REQUEST: Public Works /Stormwater Division Requesting Authorization to Renew the
Contract with Lake Masters Aquatic Weed Control, Inc. in the amount of
$46,560 for one year for Aquatic Weed Control and Maintenance Services of
Certain Lakes and Ponds.
SYNOPSIS: Lake Masters has performed well as the City's aquatic weed control and maintenance
contractor for the past two years and staff recommends renewing the contract for the
third and final year under the current agreement.
CONSIDERATIONS:
• At the September 22, 2008 City Commission meeting, the Commission provided
authorization to enter into a contract agreement with Lake Masters Aquatic Weed Control,
Inc. for the aquatic weed control and maintenance of certain lakes and ponds in the amount
of $46,080.00. Lake Masters submitted the lowest bid out of the nine (9) bids received
under Bid # ITB015 /08 /ZP. The contract period was for twelve months from October 1,
2008 to September 30, 2009, with the City having the option to renew the contract for
second and third twelve -month periods based on satisfactory performance.
• At the September 14, 2009 City Commission meeting, the Commission approved Staff's
recommendation to renew the contract for the second twelve -month period, from October 1,
2009 to September 30, 2010. The Pond Maintenance List was also amended to add the
Fisher Road Pond located at the North Orlando Ranches Sec 1 -B development. The addition
of the Fisher Road Pond revised the contract amount from $46,080.00 to $46,560.00.
• The current contract with Lake Masters Aquatic Weed Control, Inc. will expire on
September 30, 2010. The work performance of Lake Masters Weed Control, Inc over the
past 11 months has been satisfactory and staff recommends renewal of the contract. Staff
conducted an annual performance review with Lake Masters on September 8, 2010.

• Lake Masters' scope of work consists of water quality management at approximately 90
lakes and ponds in the City. The services include the following tasks:
o Algae and aquatic weed control in open water areas
o Shoreline grass control to the waters' edge in non - vegetated areas
o Limiting vegetation in the bottom of dry ponds to a height to 12"
o Littoral shelf maintenance - wicking for the control of cattail and primrose willow
o Water chemistry and bacteria testing, as needed for the success of the program
o Triploid grass carp stocking (to control Hydrilla and Spikerush)
o Removal of all nonorganic materials (bottles, cans, litter, etc.)
o Clearing overflow structures on a monthly basis
o Management reporting
• City Staff periodically inspects all lakes and ponds to verify Lake Masters' performance and
to identify any potential water quality and /or operational issues. Staff reviews management
reports and payment applications provided by Lake Masters.
• The City has approximately a dozen lakes and ponds that historically have required a higher
maintenance level due to various site specific conditions. Lake Masters continues to
perform well at these water bodies. As one example, below is a current photo of Oak Forest
Lake, which has periodically had challenges with widespread spatterdock. As the photo
below indicates, the spatterdock coverage at Oak Forest Lake is under control.

FISCAL IMPACT:
The annualized cost to renew Lake Masters' contract for one year is $46,560.00 (no
change from last year) and the funding source is the Stormwater Utility Fund, Line Code
3800 - 54693. The funds for this project will be expended over a twelve -month contract
period beginning October 1, 2010.
COMMUNICATION EFFORTS:
Staff regularly receives and coordinates the resolution of pond maintenance - related
issues with residents, HOAs, and regulatory agencies. As the time allows, Staff also
periodically inspects privately owned and maintained ponds to verify that they are complying
with City stormwater treatment standards.
RECOMMENDATION:
Staff recommends that authorization be given to renew the contract agreement with
Lake Masters Aquatic Weed Control, Inc. for the Aquatic Weed Control and Maintenance of
Certain Ponds at a cost of $46,560.00 payable from the Stormwater Utility Fund.
