HomeMy WebLinkAbout2011 03 15 Public Hearings 502.7 WS-1, WS-2Date: March 15, 2011 The following presentation was shown to the Code Enforcement Board during Public Hearings 502.7 by Inspector Jim Flannigan on March 15, 2011: Evidence WS -1: Code Enforcement Bureau ovic City of Winter Springs Code Enforcement Board Case Number 71- 0024545 601 Marlin Road William Riggin Section 13 -2 (Trash and Debris) Notice Posted March5th 1 2011 Inspector —Butch West Code Enforcement Bureau oVic • On 4 January, 2011, 1 observed the front screen door at this residence to be hanging open. Closer inspection revealed that it was ripped from its hinges and propped in the entrance way. Trash and debris, including an old plastic chair and what appeared to be construction material, littered the yard by the front porch. Old tires, plastic buckets and wood scrap also littered the back yard. Front window shades were also torn and tattered. • Because the house appeared to be vacant, warning notices which would normally have been left on the front door were mailed to the homeowner by regular first class mail. Code Enforcement Bureau oVic • On 19 January, the property failed re- inspection and a letter of notification was sent to the homeowner via certified mail. The receipt was returned indicating Mr. Riggin received the letter on 21 January. • The property again failed inspection on 20 February. On that date I received information from a neighbor that Mr Riggin lives out of state and only returns to Winter Springs once a year for the annual Bike Week in Daytona, during which time he uses the home as a "flop" house. This date also coincides with the first weekend of Bike Week. • As of this date, the property is still in violation and I have seen no evidence of any attempts to bring it into compliance. Code Enforcement Bureau oVic FIOR DA J y • Notice of this board hearing was posted on 5 March, 2011. • The property failed re- inspection on 4 January, 19 January, 20 February and 5 March of this year. • This property is still in non - compliance. • We are asking for finding of fact and relief.
