Authorization REQUEST: The Police Department requests to use Fleet Financial Auto Sales and Leasing, via quote/bid process, for the purchase of two (2), one year old vehicles in the amount of $13,720.00 from Local and Federal Special Law Enforcement Funds. ______ SYNOPSIS: To be more prudent with our budget, the Police Department desires to purchase two (2), year-old pre-owned vehicles that have the balance of a factory warranty. Purchasing the two pre-owned vehicles will allow a greater return of investment on the vehicles. The Police Department requests the Commission to approve the expenditure of $5,970.00 from Special Law Enforcement Federal Funds and $7,750.00 from Special Law Enforcement Local Funds. The current balance in Special Law Enforcement Federal Funds is $16,732.88 and $22,977.28 is the balance in Special Law Enforcement Local Funds. CONSIDERATIONS: The Police Department Criminal Investigations Bureau utilizes unmarked vehicles in their duties. One of their current vehicles is a 2001 Chevrolet Monte Carlo. This vehicle is having extensive electrical and other mechanical issues. The trade-in allowance offered to us by Fleet Financial Auto Sales and Leasing on the 2001 Chevrolet Monte Carlo is $2,530.00. The vehicle being purchased to replace it is a 2010 Pontiac G6, priced at $8,500.00. After consideration of the trade-in allowance, the final selling price for the 2010 Pontiac G6 is $5,970.00. CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION MEETING MARCH 14, 2011 CONSENT AGENDA ITEM 202 PAGE 2 OF 3 The second vehicle used by the investigators is a 2003 Volkswagen Jetta that Aristocrat Volkswagen loaned to us until we purchased it from them in 2007 for $12,470.00. This vehicle has reached its serviceable life with the police department and is starting to have increasing maintenance costs. It will also net a greater return of investment by trading it for a 2010 Ford Fusion that has a balance of a factory warranty. The Ford Fusion selling price is $10,500.00 the trade-in allowance offered to us by Fleet Financial Auto Sales and Leasing on the Volkswagen Jetta is $2,750.00. After factoring in the trade-in allowance, the final selling price on the 2010 Ford Fusion is $7,750.00. Purchasing these two vehicles that are a year old and still have a balance of a factory warranty will increase our return of investment and the vehicle depreciation works to our favor since the original owner realized the initial depreciation of the unit. The vehicles we purchase from Fleet Financial Auto Sales and Leasing will be assigned to criminal investigators and operated in a non-police patrol environment. Due to the price and condition of these vehicles, this is a program we desire to implement for other general assignment vehicles at the police department. FISCAL IMPACT: Funding is requested from Police Special Law Enforcement-Local (Line code 103-64000) in the amount of $7,750.00. The current the balance in this fund is $22,977.28. Funding is requested from Police Special Law Enforcement-Federal (Line code 108-64000) in the amount of $5,970.00. The current balance in this fund is $16,732.88. COMMUNICATION EFFORTS: Post the agenda prior to the meeting at various locations throughout the city. RECOMMENDATIONS: Approve the use of Fleet Financial Auto Sales and Leasing of Longwood, Florida using quote/bid process for the purchase of two (2), one year old vehicles from Special Law Enforcement Funds Local and Special Law Enforcement Funds Federal for a total expenditure of $13,720.00. Additionally, approve the disposition of existing city vehicle assets numbered 307418 and 301732 through trade-in procedures.
