REQUEST: The City Manager is requesting that the City Commission set two FY2012
Budget Workshop dates, for consideration of 1) City's pension plan and 2) the overall
FY2012 Budget.
SYNOPSIS:
The City Manager desires to apprise the Commission and receive opinion in a workshop forum
regarding the pension plan and the 2012 budget and requests that the Commission establish
workshop dates for such purposes.
CONSIDERATIONS:
On February 14, 2011, the Commission approved the fiscal year 2012 Budget Calendar
(attached). Some of the budget dates have yet to be determined and this agenda item seeks to
establish two workshop dates. The first workshop will concern itself with pension issues and the
second workshop will consider a macro view of the General Fund's 2012 Budget.
The following is a brief timeline of key dates relative to the pension plan:
Fall of 2009 Establish new actuary
August 2010 2008 Valuation Report
September 2010 2009 Valuation Report
February 2011 2010 Valuation Report
March 2, 2011 GRS meeting with City Manager and Directors
March 9, 2011 Staff meeting — pension plan recommendation
March 16, 2011 Pension Board of Trustees (discussion of plan
alternatives)
The tentatively scheduled meeting of the Pension Board of Trustees was subsequently
rescheduled to March 16 In order to allow sufficient response time, we would like to target the
week of April 11 t '. Two hours should be sufficient to properly set forth the information and
engage in substantive conversation on plan direction. Commission Chambers is available on
4/12, 4/13 and 4/15.
The target week for the second workshop (General Fund macro view) is the last week of April.
Commission Chambers is available on 4/26, 4/27, 4/28, and 4/29.
FISCAL IMPACT:
Early implementation of pension plan changes for FY 2011 would impact FY 2011 pension
costs.
COMMUNICATION EFFORTS:
This Agenda Item has been forwarded to the Mayor and City Commission; City Manager; City
Attorney /Staff; placed in Press Packets; placed in the City Hall (Lobby) City Commission
Meeting binder; and is available on the City's Website, LaserFiche, and the City's Server.
Additionally, information related to this Agenda Item has been sent to media/press
representatives who have requested Agendas /Agenda Item information, all Homeowner's
Associations on file with the City, all individuals who have requested Agendas /Agenda Item
information, Department Directors; and also posted outside City Hall; posted inside City Hall
with additional copies available for the general public; and posted at five (5) different locations
around the City.
Furthermore, the following will be completed to further communicate the information in this
Agenda Item:
• The 2012 budget calendar which is on the website will be updated to reflect the two
workshops
• The City Calendar will be updated to reflect the two workshops
RECOMMENDATION:
City Manager recommends that the City Commission establish the above - mentioned workshop
dates.
