REQUEST: City Manager requesting the Commission approve Resolution 2010 -59, expressing the
Commission's support of the Seminole Science and Simulation Consortium Campus/Development.
SYNOPSIS: The Agenda Item is provided to the Commission for consideration of approval of Resolution 2010-
59, which expresses the Commission's support of the proposed Seminole Science and Simulation Consortium
Campus/Development, to be located in the Greenway Interchange District on the Casscell's property.
CONSIDERATIONS:
Mrs. Casscells (property owner) is requesting the Commission adopt a resolution in support of the proposed
Seminole Science and Simulation Consortium Campus/Development in order to aid the consortium in its
application for federal grants and economic incentives to help finance the project. Similar Resolutions of support
for the project have been recently adopted by Seminole County and the City of Oviedo.
Originally, this item was scheduled to come before the Commission at its December 13, 2010 regular meeting for
consideration. However, Mrs. Casscells has now advised the City Manager that she needs this Resolution no later
than the end of the month of November in order for her "to be able to effectively schedule meetings with various
agencies /representatives /officials from which she intends to seek grant(s) funding for the project."
FISCAL IMPACT:
There Is No Fiscal Impact Related To This Specific Agenda Item.
COMMUNICATION EFFORTS:
This Agenda Item Has Been Distributed To The Mayor And City Commission, The City Attorney, Department
Directors, Placed In The Lobby Binder, And Will Be Available On The City's Website, Laserfiche, And The
City's Server. Upon Adoption, A Copy Of This Resolution Will Be Provided To Mrs. Casscells.
RECOMMENDATION:
The City Manager recommends that the City Commission approve Resolution 2010 -59, expressing its support of
the Seminole Science and Simulation Consortium Campus/Development.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, EXPRESSING
ITS SUPPORT FOR THE SEMINOLE SCIENCE AND
SIMULATION CONSORTIUM CAMPUS/DEVELOPMENT;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The Seminole Science and Simulation Consortium is a collaborative effort
of the University of Central Florida and a rapidly growing group of leading technology
companies and government agencies, whose goal is to fill the growing need in the United States
for knowledge workers and leaders in modeling and simulation; and
WHEREAS, The Seminole Science and Simulation Consortium consists of academic,
government and industry organizations with interest and expertise in simulation as well as
experts in fields of use such as nanotechnology, biomedical research, alternative energy sources,
networks, health services that will identify, validate and rapidly bring the skills and scientific
expertise to enlarge the scholarly and business acumen in order to develop training practice and
simulation -based technologies; and
WHEREAS, SEMATECH is a semiconductor consortium which is developing and
designing a Photovoltaic Industry Cluster that will focus on simulation and will accommodate
potentially displaced NASA and Shuttle related workers as well as job opportunities for
unemployed Central Floridians; and
WHEREAS, The Seminole Science and Simulation Campus/Development will include a
high -tech computer center, complete with supercomputing capabilities; and
WHEREAS, The Seminole Science and Simulation Campus/Development will promote
creativity and collaboration through its design and will provide the necessary education and
training to equip the current and future generation of engineers and business people in the
science of simulation; and
WHEREAS, The Seminole Science and Simulation Campus/Development will be located
within the boundaries of the City of Winter Springs and its Greenway Interchange District; and
WHEREAS, The City Commission of the City of Winter Springs desires to express its
support of Seminole Science and Simulation Campus/Development.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, FLORIDA THAT:
Section I. The City of Winter Springs City Commission hereby supports the
Seminole Science and Simulation Campus/Development.
Section II. This Resolution shall become effective immediately upon its adoption by
the City Commission of the City of Winter Springs, Florida.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a
meeting duly assembled on the 22th day of November, 2010.
