EDC MISSION: To aggressively attract, retain and grow primary jobs for the Metro Orlando region.
PRIMARY SECTOR BUSINESS: A business that exports goods and services outside of the region, which brings new capital into the local economy.
TARGETED PRIMARY SECTORS: Aerospace & Defense Digital Media Life Sciences Film & Television

OBJECTIVE A Retain and expand local companies in the primary sector.
TACTIC 1 Project Management (Retention / Expansion)
Provide assistance to local companies retaining or adding jobs. This includes but is not limited to
providing information (eg. labor, tax structure, educational attainment, average wages, quality of life);
communicating this region's business case; facilitating meetings with necessary contacts; and
informing company of applicable state and local programs.
TACTIC 2 Business Visitation Program
Program ensures we visit each of our primary sector companies at least once every 12- months to
express appreciation for business investment on behalf of the EDC and government partners.
Program is a way to develop and maintain relationships and communication lines with these
businesses.
A survey process is utilized to identify barriers to continued investment and employment growth as
well as identify opportunities to upgrade and expand business functions. Survey responses will build
company intelligence with emphasis on local operations.
The data gathered will guide policy development and strategic initiatives as well as provide the
creation of high levels of sector intelligence that will be used to support business recruitment and start-
up activities.
TACTIC 3 Corporate Headquarter Relationships
Applies to local companies with headquarters outside of the region. We will build relationships with
headquarters officials to express gratitude for contributions to the region's economy and to express our
desire to enhance our business climate for purposes retaining and growing the company's presence.
Meetings may include Board Members and government partners.

TACTIC 4 Response Plan for a Local Company Considering Closure or Relocating Outside of Region.
Work with government and community partners to develop a retention plan for each identified retention
concern.
TACTIC 5 Response Plan for a Local Company Acquired by a Company Outside of the Region.
Develop a plan to build relationships with management of new company acquiring local company for
the purpose of retaining and potentially growing jobs. Track mergers and acquisitions as well as
trends that could indicate possible change in a company's location decision (eg. change in
management or mass layoffs). Project Managers and Business Intelligence may utilize resources such
as Google Alerts and Lexis Nexis.
TACTIC 6 Manage situations where a local primary sector business is relocating within the Metro Orlando
area.
Establish an internal response plan to promote proper communication and partner actions to promote
regionalism, good partner practices and proper use of local incentives.
TACTIC 7 Direct local companies to appropriate resources within the region's support network.
The network is comprised of organizations that provide (sometimes free) resources for local
companies including the Disney Entrepreneur Center and its several service- providers, the Technology
Research & Development Authority, Downtown Development Board, UCF's Florida Economic
Gardening Institute, Enterprise Florida, city and county partners, and other partners, etc.
OBJECTIVE B Recruit new companies to the region.
TACTIC 1 Project Management (Recruitment)
Assistance for new -to- market companies considering Metro Orlando. This includes but is not limited to
providing information (eg. labor, tax structure, educational attainment, average wages, quality of life);
communicating this region's business case; facilitating meetings with necessary contacts; and
informing company of applicable state and local programs. Reactively respond to requests for
information from Enterprise Florida, site selectors, real estate brokers and other lead sources.
TACTIC 2 Validate Sector Opportunities through Economic Analysis and Competitive Review
In order to recruit companies effectively, the targeted companies must be within a primary sector that
has been validated as having future capacity to produce capital investment and jobs; a competitive
analysis must show that our region has the capability to compete in terms of business climate and
necessary infrastructure.
TACTIC 3 Develop and Execute Proactive Marketing Strategy for each validated sector.

OBJECTIVE C Support new business startups in the primary economic sector.
TACTIC 1 Project Management (Start -Up)
Assistance includes but is not limited to providing information (eg. labor, tax structure, educational
attainment, average wages, quality of life); communicating region's business case; facilitating
meetings; and informing company of applicable state and local programs. As well as help match the
start -up with sources of capital.
TACTIC 2 Direct local companies to appropriate resources within region's entrepreneurial support
network.
This includes connecting start -up with technology transfer and other programs at University as well as
the many service- providers through the Disney Entrepreneur Center, resources from city /county
partners, support of Workforce Florida /Central Florida, Enterprise Florida, etc. and other partners
where applicable.
TACTIC 3 Ensure start -up within primary sector is integrated into Business Visitation Program.
OBJECTIVE D Operate as the Metro Orlando Film & Entertainment Commission
TACTIC 1 Project Management (Production Based)
Support ongoing production activity through entire production schedule by facilitating one -stop
permitting process, providing location assistance and increasing exposure of Metro Orlando's
production infrastructure and skilled crew base; share any applicable state and local programs.
TACTIC 2 Conduct Out -of- Market Prospect /Sales Missions
To attain productions including film (studio and independent), television, commercial and digital media
production. Missions planned in tandem with trade shows and film festivals in order to coordinate and
schedule in- market meetings with companies and executives prior to attending; Partner with
participating associations and private industry to maximize exposure and maintain fiscal responsibility.
TACTIC 3 Conduct project specific Familiarization (FAM) Tours
FAM Tours are for the top production decision makers, including but not limited to, studio executives,
directors, producers, and location managers in order to expose Metro Orlando's production climate to
the global community.
TACTIC 4 Develop and execute aggressive marketing and outreach strategies
The goal is to communicate new incentives and initiatives. One example is through a direct mail of
3,500 Orlando Filmbooks to targeted production executives in New York and Los Angeles. 01/11
