CALL TO ORDER The Bicycle and Pedestrian Advisory Committee Meeting of Wednesday, November 17, 2010 was called to Order at 7:00 p.m. by Joan L. Brown, Deputy City Clerk in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). 2. ROLL CALL: Committee Member Gary Brook, present Committee Member Wiilliam B. Carpenter, present Committee Member George Colombo, present Committee Member Larry Hartman, present Committee Member Lance Stephan, present Ex- Officio Member Kok Wan Mah, present A moment of silence preceded the Pledge of Allegiance. 3. INTRODUCTIONS Each of the Appointed Members introduced themselves. 4. SUNSHINE LAW ORIENTATION Assistant City Attorney Kim Kopp presented a handout entitled, "Sunshine Law and Public Records" and was distributed to those in attendance. 5. ORIENTATION Deputy City Clerk Brown discussed the Orientation package, conducted all of the Oaths of Office, and Swore in the new Members. REVIEW OF ORDINANCE NUMBER 2010 -06 Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development Department presented Ordinance Number 2010 -06 for discussion. 7. APPOINTMENT OF CHAIRPERSON AND VICE CHAIRPERSON "I MAKE A MOTION THAT GEORGE (COLOMBO) IS THE CHAIR(PERSON) OF THE COMMITTEE." MOTION BY COMMITTEE MEMBER BROOK. SECONDED BY COMMITTEE MEMBER STEPHAN. DISCUSSION. DEPUTY CITY CLERK BROWN ASKED, "MR. COLOMBO, DO YOU ACCEPT?" MR COLOMBO REPLIED, "I DO ACCEPT." VOTE: COMMITTEE MEMBER HARTMAN: AYE COMMITTEE MEMBER STEPHAN: AYE COMMITTEE MEMBER BROOK: AYE COMMITTEE MEMBER CARPENTER: AYE COMMITTEE MEMBER COLOMBO: AYE MOTION CARRIED. DEPUTY CITY CLERK BROWN REMARKED, "FOR VICE CHAIR(PERSON)". "I WOULD LIKE TO NOMINATE MR. CARPENTER (VICE CHAIRPERSON)." MOTION BY CHAIRPERSON COLOMBO. SECONDED BY COMMITTEE MEMBER HARTMAN. DISCUSSION. "COMMITTEE MEMBER CARPENTER STATED, "I ACCEPT." VOTE: COMMITTEE MEMBER BROOK: AYE COMMITTEE MEMBER CARPENTER: AYE CHAIRPERSON COLOMBO: AYE COMMITTEE MEMBER HARTMAN: AYE COMMITTEE MEMBER STEPHAN: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING NOVEMBER 17, 2010 PAGE 3 OF 6 8. PROJECT IMPLEMENTATION Mr. Brian Fields, City Engineer, Public Works Department introduced this Agenda Item and commented on various projects and funding. With further discussion on the Cross Seminole Trail, Mr. Fields said he would get back with the Committee Members further on specific Funding. Mr. Fields spoke about the 419 Corridor right -of -way acquisition and CSX Railroad granting a Trail Crossing. Continuing, Mr. Fields added, "As you discuss setting out and identifying needs in our community, just thinking about how projects are implemented, those needs will turn into specific projects. Think about the obstacles and we will help you. Not just funding, but what are the obstacles and your assistance will be needed to help overcome those obstacles whether it is right -of -way, acquisition, design considerations, meeting with Homeowner's Associations and things like that. We will help you identify the obstacles but definitely would see individuals on this Committee helping us overcome some of those obstacles and make these projects happen." Discussion ensued on landscaping improvements along the Trail. 9. STATUS; CURRENT CONDITIONS Ms. Sahlstrom presented this Agenda Item and distributed excerpts from the Comprehensive Plan to the Members. Discussion ensued on the Goals, Objectives and Policies of the Comprehensive Plan. Tape 1 /Side B Ms. Sahlstrom spoke of a baseline inventory of projects, project cost and funding source for the Master Plan. The "Conceptual Bike/Pedestrian Mobility Network Map" dated November 2010 was shown. Mr. Fields asked for feedback from the Members on any particular project or initiative that could be suggested. Vice Chairperson William B. Carpenter discussed connectivity between Tuscawilla and Tuska Ridge. Chairperson George Colombo spoke of the Highlands area, connections to the Trail, and possible funding sources. Committee Member Larry Hartman discussed safety issues on the Trail near Winter Springs High School. Ex- Officio Member Kok Wan Mah suggested taking a look at the safety aspect, and commented on network and connectivity related to vehicular traffic. Referencing Policy 1.11.9: Mobility Monitoring Ms. Sahlstrom clarified, "What we are saying to the State, is that we will Monitor our Mobility efforts, and we put in a target of what we would like to achieve every year." Continuing, Ms. Sahlstrom added, "As I mentioned, we have a deadline coming up that is actually the implementation deadline of July (2011) for some of these things; so, we need to get the inventory completed." Discussion. Vice Chairperson Carpenter suggested setting up subcommittees to work closely with Ms. Sahlstrom and Mr. Fields. Chairperson Colombo spoke of getting Public Input from the community. With further discussion, Ms. Sahlstrom stated, "Staff will get together, we will look at trying to put initial ideas together for the inventory and see what we can come up with to present to you." 10. ESTABLISHMENT OF MEETING DATES AND TIMES Discussion ensued on Meeting dates. Chairperson Colombo responded, "Why don't we set our first Regular Meeting for December. Have the Regular Meetings scheduled quarterly and at the December Meeting we can consider a January Special Meeting." "I WILL MAKE A MOTION THAT WE HAVE OUR NEXT SCHEDULED MEETING ON DECEMBER 15 TH , ( 2010) AND PLAN FOR QUARTERLY MEETINGS THEREAFTER." MOTION BY VICE CHAIRPERSON CARPENTER. SECONDED BY COMMITTEE MEMBER BROOK, DISCUSSION. COMMITTEE MEMBER STEPHAN ASKED, "THAT WILL BE AT 7:00 P.M. ?" DEPUTY CITY CLERK BROWN REPLIED, "YES." CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING NOVEMBER 17, 2010 PAGE 5 OF 6 VOTE: COMMITTEE MEMBER HARTMAN COMMITTEE MEMBER STEPHAN COMMITTEE MEMBER BROOK VICE CHAIRPERSON CARPENTER CHAIRPERSON COLOMBO MOTION CARRIED. Mr. Fields suggested adding an Agenda item related to safety issues for the Cross Seminole Trail and stated, "As you are using the Trail or talking to others, identify those and maybe we can go over those at the Meeting and determine whose responsibility it would be to address that; and then maybe take action as a group on recommendations that we can submit to whomever the entity is, who would be responsible." Discussion ensued on inviting an Officer from the Winter Springs Police Department and Seminole County Staff for their input on safety issues along the Trail. Ms. Sahlstrom said to Mr. Fields, "Were you thinking that that would be the only thing we talk about next time, would be safety or would we be talking about the inventory ?" Mr. Fields replied, "I think we can report back on what we are capable of doing on the inventory and where we might need some assistance, and then we can discuss that." Regarding expediting the Agenda Packets to the Committee Members, Ms. Sahlstrom asked, "Is that satisfactory to everybody if you get your materials by email ?" Chairperson Colombo said, "I prefer it." Committee Member Brook replied, "My preference." There were no other objections noted. Tape 2 /Side A Discussion ensued on the maintenance of the Trails. Mr. Fields noted, "We can have an update on how they do that." Vice Chairperson Carpenter asked, "We need to make it a priority that we are going to be working on the overall Bicycle and Pedestrian Plan for the City and this is one of our ultimate objectives - to have a plan and incorporate it into the Comprehensive Plan; and I think we need to identify the steps that are going to be required and what needs to be done in some kind of a timeframe. Is that something that you can provide for us to discuss at the next Meeting" Ms. Sahlstrom replied, "Yes, I can do that."
