REQUEST
: The Police Department requests the City Commission review and approve
Resolution 2011-28 recognizing the retirement of Police Department employee Ellen
Simpson.

SYNOPSIS
: The City Commission is very appreciative of all of the employees who
faithfully serve the citizens and City Commission of Winter Springs. For long-serving
employees, the City Commission has expressed their interest in presenting these employees
with a Resolution at a City Commission meeting. In such cases, a Resolution is submitted
to the City commission on the Consent Agenda for approval. Upon approval by the City
Commission, the applicable employee is either presented with the Resolution at the time
same City Commission meeting during the Awards and Presentations or they attend a
future City Commission meeting to receive their Resolution.
CONSIDERATIONS
: Ellen Simpson began her career with the City of Winter Springs
on October 31, 1985 as a member of the Records Section eventually moving to the
position of Administrative Assistant to the Chief of Police where she has faithfully served
under the administration of four sitting Chiefs of Police. Not only as Ellen been a loyal
employee, she has also been involved as a sworn Auxiliary Police Officer and a member of
the Elder Services Division, lending a helping hand and source of support for our elderly
members of our community, as well as a confidant, source of comfort, and a friend to all
of the members of the Police Department and the city as a whole. Her personal touch and
words of encouragement to those in need will be missed in our department. Ellen’s last
day was June 20, 2011.
FISCAL IMPACT:
There is no fiscal impact associated with approval of this resolution.

COMMUNICATIONS EFFORTS:
This Agenda item has been electronically forwarded
to the Mayor and City Commission, City Manager, City Attorney/Staff, and all e-alert/e-
citizen recipients and is available on the City’s website, Laserfiche, and the City’s server.
Additionally, portions of this Agenda item are typed verbatim on the respective meeting
agenda which has also been electronically forwarded to the individuals noted above; and
which is also available on the city’s website, Laserfiche, and the City’s server; has been
sent to City staff, media/press representatives who have requested Agendas or Agenda
item information, Homeowner’s Associations/Representatives on file with the City, and all
individuals who have requested such information; and has been posted outside City Hall;
posted inside City Hall with additional copies available for the general public, and posted
at five (5) different locations around the city. This Agenda item is also available to any
new individual requestors. City Staff is always willing to discuss this or any Agenda item
with any interested individuals.

RECOMMENDATIONS
It is recommended that the City Commission approve
Resolution Number 2011-28 in honor of Police Department employee Ellen Simpson and
her 23 years of dedicated service to the City of Winter Springs.

SPRINGS, FLORIDA, RECOGNIZING ELLEN SIMPSON FOR HER 25 YEARS
OF DEDICATED SERVICE AS AN EMPLOYEE OF THE CITY OF WINTER
SPRINGS; AND EXPRESSING OUR APPRECIATION ON BEHALF OF THE
CITIZENS OF THE CITY OF WINTER SPRINGS; AND PROVIDING FOR AN
EFFECTIVE DATE.
II HEREAS, ELLEN SIMPSON has provided the residents of Winter Springs and members of the Police
Department with 25 years of dedicated and distinguished service; and
WHEREAS, ELLEN SIMPSON joined the City of Winter Springs on October 31, 1985 as a Records Clerk
with the Police Department; and
WHEREAS, ELLEN SIMPSON was shortly thereafter assigned to the position of Administrative Assistant to
the Chief of Police where she has since faithfully served under the command of four sitting police chiefs during her
long and distinguished career; and
WHEREAS, ELLEN SIMPSON has shown great commitment and pride in working for the City by also
becoming a sworn Auxiliary Police Officer and member of the Elder Services Division providing a helping hand and
source of support to our elderly community, and for being a confidant and friend to everyone she has met.
Now THEREFORE, BE IT RESOLVED by the City Commission of the City of Winter Springs,
Florida as follows:
SECTION I — That the Mayor and Commission, City Manager, and Staff of the City of Winter Springs upon
the occasion of ELLEN SIMPSON'S retirement takes great pleasure to recognize and honor her for her uncommon
level of distinguished service to the residents of Winter Springs through her employment in the Winter Springs Police
Department.
SECTION II — That this Resolution commending the services of ELLEN SIMPSON be recorded upon the
official Public Records and Minutes of this City Commission of the City of Winter Springs, Florida.
SECTION III — That a copy of this Resolution be forwarded to ELLEN SIMPSON with our sincerest thanks
for her many contributions.
