Roll Call: Chairperson Alice Bard, present Vice Chairman Roberto Carlos Acevedo, arrived at 7:43 p.m. Board Member Larry Chmura, present Board Member JoAnn Mattie, absent Board Member Lorry Roero, present The Pledge of Allegiance was led by Board Member Bard. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The January 4, 2011 Beautification Of Winter Springs Regular Meeting Minutes. Chairperson Bard asked, "Do I have a Motion to Approve the meeting Minutes for the January 4 meeting ?" "SO MOVED." MOTION BY BOARD MEMBER CHMURA. SECONDED BY BOARD MEMBER ROERO. DISCUSSION. VOTE: BOARD MEMBER ROERO: AYE CHAIRPERSON BARD: AYE BOARD MEMBER CHMURA: AYE MOTION CARRIED. REPORTS Assistant to the City Clerk Gayle Coutant reviewed Ordinance Number 2011 -05 with the Board Members present. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department — Urban Beautification Services Division Discussion Regarding City Of Winter Springs' Arbor Day Event. Mr. Mike Mingea, Arborist, Urban Beautification Services Division, Community Development Department introduced this Agenda Item and distributed the traffic route map and "Public Service Announcement" to the Board Members. Discussion. Next, Mr. Mingea reminded everyone that this Arbor Day Event would be held at Central Winds Park with the City of Winter Springs giving away 500 trees to City residents. Mr. Mingea then discussed the itinerary of the Event, with possible special guests. Discussion ensued on a traffic route map and handouts for the attendees of the event. Mr. Mingea then commented, "Lukas Nursery has helped us so generously with offerings and donations. They have done both current and in the past." CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - APRIL 5, 2011 PAGE 3 OF 5 Chairperson Bard asked, "What time do you want us to show up and where ?" Mr. Mingea replied, "If you are there by eight o'clock (8:00 a.m.) that ought to give us enough time to start unloading the trailer." In reference to providing tree information to attendees, Chairperson Bard suggested, "Maybe a nice photo of a mature one, so folks can get an idea." Mr. Mingea noted, "I understand." Further discussion ensued. Next, Mr. Mingea mentioned, "I wanted to contact, if it's okay with you, our former Board Member, Cara Lynn Roesner." Discussion ensued on Girl Scout participation. Chairperson Bard said, "I think that would be wonderful if she would be willing to come and participate." Board Member Lorry Roero then noted, "When she resigned she said she would be happy to help." Further comments were made regarding residents of the City being the only recipients of the tree giveaway, the process of tree distribution and the criteria for meeting Tree City USA standards in relation to this event. Chairperson Bard mentioned, "I can see this being a future Agenda Item for the next meeting." Following, Chairperson Bard asked Assistant to the City Clerk Coutant, "Maybe send out a reminder to all BOWS (Beautification of Winter Springs) Members who were planning on participating say a week — to ten (10) days before the 30 (of April 2011)." REGULAR 601. Community Development Department — Urban Beautification Services Division Providing An Update On The Memorial Tree Planting Program. Mr. Mingea referred to Agenda Item "205" from January 24, 2011, City Commission Regular Meeting relating to the Memorial Tree Planting Program and stated, "It's Adopted and done." Chairperson Bard then asked "Would you let us know when people do take advantage of it ?" Mr. Mingea replied, "Yes. What I'll do is keep an actual inventory track." REGULAR 602. Community Development Department — Urban Beautification Services Division Update On The City Banner Program. Mr. Mingea informed the Board that because there was no City logo established, there was no current update. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING — APRIL 5, 2011 PAGE 4 OF 5 Following, Mr. Mingea stated, "It has to be completed in the design and accepted, then it can be presented." Chairperson Bard made recommendation for placing this Item on the next Agenda. REGULAR 603. Community Development Department — Urban Beautification Services Division Discussion Of Volunteerism. Board Member Larry Chmura discussed City volunteer opportunities for high school student's assistance in events such as Arbor Day and then said, "I was hoping to generally talk about other opportunities through the year where we might be able to get some of these kids involved." Following, discussion ensued on community service hours which high school students are required to fulfill as a qualification for the Bright Future Scholarship and projects in which could utilize help from volunteers. Mr. Mingea asked Assistant to the City Clerk Coutant about local high school students utilizing community service hours. Assistant to the City Clerk Coutant indicated that this process was handled through Ms. Mary Wilson, Human Resource Coordinator, Finance and Administrative Services Department. Vice Chairman Roberto Carlos Acevedo arrived at 7:43 p.m. Following, discussed ensued relating to the City's Website and listing of volunteer opportunities. Tape 1 /Side B Mr. Mingea suggested the Board contact Mr. Joe Alcala, IT Coordinator /Security Administrator - Information Services Department regarding the City's Website. Board Member Chmura stated, "I will list it under Reports for next time." REGULAR 604. Community Development Department — Urban Beautification Services Division Discussion Of Potential Future Proiects. Vice Chairman Acevedo began discussion on this Agenda Item and addressed "signage" issues. Chairman Bard talked about a company named Wilderness Graphics, Inc. who she has worked with, that could provide laminated, weather protected signage and then suggested she would provide Assistant to the City Clerk Coutant with contact information. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING — APRIL 5, 2011 PAGE 5 OF 5 With further comments, the Board discussed this type of signage for the Memorial Tree Program, the possibility of a donation box at the entrance to the Cross Seminole Trail or at City Hall, and Eagle Scout's possibly assisting with signage. Next, the Board discussed food Vendors and donations from businesses. Continuing, Chairperson Bard commented on previously awarded Grant projects and suggested there be a future Agenda Item updating the Board on these Grants and arbor funding. Board Member Chmura remarked, "For not having any money Mike (Mingea) you are making a difference in the City. I see it on Moss Road, I see it in the Highlands on Shepard (Road)..." Mr. Mingea stated, "...I appreciate it because we try hard." In other City business, Mr. Mingea briefed the Board about the delay of Shepard Road improvements due to the Florida Department of Transportation's road widening project of US 17 -92. Lastly, Chairperson Bard summarized that Agenda Items for the July meeting should include: "Discussion Regarding City Of Winter Springs Arbor Day Event "; "Update On The City Banner Program "; "Discussion Of Potential, Future Projects; and "Discussion Of New Neighborhood Grant Program Targeting Tree -Type Grants ".
