Roll Call: Chairperson Judy Converso, present Vice Chairman Terry Patten, absent Committee Member Richard Lane, present Committee Member Brian Oliver, present Advisory Committee Member Richard Lane led the Pledge of Allegiance. Office Of The City Clerk Requesting Approval Of The January 14, 2010 Oak Forest Wall And Beautification District Advisory Committee Regular Meeting Minutes. "I MAKE A NOMINATION TO APPROVE (JANUARY 14, 2010 REGULAR MEETING MINUTES)." MOTION BY CHAIRPERSON CONVERSO. SECONDED BY ADVISORY COMMITTEE MEMBER OLIVER. DISCUSSION. REPORTS No Reports were given. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. CITY OF WINTER SPRINGS, FLORIDA MINUTES OAK FOREST WALL AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - JANUARY 13, 2011 PAGE 4 OF 5 REGULAR AGENDA - PART II REGULAR 602. Community Development Department — Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department introduced this Agenda Item and discussed the Assessments collection within the District. With further discussion, Mr. Richart spoke about the fact that we are now provided with an Annual Report for Oak Forest and stated, "This is something that I am really proud of; our new company NBS [Government Finance Group] is providing us with this. And this basically is a recap of everything you need to know that happened with our District for the past year and going forward." Mr. Richart added, "When we did meet for the Special meeting last year, we Voted to move forward with refinancing the remaining debt at a lower interest rate. We have a pay-off date of June 30�', 2017, so, when that date comes we will be debt free. Our rate of delinquencies is actually less than Tuscawilla (Lighting And Beautification District). It is good." REGULAR 603. Community Development Department — Urban Beautification Services Division Review Of Bud�et. Mr. Richart presented this Agenda Item and reviewed the Maintenance Items and the Progress within Oak Forest Subdivision. With further discussion, Mr. Richart noted "As tight as our budget is, we cannot spend and put in all the plants that we want to put in every year." Mr. Richart added, "The sprinklers are off now but I am putting a freeze sensor on the two (2) timers that we have for the wall; if it goes below thirty-seven degrees (37°) it will shut them off automatically. We need to change out the rain sensors. Mr. Richart commented, "We are in Maintenance mode; if you all want to continue to meet Quarterly, I am great with it. If attendance stays the way it is, we may want to consider having one (1) annual Meeting a year and have Special Meetings available if we want to call them." Further discussion resulted in Mr. Richart stating, "Maybe next time we meet, we can Vote on it to say, the Board is now recommending that we meet once a year because there is not that many issues; if something comes up we can call a Meeting." CITY OF WINTER SPRINGS, FLORIDA MINUTES OAK FOREST WALL AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING — JANUARY 13, 2011 PAGE 5 OF 5 Mr. Richart then said that he would take this information to the City Manager for his consideration. Chairperson Converso stated, "If there is no further business, we will meet again in April, the date being April 14�', [2011]."
