REQUEST: Land Design Innovations, Inc. (City consultant) is presenting the Summary Report for Economic
Development activities from November 13, 2010 through December 31, 2010. The information in this agenda item
will be verbally presented under item 300 at the January 10, 2011 City Commission meeting.
SYNOPSIS: As part of their contractual economic development efforts for the City, Land Design Innovations
(LDI) makes monthly reports to the City Commission summarizing and detailing their efforts on behalf of the City
relative to economic development.
CONSIDERATIONS: LDI has summarized their efforts relative to their economic development efforts in the
following areas:
• Project Sematech Activities
• UCF Class Curriculum Development
• Joint Economic Development Task Force
• Opportunity Sites Brochure
• Tax Abatement Program
• Recruitment
• Retention
• Meetings
• Upcoming Activities
The information in this agenda item will be verbally presented under item 300 at the January 11, 2011 Commission
meeting.
FISCAL IMPACT: There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS: This Agenda Item has been forwarded to the Mayor and City Commission; City
Manager; City Attorney /Staff; placed in Press Packets; placed in the City Hall (Lobby) City Commission Meeting
binder; and is available on the City's Website, LaserFiche, and the City's Server. Additionally, information related
to this Agenda Item has been sent to media/press representatives who have requested Agendas/Agenda Item
information, all Homeowner's Associations on file with the City, all individuals who have requested
Agendas/Agenda Item information, Department Directors; and also posted outside City Hall; posted inside City Hall
with additional copies available for the general public; and posted at five (5) different locations around the City.
RECOMMENDATIONS: The City Commission is being asked to review and accept the information in this agenda
item.

RE: Winter Springs Economic Development Program — Summary Report
The following activities occurred between November 13, 2010 and December 31, 2010 of the
Economic Development project:
1. Project SEMATECH Activities:
• Participated in on -going follow up meetings with City staff, County staff and UCF
• Continued business recruitment of primary targeted industries to the parcels surrounding
SEMATECH.
• Continued follow up with Ms. Casscells through weekly calls, e-mails and meetings.
• Prepared and submitted one page project summary, improvements maps and legislative
support letter for use by Jim Davenport, Alcalde & Fay (Seminole County legislative
lobbyist)
• Responded to request for additional information from ACOE. Provided additional site
and environmental data (prepared more detailed wetlands and improvements maps) to
Ms. Smith, Army Corps of Engineers.
• Met with Ms. Smith of the Army Corps of Engineers to determine if any Army Corps
jurisdictional wetlands exist on site. Ms. Smith determined that the isolated wetland is
not under the jurisdiction of the Army Corps. The Department of Environmental
Protection will provide the final determination within 21 days of receipt of the Army
Corps determination.
• The City received an official clearance letter from the Florida State Clearinghouse
regarding the EDA Space Coast RIC grant application. The grant application will now
be reviewed by the EDA.

• J. Jones coordinated with Commissioner Rick Brown regarding support letters for the
EDA grant application from Representatives Sandy Adams and Daniel Webster.
• J. Jones coordinated with Ms. Cynthia Sucher to receive support letters for the EDA
grant application from Governor -Elect Rick Scott.
2. UCF Class Curriculum Development
• Continued follow up with Dr. Chris Hawkins, professor of the UCF Economic
Development class to discuss and prepare for the upcoming spring curriculum for the
class. Winter Springs will be the focus of class project with emphasis on economic
development and healthy communities.
3. Joint Economic Development Task Force (JEDTF)
• LDI assisted in the drafting, revising and editing of the ILA agreement.
• LDI performed initial contacts and discussions with JEDTF member candidates.
• LDI drafted the operational and composition language for the ED Joint Task Force.
• T. Crowe, J. Jones and C. Dougherty met with Mayor Bush on 11/23/10 regarding joint
economic development task force proposed activities.
• LDI provided the Mayor with the biographical information of potential committee
member Brian Walters (Metro Orlando EDC). Contact information was provided for
potential committee member Leon "Lenny" Portelli (Seminole State College).
• The first ED task force meeting is anticipated to occur in January 2011.
4. Brochure
• Edits to the Brochure are underway. There were several parcel additions for the targeted
area maps. Additional information about the School System was added. There are
several photo changes that require additional photos to be submitted from City staff. A
request was made by LDI for additional photos from staff based on staff comments.
Additional information has been added about incentive programs and tax abatement
programming. Changed out the Mayor photograph from Mayor Bush to Mayor Lacey.
Additional graphics added to the brochure skin.
• J. Jones met with Mr. Stevenson to discuss the final comments and edits.
5. Tax Abatement Program
• J. Jones coordinated with Mr. Stevenson to develop operational language for the City's
Tax Abatement program. Participation criteria, eligibility, and application /approval
process discussed.
• Specific proposed language has been submitted to staff and is currently under review.
The City Attorney will need to review operational language of the program.
• J. Jones is continuing to provide guidance regarding the establishment of this program.
5. Recruitment

• LDI is preparing marketing packages to be sent to Industrial and Office
users /developers.
• LDI attended the Interservice Industry Training, Simulation and Education Conference
(I /ITSEC)
• LDI met and briefed several simulation and training companies at I /ISTEC conference
regarding development opportunities in Winter Springs.
• LDI prepared and transmitted follow up letters and marketing information to simulation
and training company contacts from I /ISTEC conference.
• LDI is preparing marketing packages to be sent to high technology companies.
• LDI is preparing marketing packages to be sent to industrial and office developers.
5. Retention
• C. Dougherty met with Mr. Brewer of Brewer Cellars to discuss expansion needs.
• C. Dougherty coordinated with local realtors providing specific expansion criteria
(Brewers Cellars).
• LDI has met with individual Incubator clients and staff to discuss retention in the area.

coordination of recruitment efforts of target industries

• Dec. 1 J. Jones attended ED breakfast with County
• Dec. 5 T. Crowe and J. Jones attended the 2010 Ornament Ball
• Dec. 6 City Commission Meeting, approval of Joint ED Task Force pending
• Dec. 6 T. Crowe and J. Jones attended a meeting with the Director of the East
Central Florida Planning Council (ECFRPC) to discuss economic
development initiatives
