REQUEST:
The Community Development Department- Planning Division and Public Works- Engineering
Division requestthe Bicycle and Pedestrian Advisory Committee (BPAC) review, comment, revise
and if appropriate, accept the Sidewalk Facilities Map which includes a baseline inventory of
sidewalks.
SYNOPSIS: The purpose of this request is to present the Sidewalk Facilities Map for consideration
by the Bicycle and Pedestrian Advisory Committee (BPAC) as a basis for identifying service gaps
and priority projects.

APPLICABLE LAW, PUBLIC POLICY, AND EVENTS
Florida Statute 163.3177 Required elements of the comprehensive plan; studies and surveys.
Winter Springs Comprehensive Plan
Winter Springs Code of Ordinances (specifically, Sec. 2 -43 and 2 -44) Establishment of the Bicycle
and Pedestrian Advisory Committee.
BACKGROUND DATA
This Agenda Item is in response to the "2011 Critical Timeline for Data Development and Review"
distributed at the last meeting.
The Winter Springs Comprehensive Plan (Multimodal Transportation Element, Policy 1.1.3)
includes certain criteria for the evaluation of the City's Pedestrian Network:
The presence of pedestrian paths /sidewalks
• on both sides of roadways
• in areas of new development or
• within' /4 mile of
• existing schools,
• parks, or
• transit fixed service routes

The graphic data on the Sidewalk Facilities Map, illustrates these priorities. It is the intention that
this network be achieved by 2030.
Based on these priorities, a spreadsheet listing sidewalk service gaps in priority areas is being
prepared for distribution at the BPAC meeting. Only sidewalk gaps within two or more priority
areas will be included.
A 36 "x48" Sidewalk Facilities Map exhibit will be available at the meeting for notating comments
and revisions, if any.
FISCAL IMPACT: None at this time; The City is examining implementation strategies and funding
sources.
COMMUNICATION EFFORTS:
Agenda Items are posted in City Hall and posted on the City's Website .
STAFF RECOMMENDATION:
Staff requests that the BPAC review, comment, revise and if appropriate, accept the Sidewalk
Facilities Map and associated sidewalk service gaps identified within the priority areas.
