REQUEST:
The City Manager and the City Clerk request that the City Commission consider the
information in this Agenda Item related to a Farewell /Appreciation Event for former
Mayor John F. Bush and former Commissioner Sally McGinnis, and decide how they
wish to proceed.
SYNOPSIS:
In previous years, the City Commission held Farewell /Appreciation Events for departing
Elected Officials. The last such Event was held in 2006. These type Events have been a
way to show the public's appreciation to a departing Elected Official for the many years
of service and time and effort they gave the community during their years in Office;
similarly to departing employees who have served the City well.
CONSIDERATIONS:
During the November 15, 2010 Regular Meeting of the City Commission, the City
Commission asked the City Clerk to provide the City Commission with information
related to holding a Farewell /Appreciation Event for former Mayor John F. Bush and
former Commissioner Sally McGinnis.

The following FarewelUAppreciation Events for Elected Officials have been held in the
last six (6) years:
• Commissioner Edward Martinez, Jr.: when former Commissioner Martinez
resigned from Elected Office in May 2004, a Farewell Luncheon was held in his
honor at the Winter Springs Senior Center
• Approximate cost of $1400.00 was paid for this Event, from City
Commission Line Codes
• Commissioner David W. McLeod: when former Commissioner McLeod's Term
of Office ended in December 2004, a Farewell Reception was held in his honor
at the Tuscawilla Country Club*
• Approximate cost of $2000.00 was paid for this Event, from City
Commission Line Codes
• Commissioner Michael S. Blake: when former Commissioner Blake's Term of
Office ended in December 2006, a Farewell Dinner was held in his honor at the
Winter Springs Town Center*
• Approximate cost of $2000.00 was paid for this Event, from City
Commission Line Codes
*From what I recall, these Elected Officials were asked what kind of Event they would
prefer, and at what location /Caterer.
On a related note, Farewell Events have been held in the last fifteen (15) years for the
following key City personnel:
• City Manager John Govoruhk: when former City Manager Govoruhk resigned
from his position as City Manager, a Dinner was held in his honor at the
Tuscawilla Country Club
• No cost information is available
• Chief of Police Dan Kerr: when former Chief of Police Kerr resigned in late
2008, a Farewell Luncheon was held in his honor at the Tuscawilla Country
Club
• The Winter Springs Police Association organized this Event and
partially paid for it. Attendees were charged $15.00 each, with the
Winter Springs Police Association paying an additional amount of
approximately $15.00 per person for a total of approximately $30.00 per
attendee
• Parks and Recreation Department Director Chuck Pula: when Parks and
Recreation Department Director Pula resigned in May 2010, a Farewell
Luncheon was held in his honor at the Winter Springs Senior Center
• Each attendee was charged $7.00, with additional costs supplemented by
the Parks and Recreation Department

FISCAL IMPACT:
Possible Options for funding could include any, some, and /or all of the following:
• Attendees would pay 100%
• City pays portion/Attendee pays portion
• Although this Event was not planned for during the 2010 -2011 Fiscal Year, Staff
could try to find some funds for such an Event, and if that is the City
Commission's preference, then we might have to forgo something else, and /or
we might need to cut back on some already budgeted item(s):
• General Fund pays for entire Event
• Vendor Sponsorship (from partial percentage, some, or all costs) — if this is the
preference, please specify which Vendor to ask
Other Costs To Consider:
• Costs will be more for Events held at a City venue, specifically due to City
staffing costs, in addition to any Event type items we might need to provide,
such as tablecloths, serveware, etc.
COMMUNICATION EFFORTS:
On behalf of Mayor Lacey and the City Commission, I have been in contact with former
Mayor John F. Bush and former Commissioner Sally McGinnis regarding your plans to
hold a Farewell /Appreciation Event in their honor. Both former Mayor Bush and former
Commissioner McGinnis are honored and very pleased that you plan to hold such an
Event for them. They will be providing me with possible dates of their availability for
January 2011, (which I will forward to the Mayor and City Commission as soon as this
information is received).

This Agenda Item has been forwarded to the Mayor and City Commission; City
Manager; City Attorney /Staff; placed in Press Packets; placed in the City Hall (Lobby)
City Commission Meeting binder; and is available on the City's Website, LaserFiche,
and the City's Server. Additionally, information related to this Agenda Item has been
sent to media/press representatives who have requested Agendas /Agenda Item
information, all Homeowner's Associations on file with the City, all individuals who
have requested Agendas /Agenda Item information, Department Directors; and also

REQUEST: City Manager requesting the Commission approve the proposed Communication
Plan for a proposed "Town Hall" Budget Workshop.
SYNOPSIS: Per Commission direction, the City Manager is providing a recommended communication
plan for advising our citizens of an upcoming (date to be determined) "Town Hall" Budget workshop for
citizens to be held at City Hall.
CONSIDERATIONS:
At the April 26, 2010 Commission meeting, the Commission directed the City Manager to come back
with a Communications Plan for advising citizens about a proposed "Town Hall" Budget workshop to
be held at City Hall at a date to be determined. Those recommended efforts are detailed herein.
A preliminary Budget overview by the City Manager is scheduled for this June 14, 2010 Commission
meeting (Regular 604). That Agenda Item will also request the Commission set dates for the Regular
Commission Budget workshops and the "Town Hall" Budget workshop.
FISCAL IMPACT:
None. The recommended communication efforts result in no additional costs.

Last night Edmonds had the chance to say goodbye to Mayor Gary Haakenson at the Edmonds_
Center for the Arts as he moves on to his new position as the Snohomish County Deputy Executive.
Gary has served as the Mayor for 11 years with his wife Dolly by his side.
Family. friends, neighbors, elected officials, business owners, etc. att came out to bid Gary a
farewell.

Community invited to farewell reception for Mayor Haakenson
(Edmonds - WA) The community is invited to attend a gathering on Thursday, July 1 from 4 to
6 p.m. at the Edmonds Center for the Arts to wish Mayor Gary Haakenson farewell. Mayor
Haakenson will leave his post on July 1 to assume the role of Deputy County Executive at
Snohomish County the following week. Everyone is welcome to attend.
Donations are being accepted to cover the cost of the venue and refreshments. If you'd like to

Pollard farewell full of roasts, toasts

Looking amazingly like Vancouver businessman and philanthropist Ed Lynch, the
"homeless man" ambled into the ballroom of the Hilton Vancouver Washington, pushing a
grocery cart with a furry ball inside. As he passed a woman who seemed to be a dead
ringer for recently retired council member Pat Jollota, a plaintive call issued from her lips:
"Kitty, kitty, kitty."
Ignoring her, the faux ragamuffin shuffled his cart toward former mayor Royce Pollard, and
began to taunt him with insults about the shambles Esther Short Park had become.
A few minutes later, a man dressed as an Army Ranger with war paint on his face, strode
into the room bellowing "HOOAH!" That's a military expression for pride, high morale and
confidence — or anything else.
He said he was representing himself, and not Clark College president Bob Knight.
Then he engaged the 315 people in the ballroom in a marching cadence: "I don't know, but I
hear rumors; Mayor Pollard wears bloomers. I don't know, but I've been told Mayor Pollard
is good as gold." The "Ranger" also recited an "Ode to Royce Pollard," ending, "So Royce,
let me say, as a very dear friend, your legacy in Vancouver will never come to an end."
That was the basic format for the evening Feb.17, one of the most lively and warm farewells
seen recently in Vancouver. Heralded as "A Roast, Toast & Boast Gala," it followed a
consistent format: First the zinger; then the toast.
Ginger Metcalf, executive director of Identity Clark County, hatched the idea, and began
gathering volunteers the first week of December. "We wanted people to have fun. We
wanted it to be lively, and we put together the program and said, let her rip."
Lacking details, Pollard, she said, was skeptical. "I don't want a funeral," he declared. It was
anything but. Masters of ceremony Elson Strahan, Historic Trust, and Kim Capeloto,
Vancouver Chamber, kept the pace brisk, and so did the speakers.
Former Vancouver city economic development director Steve Burdick recalled his first
contact with Pollard, then commander of the Vancouver Barracks. "Pollard phoned me, and
said there were two archaeologists digging on both sides of a driveway in the Barracks, and
if I didn't get them out in 20 minutes, he'd have them shot."

Mark Brown, lobbyist for the city, and the evening's auctioneer, recalled when Mayor Pollard
decided he "didn't want that ... communist in my city," referring to Russian Premier Vladimir
Putin, whom the city had been trying to woo as Marshall lecturer. Brown said a Russian
envoy who heard the mayor predicted no future for Pollard as a career diplomat.
Auctioning Pollard memorabilia, which netted $3,000 for the Big Brothers /Big Sisters
program, Brown sold a book entitled "Old Forts," which was mistakenly touted as a Pollard
profile.
Praise and tribute easily overwhelmed the zingers. There were recorded video compliments
from U.S. Sen. Patty Murray and U.S. Rep. Brian Baird. Lynch, the "bum" from Esther
Short, said, "Royce made things happen." "First Mike," the Governor's husband, enthused,
"what a great evening," and praised Pollard for extraordinary service as mayor. John Lee,
director of the state Department of Veterans ' Affairs, complimented Pollard for high
dedication to military "men and women who serve this country, and their families."
Lt. Gov. Brad Owen, a frequent Vancouver visitor, said, "I have never seen a man (in this
state) so dedicated to his city as Royce Pollard." Owen's wife, Linda, presented a hand-
crafted blanket to Pollard.
Ed and Will, sons of Royce and Margaret Pollard, thanked their father for finding the
Vancouver home, and his grandchildren shouted, "we love you grandpa." The former mayor
was given a check to cover a trip for him and Margaret, and the ad hoc "Roycettes," women
from the audience, sang a special rendition of a Willie Nelson song.
Pollard's "rebuttal," in part: "Thank you. I love you all." Reflecting on the evening, he said:
"That's the nicest thing anybody's ever done for me."
