HomeMy WebLinkAbout2010 10 20 Tuscawilla Lighting and Beautification District Advisory Committee Regular Meeting Approved MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING OCTOBER 20, 2010 CALL TO ORDER The Regular Meeting of Wednesday, October 20, 2010 of the Tuscawilla Lighting and Beautification District Advisory Committee was called to Order by Chairperson Mary Brook at 7:01 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Mary Brook, present Vice Chairperson Helen Baker, present Committee Member Luci Coker, absent Committee Member ponald Gilmore, present Committee Member Lidya Gongage, absent A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Requesting Approval Of The July 21, 2010 Tuscawilla Lighting And Beautification District Advisory Committee Regular Meeting Minutes. "I MOVE FOR APPROVAL OF THE MINUTES." COMMITTEE MEMBER GILMORE. SECONDED MOTION BY ADVISORY BY VICE CHAIRPERSON BAKER. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - OCTOBER 20, 2010 PAGE 2 OF 4 VOTE: VICE CHAIRPERSON BAKER: AYE CHAIRPERSON BROOK: AYE COMMITTEE MEMBER GILMORE: AYE MOTION CARRIED. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS Advisory Committee Member ponald Gilmore stated, "I took a tour of Winter Springs Boulevard today — I thought things looked quite nice on the Boulevard and the main front entrance." Mr. Steven Richart, Urban Beautification Services Manager, Community Development Department mentioned that November 1 l�', 2010 is the Veterans Memorial Service and is being supported by several groups. With further discussion, Mr. Richart asked Committee Member Gilmore, "If you want I can check and see if we can get a light tower over there." Committee Member Gilmore responded, "If we can get one, it would be helpful to us." Mr. Richart stated, "I will check into that and give you a call." Continuing, Mr. Richart noted that the "Hometown Harvest" will be held on Saturday, October 23, 2010. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING — OCTOBER 20, 2010 PAGE 3 OF 4 REGULAR AGENDA REGULAR 600. Community Development Department — Urban Beautification Services Division Community Development Department — Urban Beautification Services Division Review Of The Budgets. Mr. Richart spoke on this Agenda Item and presented a review of the Budget. Then, Mr. Richart noted, street lighting. We will January 1, [2011 ] ." Further discussion. "The thing that keeps going up is the power for the fountains and the know by the end of December what the rate is going to be effective Mr. Richart explained, "Basically, what I am trying to tell you is, for Fiscal Year [20']11 when we end that year, I have it computed to reduce Fund Balance by about forty-six to forty seven thousand dollars ($46,000.00 -$47,000.00) so, that is about how much we are using out of Fund Balance in a year's time. That is okay for now — but at some point you are going to run out of money if we keep spending more than we have essentially." Discussion ensued regarding the possibility of reactivating the Assessment Fee at some time in the future. Mr. Richart concluded, "Essentially this Budget that I have for you today is locked in until next September [2011]. I feel confident other than the street lighting that everything else is pretty well aligned." Mr. Richart added, "By the time we meet again it will be January. By that Meeting we need to have our minds in order on what we are going to do about this increase because I have to start working on the Budget in April or May. I will know better about the street lighting in December; so I will send you all an email. This is very important that you realize that these street lights are the biggest part of our program now." Chairperson Brook noted, "The thought of twenty-one thousand dollars ($21,000.00) for plants does concern me." Mr. Richart stated, "Either that or our deficit would be more. If we get down low, we can go to Commission — see where we go." Discussion ensued regarding going out to Bid for Landscaping Chemicals. Mr. Richart stated, "I think that we should put this out to Bid; get three (3) quotes; I can either bring it back and we talk about it or I can email you — but we are in a good time right now. So, we would need to have something in place in December." Community Development Department — Urban Beautification Services Division Review Of Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item and spoke about the fountains and the fountain equipment. Discussion. REGULAR 602. Community Development Department — Urban Beautification Services Division Update On The Landscaping Replacement Project. Mr. Richart presented this Agenda Item and discussed plant replacements throughout the Tuscawilla Assessment District. Discussion. REGULAR 603. Community Development Department — Urban Beautification Services Division Update On The Irrigation Retro-Fit Project. This Agenda Item was presented by Mr. Richart, who then said, "I am very pleased with how that came out; as you know we upgraded all the ninety (90) zones on that Boulevard [Winter Springs] — we put them all on one (1) controller. LSP Nursery [Inc.] was the low bidder." ADJOURNMENT Chairperson Brook adjourned the Regular Meeting at 8:01 p.m. RESPECTFULLY SUBMITTED: CAROL A.
