Home My WebLink About2010 10 25 Consent 201 Partridge Well Drillers Contract COMMISSION AGENDA CONSENT X INFORMATIONAL ITEM 201 PUBLIC HEARING REGULAR October 25, 2010 MGR /DEPT ./��' Meeting Authorization REQUEST: The Utility Department is requesting authorization to contract with Partridge Well Drillers to install three monitoring wells at a cost of $63,790. SYNOPSIS: The purpose of this Board item is to request authorization to contract with Partridge Well Drillers to construct three monitoring wells at a cost of $63,790. These wells are to be installed to comply with condition #25 of the City's Potable Water Consumptive Use Permit issued by the SJRWMD. CONSIDERATIONS: The City received its' Consumptive Use Permit from the St. John River Water Management on January 25, 2010. The CUP regulates and allocates the use of potable water for the City's potable water customers. The CUP contains many conditions that must be met for compliance. Condition 25 of the CUP states; 25. Monitoring wells MW -L1 (GRS ID No. 242390), MW -L2 (GRS ID No. 242391) and MW- V1 (GRS ID No. 242392) must be installed within one year of permit issuance, in accordance with all specifications as described in the Floridan Aquifer Groundwater Water Quality Monitoring Plan, Modified January 24, 2008, and submitted to the District on March 4, 2008. The three monitoring wells will be installed at Central Winds Park, Tuscawilla Perc Ponds near SR 417, and at Water Treatment Plant #1. Two of the 4" diameter wells will be drilled to 400' below sea level with a casing to 300'. The third monitoring well will be drilled to 555' with a casing to 525'. The purpose of the wells is to provide the District water quality data that allows them to monitor the chloride concentrations in the ground water. October 25, 2010 Agenda Item #201 Page 2 of 2 Contact information for qualified well drillers was obtained and quotes were solicited from eight well drillers. One firm declined to bid on the work and three other firms did not respond to the bid solicitation. Below is a list of 4 firms that responded and their corresponding price for services. $58,090, plus required geophysical logging at Partridge Well Drilling $5,700 = total cost of $63,790 Steve Young Well Drilling $63,245, geophysical logging not included Boart Longyear $128,640, geophysical logging not included Patterson Well Drilling $160,455, geophysical logging not included After submitting their initial bid, each firm was contacted again and asked to include the additional task of geophysical logging and /or revise their proposal to better suit the City's requirements. Partridge Well Drilling was the only firm that chose to revise their proposal. Based on their responsiveness, reputation, and cost effectiveness, Partridge Well Drillers is recommended. FISCAL IMPACT: The cost of $63,790 will be paid through Utility Enterprise Fund Capital Improvements line code 3600- 65000- 62100. $75,000 was budgeted for these monitor wells. The wells are to be installed before January 25, 2011. COMMUNICATION EFFORTS: This information will be posted on the City's web page. RECOMMENDATION: It is recommended that authorization be granted to contract with Partridge Well Drillers for the installation of the three monitoring wells at a cost of $63,790 plus 10% contingency payable from Utility line code 3600- 65000- 62100.
