REQUEST:
The Community Development Department, Urban Beautification Division, is requesting
approval to dispose of surplus assets in the form of (129) pole mount decorations to be
traded for $2,760 in credit towards the purchase of pole banners from Clark's Sales
Display, Inc.
SYNOPSIS:
For many years pole decorations have been installed by the city along State Road 434 on
power poles owned by Progress Energy as a way to celebrate the Holiday Season with
our residents. This effort has been problematic due to the cost of storage, maintenance
and installation of the pole decorations, which is normally about $13,000 per year plus
refurbishment costs. Additionally, moisture in the Ground Fault Interrupt (GFI) circuitry
often causes power outages after a rain event, until a manual reset is completed at each
affected pole by city staff. Due to budgeting constraints of the past several years,
refurbishment of these pole decorations has not been possible. There are currently (93)
pole decorations that need refurbishment prior to installation at a cost of $18,525, if the
pole decorations were to be installed this December. Based on feedback from the City
Commission regarding the use of pole banners in lieu of pole decorations, staff is
recommending that the city's inventory of (129) units be approved for disposal and
traded to Clark's Sales Display, Inc., for a credit of $2,760, which will be applied toward
the purchase of holiday pole banners as part of the city's pole banner program.
CONSIDERATIONS:
The disposal of surplus assets is governed by Section 2 -194 of the City's Code of
Ordinances. Items that have been identified as being surplus no longer provide a useful
purpose for the City. Most of these assets are beyond their intended service life, no longer

function in their current condition, or are beyond reasonable repair costs, making their
continued use both unproductive and cost prohibitive for the City.
Since refurbishing the pole decorations is nearly the cost of purchasing new
equipment, and the cost of storage, maintenance and installation is approximately $13,000
annually, trading for a credit toward the purchase of holiday pole banners is the most
prudent action at this time. The cost of purchasing (60) holiday pole banners will be
approximately $5,300, with a net cost of $2,540 after the credit of $2,760 is deducted from
the total.
FISCAL IMPACT:
There is no cost to dispose of the abovementioned surplus assets; however, the
City will receive $2,760 from Clark Sales Display, Inc., as a credit toward the purchase of
pole banners for the City's Pole Banner Program.
COMMUNICATION EFFORTS:
This Agenda Item has been distributed to the Mayor and City Commission, City
Manager, City Attorney, and Department Directors; placed in press packets; placed in the
lobby binder; and is available on the City's Website, LaserFiche, and the City's Server.
RECOMMENDATION:
Staff recommends that the City Commission approve the disposition of (129) Pole
Decorations as shown in Attachment `A', to be traded for a $2,760 credit from Clark's Sales
Display, Inc., toward the purchase of pole banners for the City's Pole Banner Program.
