MEETING
DECEMBER 1, 2010
1. CALL TO ORDER
The Regular Meeting of the Council of Local Governments in Seminole County
(CALNO) of Wednesday, December 1, 2010 was called to order at 7:02 p.m. by
Chairman Steve Wolfram at the Winter Springs Senior Center (400 North Edgemon
Avenue, Winter Springs, Florida 32708).
Chairman Wolfram asked for a moment of silence. Mayor Charles Lacey led with the
Pledge of Allegiance.
2. ROLL CALL

3. APPROVAL OF MINUTES: NOVEMBER 3, 2010
MOTION TO APPROVE THE MINUTES OF NOVEMBER 3, 2010. MOTION
BY MAYOR MAINGOT. SECONDED BY COMMISSIONER BRENDER.

4. TREASURER'S REPORT
Councilmember Keith Britton stated that he had not received the November Statement;
and mentioned the Balance was three hundred fifty dollars and seven cents ($350.07).
Next, there was discussion of the twenty -five dollar ($25.00) dues for Members of the
Council of Local Governments in Seminole County (CALNO).
MOTION TO APPROVE TREASURER'S REPORT. MOTION BY DEPUTY
MAYOR BRENDER. SECONDED BY MAYOR MAINGOT. DISCUSSION.
MOTION CARRIED UNANIMOUSLY.
Chairman Wolfram suggested the membership dues should be on the Report next month.
5. BUSINESS
A. PROGRAM — "OPERATION MEDICINE CABINET" presentation by Winter
Springs Chief of Police Kevin Brunelle
Chief of Police Kevin Brunelle, Winter Springs presented information on the "Operation
Medicine Cabinet" program that Winter Springs has initiated and introduced the program
as, "A pharmaceutical medication take back program."
Continuing, Chief Brunelle talked about a "Pill Party" trend occurring with the youth in
Florida and remarked that this program is "Designed to get prescription medication out of
the medicine cabinets and out of the hiding places in the homes of parents and the
grandparents."
Chief Brunelle reviewed statistics with abuse of prescription medication and referred to
the "Operation Medicine Cabinet" Quick Reference Guide which provides the seven (7)
steps on how to set up "Operation Medicine Cabinet ". Chief Brunelle then noted, "We
have collected 20,877 pills — when we were counting the pills, when we first started this."
Further comments followed on notification efforts by the Winter Springs Police
Department; statistics; the process of disposing of the prescription medications they
collect; how important it is that such medications do not enter the sewer system.
Next, Chief Brunelle addressed "Pain Management" clinics and Commissioner Brender
shared his observation of this type of a clinic in downtown Orlando. Further comments
ensued on "Pain Management" clinic Moratorium Ordinances.
Discussion.

Commissioner Cade Resnick inquired about instituting such a program in the school
system. Chief Brunelle stated, "I am personally producing a video that I have agreement
from schools to play — we are trying to get the information out."
Mr. Donald J. Payton said to Chief Brunelle, "I just really want to commend you for this
program. It is so needed."
Discussion followed on participation with surrounding cities, counties, the Seminole
County School Board, local funeral homes, and Hospices.
7. OTHER BUSINESS AND PUBLIC PARTICIPATION:
Mr. John Horvath: commented on "Operation Medicine Cabinet" program.

8. REPORTS FROM MEMBERS:
Winter Springs: Mayor Lacey thanked the Winter Springs' Office of the City Clerk for
their assistance with this Meeting. Mayor Lacey then recognized Commissioner Cade
Resnick and his new representation in District Four of Winter Springs. Next, Mayor
Lacey thanked those who attended the City of Winter Springs Inauguration and spoke
briefly about the recent Winter Springs Joint Meeting with the City of Oviedo and the
emphasis on Economic Development.
Altamonte Springs: Commissioner Wolfram spoke about several holiday events in their
City and their "Adopt a Family" program. Continuing, Commissioner Wolfram noted
that an Appreciation Dinner for their Volunteer Boards would take place on December
14, 2010. Lastly, Commissioner Wolfram commented on an event at The Village (which
is associated with The Children's Cabinet of Seminole County and provides transitional
housing) and indicated that they would welcome representatives from each City to assist.
Casselberry: Commissioner Hufford stated that the City of Casselberry was also doing a
Moratorium on "Pain Management" clinics and that the City had also banned sign
wavers. Next, Commissioner Hufford mentioned their upcoming Christmas Tree
Lighting Event. Discussion followed on their City's Road Improvement Plan and a
possible Referendum.

Lake Mary: Commissioner Brender spoke about their upcoming annual Tree Lighting
Event; Christmas lights on City Hall; and that they have continued the tradition of Santa
visiting their neighborhoods. Next, Commissioner Brender spoke of a possible
Developer purchasing "Rinehart Place ".
Lastly, Commissioner Brender commented on recent actions of the Seminole County
Expressway Authority; and the need for a new representative from the Council of Local
Governments in Seminole County (CALNO) to be Appointed to serve on the Seminole
County Expressway Authority.
With discussion, Mayor Maingot and Councilmember Britton both offered to represent
the Council of Local Governments in Seminole County (CALNO) on the Seminole
County Expressway Authority. In reference to Commissioner Patty Mahany of the City
of Sanford, Chairman Wolfram asked Commissioner Brender, "Do you want to make one
last contact with them and find out ?" Commissioner Brender replied, "Alright."
Commissioner Wolfram offered to attend any Seminole County Expressway Authority
meetings held prior to an Appointment being made by the Council of Local Governments
in Seminole County (CALNO).
Longwood: Mayor Maingot mentioned that the City of Longwood signed a Resolution
related to a Moratorium regarding any Approvals of "Pill Mill" operations. Next, Mayor
Maingot mentioned their upcoming Christmas Tree Lighting Event. Continuing, Mayor
Maingot commented on the paving of the City's last two (2) unpaved streets; Reiter Park;
a Florida Department of Transportation station location; and that the City of Longwood
was establishing a Community Redevelopment Agency (CRA).
Following, Mayor Maingot thanked Winter Springs' Mayor Lacey for hosting tonight's
Meeting.
Oviedo: Councilmember Britton informed everyone of the City's new Councilmember,
Cindy Drago. Next, Councilmember Britton advised those in attendance about upcoming
Christmas Events in the City of Oviedo including a great charity event for needy families.
Councilmember Britton also commented about their recent "Great Day in the Country"
Event and their new Friendship Park. Lastly, Councilmember Britton spoke of Seminole
County's Approval of their Community Redevelopment Agency (CRA) and the purchase
of a Water Treatment Plant.

Sanford: Absent.
Seminole State College: Mr. Payton discussed the College's growth and announced
they rank twenty- eighth in the Nation for graduating students who have received an
Associate of Arts (AA) degree. Next, Mr. Payton mentioned their upcoming holiday
Events. Continuing, Mr. Payton commented about a raffle being held for student
scholarships and commented on a staff retirement.

Seminole County Board of County Commissioners: Absent.
Seminole County School Board: Absent.
In other business, Mr. Horvath mentioned that the University of Central Florida's first
President, Dr. Charles Millican had recently passed away.
8. ADJOURNMENT
Chairman Wolfram adjourned the Meeting at 8:32 p.m.
