Roll Call: Chairman Laura -Leigh Wood, present Vice Chairman Hugh Fisher, present Board Member Dick Crenshaw, present Board Member Barbara Croswell, present Board Member Carole Giltz, present Board Member Tony Ingria, present Board Member Leah Weisman, present Attorney Kate Latorre, absent Chairman Wood mentioned for the Record that all Board Members were present. Office Of The City Clerk Requesting Approval Of The November 16, 2010 Code Enforcement Board Regular Meeting Minutes. Chairman Wood asked the Board Members, "Do I have a Motion for the Minutes of November 16', 2010 to be Approved ?" "SO MOVED." MOTION BY BOARD MEMBER CRENSHAW. SECONDED BY VICE CHAIRMAN FISHER. DISCUSSION. Office Of The City Clerk Assistant to the City Clerk Coutant advised the Board Members that a new Member List had been distributed and asked if there were any changes to please advise the Office of the City Clerk. CITY OF WINTER SPRINGS, FLORIDA MINUTES CODE ENFORCEMENT BOARD REGULAR MEETING -JANUARY 18, 2011 PAGE 3 OF 10 Continuing, Assistant to the City Clerk Coutant announced, "On behalf of the Mayor and the City Commissioners, we just recently sent out an invitation to a Farewell Event for Commissioner McGinnis and former Mayor Bush." ❖❖ AGENDA NOTE: THE FOLLOWING REPORT WAS DISCUSSED NEXT, FOLLOWED BY THE REST OF THE REPORTS. ❖ ❖ REPORTS 405. Code Enforcement Board Members Board Member Dick Crenshaw inquired about the Member List and said, "I never knew I was At- Large." Captain Glenn Tolleson, Code Enforcement Bureau, Police Department announced, "Actually the City did that - I want to say it was in December, after the Charter Review passed and they also changed how all the Boards would be handled. They passed an Ordinance that each of the Commissioners would assign one (1) (Board Member) — with two (2) being At- Large." Further discussion. REPORTS 403. Code Enforcement Chair Chairman Wood commented to Captain Tolleson, "Thank you so much for you and your team doing such a great job because what that has meant is us not having to be here. Of course, we like to be here and volunteer our time, but thank you for doing such a great job on behalf of everyone here. It was a great letter that Board Member Fisher sent." REPORTS 404. DISCUSSION. ASSISTANT TO THE CITY CLERK ASKED, "DOES VICE CHAIRMAN ACCEPT?" VICE CHAIRMAN FISHER REPLIED, "I WILL ACCEPT IT." Chairman Wood then asked Captain Tolleson, "How do you intend to Post the fiiture calendar ?" Captain Tolleson answered, "It requires the Board to allow us to Post properties ten (10) days prior to the Hearing." Next, Chairman Wood remarked, "Do I have a Motion to accept the qualification for posting for calendar year of 2011 and forward ?" "SO MOVED." MOTION BY VICE CHAIRMAN FISHER. Following, Chairman Wood then asked Captain Tolleson to present his qualifications. Captain Tolleson noted, "I've been with the City for twenty -five (25) years." Chairman Wood then asked, "Do I have a Motion to Approve Captain Tolleson? He is more than qualified." "SO MOVED." MOTION BY BOARD MEMBER CRENSHAW. SECONDED BY BOARD MEMBER GILTZ. DISCUSSION. In reference to the "Finding of Facts" and "Relief Orders ", Chairman Wood asked, "Any suggested changes to be made ?" Captain Tolleson noted he had been working with the Assistant City Attorney, Kate Latorre and has a recommended change to the "Relief Order" stating, "The `Relief Order' does not get Certified into the Public Record of Seminole County until after they've had the opportunity, if they are found Guilty and if they are found to be in Non - Compliance where a monetary value is assessed, that they still have one (1) more Hearing prior to that Order being Recorded." Discussion. "THE MOTION IS — TO HAVE OUR BOARD'S ATTORNEY RE -WRITE THE `RELIEF ORDERS' — SPECIFICALLY IN THE FILING REGARDING THE TIMING OF THE `RELIEF ORDER' WITH THE SEMINOLE COUNTY CLERKS OFFICE UNTIL MONETARY VALUE IS ASSESSED."
