 28 years in law enforcement.
FISCAL IMPACT:
There is no fiscal impact associated with approval of this resolution.

COMMUNICATIONS EFFORTS:
This Agenda item has been electronically forwarded
to the Mayor and City Commission, City Manager, City Attorney/Staff, and all e-alert/e-
citizen recipients and is available on the City’s website, Laserfiche, and the City’s server.
Additionally, portions of this Agenda item are typed verbatim on the respective meeting
agenda which has also been electronically forwarded to the individuals noted above; and
which is also available on the city’s website, Laserfiche, and the City’s server; has been
sent to City staff, media/press representatives who have requested Agendas or Agenda
item information, Homeowner’s Associations/Representatives on file with the City, and all
individuals who have requested such information; and has been posted outside City Hall;
posted inside City Hall with additional copies available for the general public, and posted
at five (5) different locations around the city. This Agenda item is also available to any
new individual requestors. City Staff is always willing to discuss this or any Agenda item
with any interested individuals.

RECOMMENDATIONS
It is recommended that the City Commission approve
Resolution Number 2011-31 in honor of Police Department employee Capt. Joseph A.
Riddick and his 24 years of dedicated service to the City of Winter Springs.

SPRINGS, FLORIDA, RECOGNIZING JOSEPH A. RIDDICK FOR HIS 24
YEARS OF DEDICATED SERVICE AS AN EMPLOYEE OF THE CITY OF
WINTER SPRINGS; AND EXPRESSING OUR APPRECIATION ON BEHALF
OF THE CITIZENS OF THE CITY OF WINTER SPRINGS; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, JOSEPH RIDDICK has proudly given the residents of Winter Springs 24 years of
distinguished service with the Winter Springs Police Department; and
WHEREAS, JOSEPH RIDDICK joined the City of Winter Springs on March 5, 1987 as a Police
Officer with the Police Department; and
WHEREAS, JOSEPH RIDDICK has loyally served in many different areas of the police department
including Patrol Squad supervisor and criminal investigator, eventually climbing through the ranks to
Sergeant, Lieutenant, and eventually to Captain where he has served since 2003; and
WHEREAS, JOSEPH RIDDICK has directly made a difference in the police department by helping to
achieve the first accreditation of the police department where he received awards for his work and dedication
and by also forming the first Hostage Negotiations Unit and the ATV Unit.
Now THEREFORE, BE IT RESOLVED by the City Commission of the City of Winter Springs,
Florida as follows:
SECTION I — That the Mayor and Commission, City Manager, and Staff of the City of Winter Springs
upon the occasion of JOSEPH RIDDICK'S retirement takes great pleasure to recognize and honor him for
his unselfish level of dedication and distinguished service to the residents of Winter Springs through his
employment with the Winter Springs Police Department.
SECTION II — That this Resolution commending the services of JOSEPH RIDDICK be recorded upon
the official Public Records and Minutes of this City Commission of the City of Winter Springs, Florida.
SECTION III — That a copy of this Resolution be forwarded to JOSEPH RIDDICK with our sincerest
thanks for his many contributions.
