REQUEST:
The City Manager is requesting that the City Commission consider endorsing City of Sanford
Commission Member, the Honorable Patty Mahany, to serve on the Seminole County Expressway
Authority (SCEA), in coordination with the Council of Local Governments in Seminole County (CALNO).
SYNOPSIS:
Based on past practices, the Council of Local Governments in Seminole County (CALNO) annually asks
that our City Commission consider endorsing candidates to serve on the Seminole County Expressway
Authority (SCEA); and in concert with that, we are being requested to ratify the nomination of City of
Sanford Commission Member Patty Mahany.
CONSIDERATIONS:
Previously, the Council of Local Governments in Seminole County (CALNO) has recommended
representatives and /or endorsed nominees to serve on the Seminole County Expressway Authority
(SCEA).
The Seminole County Expressway Authority (SCEA) has requested that each City in Seminole County
officially endorse CALNO's (Council of Local Governments in Seminole County) recommendation, in
writing.
The letter from the Seminole County Expressway Authority (SCEA) was received by the City on January
26, 2011, 2 days after our most recent City Commission Meeting. Upon receipt of this letter from the
Seminole County Expressway Authority (SCEA), Staff has been in touch with the Seminole County
Expressway Authority (SCEA) and since then, dates have been revised.

Endorsements will now go before the Seminole County Board of County Commissioners at their
February 22, 2011 Meeting. [This date has been revised per Debbie Rogers with the Seminole County
Expressway Authority (SCEA)].
FISCAL IMPACT:
There is no fiscal impact with the Approval of this Agenda Item
COMMUNICATION EFFORTS:
This Agenda Item has been forwarded to the Mayor and City Commission; City Manager; City
Attorney /Staff; placed in Press Packets; placed in the City Hall (Lobby) City Commission Meeting binder;
and is available on the City's Website, LaserFiche, and the City's Server. Additionally, information
related to this Agenda Item has been sent to media /press representatives who have requested
Agendas /Agenda Item information, all Homeowner's Associations on file with the City, all individuals
who have requested Agendas /Agenda Item information, Department Directors; and also posted outside
City Hall; posted inside City Hall with additional copies available for the general public; and posted at
five (5) different locations around the City.
RECOMMENDATION:
The City Commission is requested to direct the City Manager to submit a letter to Seminole County
from our Mayor and City Commission endorsing Sanford Commission Member, the Honorable Patty
Mahany to the Seminole County Expressway Authority (SCEA).

Municipal Appointment - Sanford City Commissioner Patty Mahany
Dear Commissioner Wolfram:
It is our understanding that the Council of Local Governments in Seminole County (CALNO), at
their January 5, 2011 Meeting, recommended Sanford City Commissioner Patty Mahany to succeed
retiring Sanford City Commissioner Art Woodruff as a Municipal Representative on the SCEA
Board. Said municipal term would be for two years (January 2011 -January 2013). Historically,
CALNO has served as a forum for recommending municipal representatives to serve as Authority
members.
Each of the seven (7) cities within Seminole County will need to endorse CALNO's
recommendation by placing the matter before their respective City Commission for official action,
and advising Seminole County of the action taken. Because of the requirements of Chapter 348,
Florida Statutes, CALNO's recommendation needs to be affirmed by a majority of the
municipalities and approved by the Seminole County Board of County Commissioners (BCC). We
anticipate placing this matter on the February 8, 2011 BCC agenda. In order to meet BCC agenda
submittal requirements, we respectfully request receipt of CALNO's recommendation in writing
and each City's letter endorsing CALNO's recommendation by February 2, 2011. By copy of this
letter, we are advising each City Manager of this schedule.
We look forward to receiving CALNO's recommendation and the municipal endorsements.
Thereafter, we plan on forwarding same to the County Commission for action at their February 8,
2011 meeting.
