Roll Call: Chairperson Mary Brook, present Vice Chairperson Helen Baker, present Committee Member Luci Coker, present Committee Member Donald Gilmore, present Committee Member Lidya Gongage, present A moment of silence was followed by the Pledge of Allegiance. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Requesting Approval Of The April 21, 2010 Tuscawilla Lighting And Beautification District Advisory Committee Regular Meeting Minutes. Chairperson Brook asked, "Did everyone have an opportunity to review the Minutes ?" "I MAKE A MOTION WE ACCEPT THEM." MOTION BY VICE CHAIRPERSON BAKER. SECONDED BY ADVISORY COMMITTEE MEMBER COKER. DISCUSSION. Not Used. 400. REPORTS Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department reported, "There is the most lovely group of Crepe Myrtles (tree) as you go into the Country Club Villas." Discussion. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department — Urban Beautification Services Division Review Of The Budgets. Mr. Richart spoke on this Agenda Item and presented a review of the Budget. CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - JULY 21, 2010 PAGE 3 OF 5 With further discussion, Mr. Richart recommended that the Committee be thinking about sometime in the future raising the Assessment back to where it was previously. Mr. Richart added that this change should take place within the Fiscal Year 2012. Then, Mr. Richart explained the process of the Purchase Orders as outlined on the Budget Report. Discussion ensued regarding the Proposed Budgets and Mr. Richart noted, "One of the things that we have been wanting to get done and we finally got it done when the new Finance Director started; under [Account Number] 58130 there is a transfer to General Fund Administration — and that one is five hundred dollars ($500.00) and what that pays for that has not been paid for before is the Finance Department's labor cost to what they put toward this Assessment District. Up until now, we have not been able to capture cost related to Finance Department in our Budget. So, the — City does not subsidize the cost for their Labor related to the TLBD (Tuscawilla Lighting And Beautification District)." REGULAR 601. Community Development Department — Urban Beautification Services Division Review Of Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item and noted that one of the maintenance items reported is that the Street Light Poles have been pressured washed due to `algae' on the poles. Discussion. REGULAR 602. Community Development Department — Urban Beautification Services Division Update On The Landscaping Replacement Project. Mr. Richart presented this Agenda Item and discussed plant replacements throughout the Tuscawilla Assessment District. Community Development Department — Urban Beautification Services •""R.� Division Update On The Irrigation Retro -Fit Project. This Agenda Item was presented by Mr. Richart, who then said, "As of today, they are about eighty -five percent (85 %) done. What they are doing now is putting the wire into the pipes." Tape 1 /Side B With discussion. Mr. Richart stated, "I think that it would be wise to consider them to do the maintenance on it for a year because they have to provide a one year warranty. It is just something to think about." Discussion ensued regarding the `Street Lights and Entrances Inspection Map' and which area each Committee Member will be handling. Mr. Richart will send the map and the sections out again to each Committee Member. Continuing, Mr. Richart noted, "The benches for the THOA (Tuscawilla Homeowners Association) went in and we have the trees put in, so we are done. The City put the trees in." Advisory Committee Member Donald Gilmore stated, "I saw something about two (2) weeks ago that rather shocked me. I was following a tractor trailer up Tuskawilla Road and I was amazed that every tree was hit by the side of the trailer." Mr. Richart commented, "I would hate to see those on Winter Springs Boulevard. That road was not designed for that type of usage; even though we cannot really limit it." Advisory Committee Member Lydia Gongage asked, "Why can't we ?" Mr. Richart replied, "You certainly ask for it. This Board could recommend to the City to make that a `Weight Limit' type of road. Or I can pose the question to Kip Lockcuff, (Director, Public Works/Utility Department), if this could be done." Next, it was decided that Mr. Richart will find out about the weight limit on Tuskawilla Road and determine what needs to be done. Mr. Richart will report back to each Committee Member.
