Home My WebLink About2011 06 15 Informational 100 FDOT Project UpdateBICYCLE AND PEDESTRIAN ADVISORY COMMITTEE AGENDA ITEM 100 June 15, 2011 Meeting CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR MGR /DEPT Authorization REQUEST: Public Works Department providing information to the Bicycle and Pedestrian Advisory Committee regarding the status of several future Florida Department of Transportation (FDOT) projects in the Winter Springs vicinity, and an update on several transportation projects recently submitted by City Staff to Metroplan Orlando for funding consideration SYNOPSIS: The Florida Department of Transportation (FDOT) is currently planning several major transportation projects in the Winter Springs vicinity. This agenda item provides a brief description and status update for each project. This agenda item also provides information on several projects recently submitted by City Staff to Metroplan Orlando for funding consideration. CONSIDERATIONS: The following are future Florida Department of Transportation projects located in or near the City of Winter Springs. City Staff will continue to track these projects and periodically provide the Committee with status updates. The following projects are funded entirely by federal and /or state sources and do not involve any City funding. 1. Project: US 17 -92 from Shepard Road to Lake Mary Boulevard (3.5 miles) Description: Pavement Resurfacing Schedule: Construction scheduled to start in late summer 2011 Funding: Construction is funded at an estimated cost of $2.3 million 2. Project: S.R. 434 from west of S.R. 417 to Mitchell Hammock Road (3.8 miles) Description: Pavement resurfacing, add paved shoulders /bike lanes, add sidewalks where feasible June 15, 2011 Agenda Item #100 Page 2 of 4 Schedule: Currently in design; construction scheduled in 2013 Funding: Construction is funded by FDOT at an estimated cost of $2.8 million 3. Project: US 17 -92 from Shepard Road to Lake Mary Boulevard (3.5 miles) Description: Widen from four (4) to six (6) lanes Schedule: Currently in design; construction scheduled to start in early 2015 with completion in early 2017 Funding: Construction is funded at an estimated cost of $37.4 million 4. Project: S.R. 434 from S.R. 419 to Tuskawilla Road (2.0 miles) Description: Resurfacing Schedule: Design in late 2012; construction in 2015 Funding: This project is not currently programmed for funding; however, FDOT staff expects that it will be programmed later this year. 5. Project: S.R. 434 from S.R. 434 to Mitchell Hammock Road (3.8 miles) Description: Widen from two (2) to four (4) lanes Status: This project is currently in the Metroplan Orlando Long Range Transportation Plan with an estimated completion date in 2025. The project was recently given a high ranking for possible funding of the Project Development and Environment (PD &E) phase in the amount of $1.5 million starting in FY 2016/17. The PD &E is the first phase of the project and it defines the process to ensure that the engineering and environmental impact analysis comply with the applicable federal and state regulations. The PD &E phase has an extensive public involvement component. The phases that follow the PD &E are design, right -of -way acquisition, and construction. None of these phases are currently programmed for funding. Update on City Projects Submitted to Metroplan Orlando for Funding: • City Staff recently submitted the following two transportation projects to Metroplan Orlando for consideration of funding under Metroplan's Management and Operations program. 1. Intersection Improvements at S.R. 434 and Tuskawilla Road This project consists of improvements to Market Square area and other locations at this intersection to improve safety, capacity, and operations. The concept plan for this area will be further discussed with the Commission in detail at the upcoming Town Center Workshop. 2. Intersection Improvements at S.R. 434 and Winding Hollow Blvd. This project consists of the installation of a right -turn deceleration lane on S.R. 434 eastbound at Winding Hollow Boulevard. This is a needed safety improvement project that is part of the City's Capital Improvements Program. June 15, 2011 Agenda Item #100 Page 3 of 4 Based on the project rankings developed over the past several weeks at the Metroplan sub - committee level, it appears that the City is favorably positioned to receive up to $500,000 towards the above listed projects over the next five years. The design phases of both projects listed above were combined into one project that is currently ranked #1 for funding in FY 2012/13 in the amount of $250,000. The construction phase of the S.R. 434 turn lane at Winding Hollow Blvd. is currently ranked #8 and is projected to be funded for construction in FY 2015/16. The construction phase for the S.R. 434 / Tuskawilla Road project, which is estimated to be up to $1.5 million, is not funded for construction but will remain on Metroplan's Management and Operations unfunded project list for future consideration. • City StaffBPAC recently submitted the following two projects to Metroplan Orlando for funding consideration under Metroplan's Bicycle & Pedestrian Facility program. The projects listed below were ranked first and third, respectively, which means both are likely to be funded within the next five years. 1. Winter Springs Town Center Sidewalk Improvements Project: This project consists of the installation of sidewalks at various locations within the Town Center, including Winter Springs High School, Doran Drive, and at City Hall. The project enhances intermodal transportation by providing convenient and accessible sidewalks to high school students and faculty, visitors of Winter Springs High School, City Hall, and the Town Center. The grant funding for this project is up to $300,000, with the only local match consisting of Staff time for project administration, design, and inspection. 2. North Village Walk Pedestrian Connectivity Project: This project consists of the installation of sidewalks to fill in sidewalk gaps along various City streets including Cortez Avenue, 1 st Street, Devon Avenue, Fairfax Avenue, Sherry Avenue, and 3 rd Street. These streets are in the vicinity of high pedestrian attractors such as Winter Springs Elementary School, Torcaso Park, Sunshine Park, the Winter Springs Senior Center, and bus stops on S.R. 434. The grant funding for this project is up to $300,000, with the only local match consisting of Staff time for project administration, design, and inspection. FISCAL IMPACT: This agenda item is for information only and has no fiscal impact. COMMUNICATION EFFORTS: This Agenda Item Has Been Electronically Forwarded To The Mayor And City Commission, City Manager, City Attorney /Staff, And All eAlert/eCitizen Recipients, And Is Available On The City's Website, LaserFiche, And The City's Server. This Agenda Item Is Also Available To Any New Individual Requestors. City Staff Is Always Willing To Discuss This Or Any Agenda Item With Any Interested Individuals. This Agenda Item was submitted to the City Commission as Informational Agenda Item #103 at the June 13, 2011 City Commission meeting. RECOMMENDATION: Staff recommends that the Bicycle and Pedestrian Advisory Committee review and accept the information in this agenda item. ATTACHMENTS: None
